The City Council of the City of Waterloo, Iowa, met in Regular Session in the
Council Chambers of the City Hall in said City at 7:30 P.M,, on April 1, 1968.
Mayor Turner in the Chair.
Present: Councilmen Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit.
Absent: None.
Rev. Warren Frahm, Pastor of Immanuel United Presbyterian Church
offered the Invocation.

placed on file and referred to the City Engineer and Police and Public
Buildings Committee for checking and report back to the Council on April

54102 - Mr. John J. Doeppke, 535 Western Avenue, Committeeman of Boy Scout Troop
#113 of Waterloo, Iowa spoke to the Council in support of a petition
from the members of the Troop Committee of Boy Scout Troop #113 of Wa-
terloo requesting adoption of an amendment to City Ordinance No. 1540,
Licenses, Section 12, to permit local non-profit organizations to engage
in activities covered by said Ordinance without a special license or
upon payment of a nominal fee.
Moved by Dykeman, seconded by Cohea that the above mentioned petition
signed by twelve members of the Troop Committee of Boy Scout Troop #113
of Waterloo, be received, placed on file, and action deferred for fur-
ther study by the Council and to report on April 8, 1968.

54103 - Moved by Cohea, seconded by Keller that the communication from the City
Engineer, transmitting the request from George Scully, Clayton Bronson
and Henry Kramer for installation of sanitary sewer on Robin Road from
Black Hawk Road to Wren Road, representing approximately 62% of the
frontage served, as shown on the attached print, and recommending appro-
val, to be included in the 1968 sewer assessment program, providing pe-
titioners will sign a petition and waiver on assessments, be received,
placed on file, recommendations approved and said sewer ordered included
in the 1968 sewer assessment program.

54104 - Moved by Dykeman, seconded by Cohea that the communication from the City
Engineer, transmitting aetition from Eugene Fortune, 1220 Western Ave-
nue, et al, representing 48% of assessable property, for paving of Byron
Avenue from Baltimore Street to Western Avenue to be completed in 1968,
and recommending approval of concrete paving, be received, placed on file,
recommendations approved, and this street ordered included in the 1968
concrete paving program.

54105 - The Engineers, having checked the bids for the Repairs of the 18th Street
Bridge in the City of Waterloo, Iowa, recommended that after checking the
extensions and totals of the bids submitted, same should be referred to
the City Engineer and Councilmen for further study and to report back on
April 8, 1968.

Urban Renewal Administrator, submitting for Council consideration the
offer of Warren Transport Inc., 305 Whitney Road, to purchase Disposal
Parcel No. 9, in the Westfield -Virden Urban Renewal Area Project No.
Iowa R-7, in the City of Waterloo, Iowa, for the sum of $23,000, togeth-
er with Map and reporting the Urban Renewal Board approved said disposal,
be received, placed on file, Resolution No. 18777, authorizing the sale
of said Disposal Parcel No. 9, be adopted, and the date of hearing set
as May 6, 1968, at 7:30 P.M., C.D.T.

petency fee in the amount of 595.00, as no longer in heating business in
Waterloo, Iowa, and recommending approval, be received, placed on file
and refund granted.

deferred to April 8, 1968, in order to allow the City Attorney to clarify
the marital status.

ance bond of Godbersen-Smith Construction Co. Inc., Ida Grove, Iowa for
the construction of the Ansborough Avenue Bridge, known as Bridge Con-
tract No. 3, in the City of Waterloo, Iowa, be received, placed on file,
and Resolution No. 18779, approving said contract and performance bond,
be adopted.

54113 - Moved by Miller, seconded by Cavanaugh that the communication from the
City Engineer, transmitting a letter from John Deere Waterloo Tractor
Works stating their intentions of relocation of 24" storm sewer now
carrying drainage from the north portion of Westfield Avenue to the
Cedar River cut-off and assurance to the City of Waterloo they will pro-
vide an unobstructed flow of storm drainage from this section of West-
field Avenue until such time as a new outlet for this drainage on West-
field is constructed, and recommending this letter be considered as an
agreement for said relocation and providing that the storm drainage from
Westfield Avenue will be cut off prior to the relocation by the City, be
received, placed on file, and approved.

