Compensation
A. Compensation for Services for this task order shall be a lump sum fee of Two Hundred
Twenty -Three Thousand One Hundred Dollars ($223,100.00). See attachment.
General Conditions
Except as specifically amended by this agreement, services shall be provided in accordance with
the Consultant Services Agreement for the Waterloo Regional Airport between AECOM Technical
Services, Inc., formerly known as Earth Tech, Inc., and the Waterloo Airport Board dated
December 5, 2008.

REHABILITATION OF TAXIWAY "B," TERMINAL APRON (PHASE 3A),
TAXIWAY "A" EAST AND TAXIWAY "E"

I. PROJECT DESCRIPTION
The project is described as the rehabilitation of Taxiway "B" from Runway 18-36 northwest to the
existing PCC paved portion of Taxiway "B," the rehabilitation of the terminal apron (Phase 3A),
the rehabilitation of Taxiway "A" East from the terminal apron area to Runway 12-30 and the
rehabilitation of Taxiway "E" at the Waterloo Regional Airport, Waterloo, Iowa. The project
involves the rehabilitation of the pavement section, replacement of the associated lighting system,
marking and surface restoration. The rehabilitation of the taxiways will depend on the results and
recommendations of the pavement evaluation. For the purpose of this agreement, it is
anticipated that the rehabilitation will be accomplished by reconstruction or "white -topping" of the
existing pavements with Portland cement concrete pavement. It is anticipated that this project will
be funded by federal stimulus funds and require associated reporting.
II. GENERAL PROJECT SCOPE
The work to be performed by the Consultant shall encompass and include detailed work,
services, materials, equipment and supplies necessary to provide preliminary design, develop
final plans, develop specifications, provide construction cost estimates, and provide bidding
services. Construction phase services will be determined after the project has been bid and prior
to issuance to a federal grant. Work shall be divided into the following tasks:
A. Design Phase
1. Design Conference - This task consists of a pre -design conference called by the
City of Waterloo, Iowa (hereinafter referred to as Sponsor) and held between the
Sponsor, the Consultant, the FAA and any other participating or regulatory
governmental agency. The purpose of this conference is to define project
requirements, finances, schedules, phasing and other pertinent data that affects
the scope of work, design standards, presentation of preliminary and final plans
and documents. The requirements set forth in this design conference will be
confirmed in writing by the Consultant to the Sponsor, with copies to each
participating unit of government.
2. Data Collection and Review — This task consists of the collection of existing
data applicable to this project and related to the proposed work site. The Airport
Master Plans, record drawings of completed projects, pavement design data,
previous soil borings and soil data, and utility information will be compiled as
background information for the project.
3. Subsurface Investigation — This task consists of completing pavement cores
and collection of subsurface soils data on an approximate 400 foot grid along the
Taxiway centerlines. The existing subsurface information will be used for design

of the terminal apron. Subsurface investigations shall be completed in
accordance with FAA Advisory Circular AC 150/5340-6E. Subsurface information
will be collected for design and construction of the proposed taxiway
improvements.
4. Pavement Evaluation - This task consists of pavement evaluation of
Taxiway "B," Taxiway "A" East and Taxiway "E." This evaluation will be
performed to determine the current pavement condition and to provide
background for the recommendations for long-term rehabilitation of this
pavement. The rehabilitation will be based on a 20 -year extension of the useful
life of the runway.
A visual surface distress survey will be performed to define the type, severity,
and location of distresses. Based on the survey the distresses will be quantified.
This distress survey, coupled with data from the subsurface investigation, will be
used to determine rehabilitation methodology.
If the evaluation of the distress survey and the subsurface investigation are
inconclusive as to the type of rehabilitation required, additional non-destructive
and destructive testing will be recommended and undertaken by supplemental
agreement to this task order.
5. Design Aircraft - This task consists of determining the critical design aircraft to
be used for the design of this project through coordination with the Sponsor and
the FAA. As part of this task, data will be evaluated to confirm with the airport
sponsor the aircraft types and number of operations by occasional aircraft that
use or are projected to use the Waterloo Regional Airport. A list of design aircraft
and number of operations that form the basis for the pavement design and
standard geometrics to rehabilitate the apron and taxiways will be presented with
the pavement design.
6. Pavement Design - This task consists of summarizing the pavement evaluation,
the determination of the design aircraft, and rehabilitation recommendations for
the runway pavement design and preparation of the final pavement design forms
for the project. The final pavement design forms will be based on the design
aircraft identified from the previous section.
7. Field Survey - This task consists of a field survey to collect topographic,
horizontal and vertical data to assist in the preparation of the plans for the
project. Field data will be collected for the taxiway safety areas, including the
taxiway lights. Property surveys are not included in this task.
8. Base Mapping - This task consists of the preparation of a topographic map
including features, elevations, utilities, and contours of the project site. This map
will be prepared from the field survey and record documents of completed
projects.
9. Preparation of Design Plans — This task consists of the preparation of the final
design plans for this project. The final plans will set forth in detail the
requirements of the conceptual design phase, together with the common practice

of design and ethical practice of professional engineers. Plans will be prepared
in compliance with current Central Region Federal Aviation Administration
requirements in effect at the time the plans are prepared. This task includes the
preparation of the following:

d. Schedule of Quantities
e. General Project Layout
f. Safety and Sequencing Plans
g. Existing Conditions Including Safety Areas
h. Typical Sections
i. Removal Plans
j. Geometric Plans

I. Paving Plans and Profiles
m. Pavement Jointing Plans
n. Pavement Surface Elevations
o. Pavement Details
p. Lighting Layout Plans
q. Lighting Details
r. Electrical Vault Modifications
s. Pavement Marking Plans and Details
t. Cross Sections
10. Final Project Specifications - This task consists of the preparation of
specifications for the project. The specifications will be in compliance with
current Central Region Federal Aviation Administration requirements in effect at
the time the specifications are prepared.
11. Estimate of Probable Construction Cost — This task consists of the
preparation of an estimate of construction costs based upon the plans and
specifications. This statement of probable construction cost prepared by the
Consultant represents the Consultant's best judgment as a design professional at
the time the estimate is drawn. It is recognized, however, that neither the
Consultant nor the Sponsor has any control over the cost of labor, materials or
equipment; over the contractor's method of determining bid prices; or over
competitive bidding or market conditions. Accordingly, the Consultant cannot
and does not guarantee that bids will not vary from any statement of Probable
Construction Cost or other cost estimates prepared by the Consultant.
12. Engineering Report — This task consists of the preparation of an engineering
report which relates to the Sponsor and participating governmental agencies, the
fundamental considerations and concepts used in design of the project. Deviation
in design and construction standards will be included in the engineering report.
13. Quality Review - This task consists of the quality review of work elements on the
project. During the course of this project, quality reviews will be conducted by
senior technical personnel that are not directly involved in the project.

14. DBE Program — This task consists of assisting the Sponsor in preparation of an
update to DBE program for this project.
15. Conferences and Meetings - This task consists of conferences and meetings in
addition to the user's conference that will be attended by the Consultant for the
purpose of coordination with the Sponsor, information exchange and general
understanding of the status and direction of the project.
16. Bid Assistance — This task consists of assisting the Sponsor in advertising for
and receiving bids, analyze the bids received and prepare a recommendation to
the Sponsor for award of contract.
17. Pre -Bid Conference — This task consists of attending and conducting a "Pre -Bid
Conference" at the Project site for prospective bidders.
18. Bid Document Interpretation — This task consists of answering bid document
interpretation questions from bidders, preparing and issuing any required
addenda.
19. Grant Application — This task consists of assisting the Sponsor in preparation of
grant application.
20. Project Administration - This task consists of office administration and
coordination of the project. Interoffice meetings, general day-to-day
administrative responsibilities, and typing of interoffice memoranda and minutes
of meetings are included in this task. Prepare up to 25 sets of contract
documents for distribution to Sponsor, FAA, plan rooms, suppliers and potential
bidders. This task will also include reporting required as a part of the federal
funding.
