The City Council of the City of Waterloo, Iowa, met in Regular Session in the Council Chambers of the City Hall in said City at 7:30 P.M., on January 22, 1968. Mayor Turner in the Chair. Present: Councilmen Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit. Absent: None. Urban Renewal Administrator George Griebenow offered the Invocation. 53788 - Moved by Miller, seconded by Schmit that the Agenda, as amended, for the Regular Session of January 22, 1968, at 7:30 P.M., be accepted and approved. Motion carried. 53789 - Moved by Keller, seconded by Miller that the Minutes of the Regular Session held January 15, 1968, at 7:30 P.M., be approved. Motion carried. 53790 - The Milk Inspector and Public Grounds & Health Committee, having checked the bids for the purchase of one (1) 1968 Four Door Sedan for use by the Milk Inspector, referred to them by C.R. #53758, recommend the ac- ceptance of the bid of Schukei Chevrolet Company of Waterloo, Iowa, in the amount of $1780.66, both quality and price being taken into consid- eration. Moved by Cohea, seconded by Schmit that the above recomfflendation be re- ceived, placed on file, said bid accepted, and the City Clerk instructed and authorized to issue a purchase order and warrant in payment for same accordingly. On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit voted Aye. Nay: None. Absent: None. Mayor declared the motion carried. 53791 - Moved by Schmit, seconded by Cohea that the State of the City message of Mayor Turner as to "What Lies Ahead in 1968-1969", be received, placed on file and approved. Motion carried. 53792 - Moved by Keller, seconded by Dykeman that the request of the Youth Com- mittee of the National Foundation March of Dimes for permission to use a portion of the Fifth Street Bridge for voluntary collecting of money for the Foundation on January 28, 1968, 9:30 A.M. to 4:00 P.M., toget- her with recommendation denial of the Asst. Chief of Police, be re- ceived, placed on file, recommendation approved and request denied. Motion carried 53793 - Moved by Miller, seconded by Dykeman that the communication from the City Engineer, transmitting the request of John G. Miller Construction Co. on behalf of the Goodrich Construction Company (Arlan's Discount Store), with five (5) copies of Iowa State Highway Commission Form 559 with print attached, for permission to widen an existing 45' Type "A" entrance to 75' at Sta. 234;-75, on south side of Highway #218, and - 2 53793 - (Continued) recommending approval subject to provisions of his letter and at no cost to the City, concurred by the Police Department, be received, placed on file, approved and the Mayor and City Clerk authorized to sign said application on behalf of the City of Waterloo. Motion carried. 53794 - Under Council Action #53496 of 11/20/67, action on the petition and waiver from Eugene A. McNamara for the City of Waterloo to install san- itation services at 1275 Ackermant Street, was deferred, and was now presented for consideration. Moved by Dykeman, seconded by Cohea that the above petition be denied and the Plumbing Inspector instructed to return the three sealed in- formal bids secured by him. Motion carried. 53795 - Moved by Schmit, seconded by Miller that the communication from the City Engineer, transmitting a letter from Wo Louis Beecher, Atty., on behalf of Crossroads, Inc,, together with an agreement between the City of Waterloo and Robinson Engineering Company and preliminary exhibits of cost study, for the construction of storm and sanitary sewers to serve the Crossroads Shopping Center in Seco 2 -88N -13W, and reporting same is in accordance with previous discussions, be received, placed on file, approved and the Mayor and City Clerk authorized to execute said agree- ment on behalf of the City of Waterloo, Iowa. On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit voted Aye. Nay: None. Absent: None. Mayor declared the motion carried. 53796 - Moved by Keller, seconded by Schmit that the contract between the Wat- erloo Ambulance & Wrecker Service, Inc. and the City of Waterloo, Iowa, for ambulance service commencing January 1, 1968, be received, placed on file, approved and the Mayor and City Clerk authorized to sign said con- tract on behalf of the City of Waterloo, Iowa, subject to said firm fil- ing an insurance policy protecting the City from all liability, claims, damages, etc. On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit voted Aye. Nay: None. Absent: None. Mayor declared the motion carried. 