FY 2017 PHASE III CIPP LINING
SUPPLEMENTAL AGREEMENT NO. 1
PHASE IIIA CIPP LINING CONSTRUCTION -RELATED SERVICES
AND
PHASE IIIB REMEDIAL ACTIONS DESIGN AND BIDDING
WHEREAS, a Professional Services Agreement was entered into between the City of Waterloo, Iowa,
(Client), and AECOM Technical Services, Inc. (ATS), of Waterloo, Iowa, dated May 2, 2016, for
coordinating with the City to gather remaining existing sanitary sewer condition information in Service
Areas 15 and 16 and moving onto Service Area 19 for the design of Cured -in -Place Pipe (CIPP) lining
and manhole rehabilitations.
WHEREAS, the Client and ATS now desire to enter into Supplemental Agreement No. 1 for
construction -related services for the FY 2017 Phase IIIA CIPP Lining and FY 2017 Phase IIIB Remedial
Actions Design and Bidding Services.
NOW THEREFORE, it is mutually agreed to amend the original Professional Services Agreement as
follows:
I. PROJECT DESCRIPTION
This project consists of construction -related services for the FY 2017 Phase IIIA CIPP Lining
and FY 2017 Phase IIIB Remedial Actions Design and Bidding Services.
II. SCOPE OF SERVICES
The Scope of Services will encompass and include services, materials, equipment, personnel
and supplies necessary to provide construction -related services for Phase IIIA CIPP lining and
design services for Phase IIIB.
Phase IIIA CIPP Lining - Construction -Related Services
The Scope of Services for Phase IIIA is defined by the following tasks:
Task 1. Conduct a preconstruction conference attended by representatives of the Contractor,
Client, Consultant and affected utilities.
Task 2. Review shop drawings and other submittals as required of the Contractor by the
contract documents for conformance with the design concept of the project and compliance
with the information given in the contract documents.
Task 3. Answer design interpretation questions from the Client, Contractor, review staff and
appropriate agencies.
Task 4. Prepare applications for payment based on information provided by field review staff
and Contractor and forward to the Client for execution with recommendation for approval and
payment.

Task 5. Perform construction site visits by design personnel at appropriate stages of
construction to review the quality of the work and to determine whether the work conforms to
the contract documents.
Task 6. Prepare and assist the Client and Contractor in processing contract change orders.
Task 7. Provide periodic field observation during construction to review the work of the
Contractor to determine if the work is proceeding in general accordance with the contract
documents and that completed work appears to conform to the contract documents. Staffing
requirements may be adjusted during the project in relation to the level of construction activity.
Task 8. Report to the Client any work believed to be unsatisfactory, faulty or defective or does
not conform to the contract documents, and advise the Client of any work that should be
corrected or rejected.
Task 9. Consider and evaluate Contractor's suggestions for modifications and report them with
recommendations to the Client.
Task 10. Participate in a review of the project with the Client and review staff near project
completion and prepare a list of items to be completed or corrected.
Task 11. Participate in a field observation of the completed project with the Client and review
staff before a final application for payment is processed for the Contractor.
Task 12. Maintain files for correspondence, reports of the job conferences, shop drawings and
sample submissions, reproductions of original contract documents including addenda, change
orders, field modifications, additional drawings issued subsequent to the execution of the
contract, Engineer clarifications and interpretations of the contract documents, progress reports
and other project -related documents.
Task 13. Provide the Client with a copy of revised drawings of the construction plans (record
drawings) for the project based on the construction observation records of the field review staff
and the Contractor showing those changes made during construction considered significant.
Task 14. Prepare and assist the Client with the final close-out documentation received from the
Contractor.
Phase IIIB Remedial Action Design
The Scope of Services for Phase IIIB is defined by the following tasks:
Task 15 - Project Management. Coordinate project activities and liaise between the Client, ATS
and regulatory agencies.
Task 16 - Design and Plan Preparation. ATS and the City will use the current remedial action
tabulation information compiled during the investigation and construction of Phase I, Phase 11
and Phase IIIA CIPP lining projects. This task will identify the segments to be included in the
design of Phase IIIB. The design will include a location map, pipe depth, size and length, and
excavation area restoration. ATS will produce plans, specifications and a construction cost
estimate for review by City staff and consideration by the City Council.
Task 17 - Preparation and Distribution of Contract Documents. ATS will use QuestCDN to
advertise and post the construction documents for bidding. ATS will send the advertisement for

bids to the contractors that have previously acquired plans for Phase I and II. Five sets of
paper copies of the contract documents will be prepared for WPCF staff.
Task 18 - Respond to Bidders' Questions. ATS will answer contractor questions and administer
the bidding process.
Task 19 - IDNR Permit Submission. ATS will prepare and submit the IDNR sanitary sewer
permitting documents according to the Iowa Administrative Code and SRF rules for the project
on the behalf of the City. ATS will respond to IDNR with any edits or requests for further
information.
Task 20 - Attend Bid Opening. ATS will attend the bid opening, tabulate the results and make a
recommendation to award the contract.
Task 21 - SRF Coordination. ATS will assist the City with the State Revolving Fund process
being used as a funding source for this project.
The scope of construction -related services for the Phase IIIB Remedial Actions Design will be
completed at the time the services are needed and defined under a future amendment to the
agreement.
III. Compensation
Compensation for the above services will be on an hourly basis in accordance with Part VI of
the original agreement. Total compensation is an estimated fee which shall not exceed One
Hundred Fifty -Seven Thousand Five Hundred Dollars ($157,500.00) and is to be segregated
from the fee in the original agreement.
IV. In all other respects, the obligations of the Client and ATS shall remain as specified in the
Professional Services Agreement dated May 2, 2016.
IN WITNESS WHEREOF, the parties hereto have executed this Supplemental Agreement No. 1 as of
the dates shown below:
