REGULAR SESSION
January 8, 1968 - 7:30 P.M.
The City Council of the City of Waterloo, Iowa, met in. Regular Session in
the Council Chambers of the City Hall in said City at 7:30 P.M., on January 3,
1968.
Mayor Turner in the Chair.

Urban Renewal Administrator George Griebenow offered the Invocation,
53716 - Moved by Schmit, seconded by Miller that the Agenda, as amended, for
the Regular Session of January 8, 1968, at 7:30 P.M., be accepted and
approved.
Motion carried.
53717 - Moved by Miller, seconded by Cohea that the Minutes of the Regular
Session held January 2, 1968, at 7:30 P.M.., be approved.
Motion carried.
53718 - Moved by Keller, seconded by Miller that the City Clerk be instructed
to open the sealed informal bids for the purchase of five (5) 1968
Four Door Sedans for use by the Police Department, which are as
follows:

53719 - Moved by Miller, seconded by Cohea that the above bids on five (5) 1968
Four Door Sedans for use by the Police Department, be received, placed
on file and referred to the Police Chief and Police and Public Build-
ings Comuuittee to check and report back to the Council inone week.

53720 - Henry Zander appeared before the Council in regard to the crime rate.
Mayor Turner reported the crime rate in Waterloo has not increased in
proportion to any other city of this size,
53721 - Moved by Miller, seconded by Cohea that the communication from the
Waterloo Human Rights Director, transmitting a Human Rights Report, be
received and placed on file.

53722 - Moved by Keller, seconded by Miller that the Monthly Reports of the
Chief of Police; Clerk of Municipal Court; Street Commissioner; and
Superintendent of Water Pollution Control Plant for the month of Nov-
ember, 1967; and the City Auditor & Clerk; City Treasurer; Building
Inspector; Dairy Inspector; Electrical Inspector; Heating & Air Pollu-
tion Inspector; and Plumbing & Gas Inspector for the month of December,

1967, be received, placed on file, and referred to the respective com-
mittees.

53723 - Moved by Schmit, seconded by Dykeman that the communication from the
City Engineer, transmitting construction plans for improvements to
be placed in the Subdivision to be known as "CROSKEY McINTEE COURT",
and reporting same are ready for Council approval, be received, placed
on file and approved.

53724 Moved by Keller, seconded by Cohea that the communication from the City
Planning Commission transmitting a proposed Ordinance Regulating Mobile
Home Parks, together with report of the Administrator of Inspections,
and recommending approval, be received, placed on file, and action
deferred for one week.

53725 - Moved by Schmit, seconded by Keller that Resolution No. 18650E being a
resolution designating depository banks and fixing the maximum amounts
of deposit, be adopted.

voted Aye. Nay: None, Absent: None, Mayor declared the resolution
adopted.
53726 Moved by Miller, seconded by Schmit that the communication from the
City Engineer, transmitting Monthly Estimate #3 Re;ort as to work per-
formed and materials furnished by Rooff Construction Co,, Waterloo,
Iowa, for the construction of the Westfield -Virden Urban Renewal Pro-
ject -Randall -Wellington -Sanitary Sewers & Lift Station, Contract No.
155, and recommending approval, be received, placed on file, approved
and Resolution Noo 18651, approving the report, certifying payment
from the appropriate expenditure Urban Renewal Funds and authorizing
payment from City Funds, be adopted.

voted Aye. Nay: None. Absent: None, Mayor declared the resolution
adopted.
53727 Moved by Cohea, seconded by Dykeman that the Monthly Estimate #2 Report
of the City Engineer, as to work performed and materials furnished by
Hurst Excavating Company, Inc., Waterloo, Iowa, for the construction
of the 1967 Sanitary Sewer Program No. 2, Contract Noo 157, be received
placed on file, approved, and Resolution No, 18652, approving the
report and authorizing payment accordingly, be adopted.
On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller, and Schmit
voted Aye. Nay: None, Absent: None, Mayor declared the resolution
adopted.

be adopted.

voted Aye. Nay: None. Absent: None. Mayor declared the resolution
adopted.
53729 - Moved by Dykeman, seconded by Miller that the Completion Report of the
City Engineer as to work performed and materials furnished by Diesch
Constructors, Inc., Contractors, Waterloo, Iowa, under their contract
for the construction of the 1967 Paving Program No. 2, in the City of
Waterloo, Iowa, known as Contract Noo 114, be received, placed on file,
approved and Resolution Noo 18654, approving the Completion Report, and
authorizing payment to apply on the non -assessable portion accordingly,
be adopted.

voted Aye, Nay: None, Absent: None. Mayor declared the resolution
adopted.
53730 - Moved by Miller. seconded by Schmit that Resolution. No. 18655, being a
Resolution Accepting the Work and Ordering Preparation of Plat and
Schedule of Assessments for the 1967 Paving Program No. 2, Contract
No. 114, in the City of Waterloo, Iowa, be adopted.

voted Aye. Nay: None. Absent: None. Mayor declared the resolution
adopted.
53731 - Moved by Keller, seconded by Cohea that the City Engineer's Final
Schedules of Assessments and Plats, Breakdown of Project Costs, Costs
Incidental, etc., for the 1967.Paving Program No. 2, in the City of
Waterloo, Iowa, known as Contract No. 114, be received ald placed on
file.

53732 - Moved by Schmit, seconded by Keller that Resolution No. 18656, direct-
ing publication of Notice of Filing Plat and Schedule of Assessments
for the 1967 Paving Program No. 2, known as Contract No. 114, in the
City of Waterloo, Iowa, be adopted.

voted Aye. Nay: None. Absent. None. Mayor declared the resolution
adopted.
53733 - Moved by Dykeman, seconded by Miller that the communication from Mayor
Turner submitting the name of Glenn A. Tibbitts as a re -appointment
to the Water Works Board with term to expire on January 12, 1974, be
received, placed on file and approved.
Motion carried.
53734 - Moved by Schmit, seconded by Cohea that the communication from Mayor
Turner reporting the appointment c;f" Trueman Miller as Council repre-
sentative on the Plumbing Examining and Ordinance Board, be received,
placed on file and approved.

5.3735 - Under Council Action #53652 of 12/26/67 re the offer of James W. Hart
and Bettie L. Hart, husband and wife, to purchase Disposal Parcels
15-7 and Tract D, in the Logan Avenue Urban Renewal Area, Project No.
Iowa R-2, for the sum of $1,250.00, the date of hearing was set for
January 29, 1968 at 7:30 P.M. This date being a 5th Monday and no
regular meeting scheduled, it was moved by Dykeman, seconded by Cava-
naugh that the date of January 29, 1968, be rescinded and the date of
hearing set for February 12, 1968 at 7:30 P.M.

53736 - Moved by Schmit, seconded by Cohea that the communication from the City.
Engineer, transmitting a letter from the Iowa State Highway Commission
(with several attachments), together with his answer, regarding the
sanitary sewer relocation in connection with Highway No. 63 construc-
tion along the C.G.W. R.R. at Third Street, and requesting permission
to prepare plans, specifications, etc, and be authorized to let an in-
formal contract at an estimated cost of $3,000.00, be received, placed
on file and granted.

voted Aye. Nay: None. Absent: None. Mayor declared the motion car-
ried,
53737 - Moved by Miller, seconded by Dykeman that the following applications
and bonds for permission to sell beer at the locations designated, be
received, placed on file, the bonds approved, and Resolution No. 18657,
approving said applications for certain beer permits in the City of
Waterloo, Iowa, be adopted:
