It is our understanding that the City of Waterloo (CITY) has made significant advances in facilitating the future development for an Industrial Business Park, affectionately known as "Rail and Runaway Park" by rail fans or "MidPort America" by others (PARK). We understand that the future business park parcels are located north of the Canadian National Railway (CN) and west of the Airport runways, providing good truck access to Highway 218. Furthermore, CITY is currently in negotiations with Standard Distribution for a rail served site located with the PARK. Site development planning for Standard Distribution makes this an ideal time to again launch the planning process for the PARK. Our work effort will focus on the development of a PARK Lead Track corridor and access to future rail served sites while concurrently incorporating the rail service access for Standard Distribution. Working collaterally with the CITY and CN representatives, Via Rail will prepare conceptual rail infrastructure alignments to address CN operations; rail access for Standard Distribution, and rail service for numerous development sites within the confines of our master planning initiative. The following task list has been prepared in conjunction with our project approach and understandings. Via Rail Logistics, LLC 14727 Maribel Road, P.O. Box 137, Maribel, WI 54227 CeII: 414.405.7682 / Office: 920-367-2000 / Fax: 920-367-2090 bguido@viaraillogistics.com Task 1: Data Gathering and Mapping Via Rail will utilize previously acquired mapping, existing CN corridor information, and additional parcel maps to up the master planning base map for this initiative. We will create plan sheets appropriate for design work and format for review and general presentations. Aerial image photography and/or electronic parcel files provided by others, will be the preferred plan view background in lieu of topographic survey if not readily available to begin our layout work. Task 2: Master Plan Criteria and Concept Layouts Via Rail will assist CITY in the development of master planning objectives and policies as they relate to railroad infrastructure. We will work closely and in cooperation with team members, planners, and engineers to achieve the desired land use goals. Subsequently, Via Rail will assist in the creation of conceptual alternative layouts and plan views to illustrate track configurations for multiple rail served sites and explore multi -modal and transload facilities. This task will also include the connection to the proposed Standard Distribution site. Task 3: CN Coordination and Review Via Rail will provide assistance to CITY where possible with coordination and communication of our work efforts with CN representatives. Specifically, Via Rail will be the liaison to CN Industrial Development management team for investigative analysis of rail operations and methodology for master planning and site development. We will assist in navigating through the review process and evaluation of the guidance provided by CN. Via Rail will assist CITY with the evaluation of targeted prospects, specific users, rail service infrastructure, and train operations. Task 4: Conceptual Master Plan and Presentation Incorporating CN and CITY feedback and guidance, Via Rail will complete various deliverables in the creation of conceptual master plans for the PARK sites. Via Rail will provide concept level engineering plan set, along with an opinion of probable construction costs and construction schedule. For local presentation purposes, Via Rail will provide a color rendering of the conceptual plan set depicting land use, rail infrastructure, roadways, and other items as determined by CITY. Project Timeline Subject to receiving a notice to proceed, our work effort will extend 3 to 4 months working with the City, Cedar Valley Alliance, City Engineer, Standard Distribution, and CN railroad. WATERLOO CITY OF — MASTER PLANNING PROPOSAL Page 2 Contract Fee The tasks and services listed in our proposal will be provided on a lump sum fee of Fourteen Thousand Three Hundred Dollars ($14,300.00). We will invoice on a monthly basis for actual work provided to date. We have assumed three project meetings for this work effort (includes final presentation meeting). Our proposal does not include topographic survey, geotechnical engineering, civil engineering, environmental review or final design services.