53797 - An Ordinance "Waterloo, Iowa, Sign Code", was read by the Clerk. Moved by Cohea, seconded by Dykeman that the rules requiring ordinances to be read in full on three separate days be suspended, said Ordinance be recorded as having passed its second and third readings (the first having passed under Council Action #53771 of 1/15/68) and be now placed on its final adoption. On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit voted Aye. Nay: None, Absent: None, Mayor declared the motion carried. January 22, 1968 - 3 - 53798 - Moved by Keller, seconded by Schmit that Ordinance Noo 2447, "Waterloo, Iowa, Sign Code", be adopted. On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit voted Aye. Nay: None, Absent: None. Mayor declared the ordinance adopted. 53799 - Moved by Miller, seconded by Cohea that Resolution No. 18678, a resolu- tion amending Resolution No. 18643, fixing the compensation of certain City Officials and Employees in the City of Waterloo, Iowa, be adopted. On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit voted Aye. Nay: None. Absent: None. Mayor declared the resolution adopted. 53800 - Moved by Schmit, seconded by Miller that the communication from the City Engineer, transmitting Final Estimate #5 Report and Certificate of Com- pletion submitted by Veenstra & Kimm, Consulting Engineers, West Des Moines, Iowa, as to work performed and materials furnished by Youngblut Construction Company, Inc,, Washburn, Iowa, Contractors, for the con- struction of the 1967 Sewage Treatment Plant Improvements - Gas Com- pressor, in the City of Waterloo, Iowa, and recommending approval, be received, placed on file, approved and Resolution Noo 18679, approving the report of the said firm, accepting the work and authorizing payment accordingly, be adopted. On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit voted Aye. Nay: None. Absent: None. Mayor declared the resolution adopted. 53801 - Moved by Keller, seconded by Schmit that Resolution No. 18680, BILLS, be adopted. On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit voted Aye. Nay: None. Absent: None. Mayor declared the resolution adopted. 53802 - Moved by Keller, seconded by Miller that Resolution Noa 18681, a resolu- tion expressing sympathy and sorrow of the Mayor and City Council of the City of Waterloo, Iowa, with regard to the sudden and untimely death of Park Comwissioner N. Okey Paulson, be adopted. On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit voted Aye. Nay: None. Absent: None. Mayor declared the resolution adopted. 53803 - Moved by Cavanaugh, seconded by Cohea that the following applications and bonds for permission to sell beer at the locations designated, be received, placed on file, the bonds approved, and Resolution Noo 18682, approving said applications for certain beer permits in the City of Waterloo, Iowa, be adopted: CLASS "B" PERMITS: Joseph S. McGlade dba Joe's 218 Tap, 4014-4016 Falls Avenue CLASS "C" PERMITS: Isabelle M. Kittrell dba Tick Tock Market, 824 Walnut Street On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit voted Aye. Nay: None, Absent: None. Mayor declared the resolution adopted. January 22, 1968 - 4 - 53804 - Moved by Schmit, seconded by Keller that the applications and bonds for permission to sell cigarettes at the following locations in the City of Waterloo, Iowa, be received, placed on file, the bonds approved and Permits granted Q & T Pharmacy, Inc., 920 West 5th Street Standard Investments, Inc. dba Malt Village, 1948 Logan Avenue Motion carried. 53805 - Moved by Cohea, seconded by Cavanaugh that the following applications, together with doctor's certificates acid approval of the Chief of Police, for taxicab driver's licenses, be received, placed on file and the li- censes granted Robert LeRoy Rousselow, 1344 Lafayette Street Norbert Anthony Trainor, Route 4 Motion carried. 53806 - Moved by Cavanaugh, seconded by Dykeman that the report of the City Attorney, advising that the bonds filed with the City Clerk up to the close of business on January 22, 1968, as shown on the list attached to said report, have been approved by him, be received, placed on file, and the report and bonds approved.