54114 - A Discrimination in Housing Ordinance, defining unfair or discriminatory
practices in housing within the City of Waterloo, Iowa, setting out pro-
cedures for filing of complaints, hearings thereon, the issuance of or-
ders to cease and desist from any discriminatory or unfair practices in
housing including orders to take affirmative actions and providing for
judicial review, was read by the Clerk.

having passed its second reading (the first having passed under Council
Action #54077 of 3/25/68).

54115 - An Ordinance naming a certain unnamed street, commonly called Forty and
Eight Road, to Ranchero Road, in the City of Waterloo, Iowa, was read by
the Clerk.

having passed its second reading (the first having passed under Council
Action #54072 of 3/25/68).

54116 - An Ordinance amending Ordinance No. 1734, as amended, by adding Sub -Sec-
tion No. 112 to Section 2 of said Ordinance as amended by Ordinance No.
2229, re -zoning certain property in the City of Waterloo, Iowa, was read
by the Clerk.
Moved by Cohea, seconded by Dykeman that said Ordinance be recorded as
having passed its third reading (the first having passed under Council
Action #54042 of 3/18/68, the second under Co:xncil Action #54079 of
3/25/68) and be now placed in its final adoption.

54117 - Moved by Dykeman, seconded by Cohea that Ordinance No. 2451, an Ordinance
amending Ordinance No. 1734, as amended, by adding Sub -Section No. 112 to
Section 2 of said Ordinance as amended by Ordinance No. 2239, re -zoning
certain property in the City of Waterloo, Iowa, be adopted.

54118 - An Ordinance amending Ordinance No. 1537, as amended, prohibiting the
discharge of firearms within the City of Waterloo, Iowa, by adding Sec-
tion 3 to said Ordinance as amended, prohibiting the discharge and the
carrying of air rifles, pellet guns, sling shots, or similar devices
capable of discharging any leaden or other dangerous missile or substan-
ce within the City of Waterloo, Iowa, was read by the Clerk.
Moved by Cohea, seconded by Dykeman that said Ordnance be recorded as
having passed its third reading (the first having passed under Council
Action #54o51 of 3/18/68, the second under Council Action #54078 of
3/25/68) and be now placed on its final adoption.

for receiving bids for the improvement bei:; set as April 22, 1968, until
4 P.M., and said bids will be publicly opened and read aloud at 7:30 P.M.
on said date in the Council Chambers in the City Hall in the City of
Waterloo, Iowa.

Taking of Bids for the Improvements", said date of hearing having been

Asst. City Engineer, transmitting the request from the City Sanitarian
for a recommendation of sanitary sever along the south side of Indepen-
dence Avenue between the 1900 and 2200 blocks, and recommending approval
on an assessment basis with necessary wyes for adjoining properties, to
be included in the next assessment program, at an estimated cost of
$11,550 to property owners and $30,426 to the City of Waterloo, be rec-
eived, placed on file, and the City Engineer's recommendations approved.

54135 - Moved by Dykeman, seconded by Cohea that the communication from Judges
William W. Parker and Everett H, Scott of Municipal Court of the City of
Waterloo, Iowa, together with Court Order for the appointment of and
Compensation for Court Reporter, reporting Miss Cheri Culver has been
appointed, compensation fixed at $8,00o per year with the first 50% to
be paid from City funds and latter 50% by Black Hawk County, be received,
placed on file, and approved.

Chief reporting an offer of S200 has been made for the house located at
234 West Donald Street, a fire station site, which under Council Action
#54009 of 3/11/68 was ordered to be included in the Architect's plan for
demolition, be received, placed on file, the portion of said Council Ac-
tion #54009 pertaining to the house at 234 West Donald Street, be res-
cinded, and the Fire Chief directed to accept the offer of 5200, to be
moved out of the City by May 1, 1968.

The City Council of the City of Waterloo, Iowa, met as a Board of Health in the
Council Chambers of the City Hall in said City on April 1, 1968, at 9:20 P.M.
Mayor Turner in the Chair.
Present: Councilmen Cavanaugh, Cohea, Dykeman, Keller, Miller and Schmit.
Absent: None.

Moved by Keller, seconded by Cohea that the Monthly Reports of the Secre-
tary of the Board of Health dated February 10, 1968 and March 10, 1968,
be received and placed on file,

Dr. Robert E. Lazarus, City Health Physician, spoke to the Council re-
garding the health conditions in the City of Waterloo and advised he
tt:ould meet with the School Board and would mail out letters on ring worrrs,
with recommendations to avoid spreading.
