Head Signature: Noel Anderson, Community Planning & Development Director # of Attachments: 1 SUBJECT: Adopt a resolution authorizing the submission of a RISE Application for local development, and approve the Memorandum of Understanding with INRCOG for the writing, preparation, and submittal of said grant, and authorize the Mayor and City Clerk to sign and fully execute both documents. Submitted by: Noel Anderson, Community Planning & Development Director Recommended City Council Action: Resolution approving submission and Memorandum of Understanding. Summary Statement: As you may recall, the City continues to work on bringing new business and new industry to the MidPort Business and Industrial Park area. The City previously worked with Fed Ex Ground for a new site along East Ariline Highway, and is working to submit this RISE Application to pen up further lots for development in this area. This application would allow for the construction of MidPort Boulevard northerly from East Airline Highway, to a point approximately 850' north of that intersection, to open up additional lots in the area for development. The estimated construction is approximately $530,000, and would be matched by LOST funds. Expenditure Required: $265,000 Source of Funds: LOST Policy Issue: Economic Development in the City of Waterloo Alternative: NA Background Information: The City of Waterloo has typically worked to provide lots for industrial development, utilizing RISE funds for road construction in many locations in the community. Any award of RISE funding or any letting of a contract in violation of the foregoing provisions shall invalidate the award of RISE funding and authorize a complete recovery of any funds previously disbursed. WHEREAS, the continued development of MidPort America is a critical component of the City of Waterloo's efforts to retain and attract quality jobs to the area; and WHEREAS, the extension of MidPort Boulevard has been identified as a necessary to continued development in MidPort America; and WHEREAS, it is in the best interest of the City of Waterloo, Iowa, to avail itself of financial assistance through the RISE Program as administered by the Iowa Department of Transportation (IDOT); and WHEREAS, the RISE application best addresses the needs of the City; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA, as follows: (1) The RISE application for the construction of 700 feet of MidPort Boulevard is hereby approved and endorsed by the City Council of Waterloo, Iowa as necessary to meet current needs and to assist in the continued expansion of MidPort America. (2) The street will be dedicated to public use and will be adequately maintained by the City of Waterloo. (3) The City assures the IDOT that funds for the local match of 50 percent of the eligible project costs have been committed to the RISE project. (4) The Mayor is hereby designated as the official representative of the City and is further hereby directed and authorized to affix his signature to said application and certain State assurances in conjunction with same.
