Section I.
Locating Historic Properties
Identification, Evaluation, and Registration Activity
CLO Standards found in CLO Agreement and National Historic Preservation Act
• The CLG shall maintain a system for the survey and inventory of historic and
prehistoric properties in a manner consistent with and approved by the STATE.
• The CLG will review National Register nominations on any property that lies in the
jurisdiction of the local historic preservation commission.
1. Please provide complete reports and site inventory forms from historic
identification/survey, evaluation, and/or registration/nomination projects that the City,
County, or Land Use District completed in 2010. Do not include projects that were
funded with a CLG grant or mandated by the Section 106 review and compliance
process.

Section II
Managing, Protecting, and Preserving Historic Properties
+ The CLG will enforce all appropriate state and local ordinances for designating and
protecting historic properties
• The CLG shall provide for adequate public participation in the local historic
preservation programs
5. Did your city, county, LUD or its historic preservation commission undertake any of
the following activities in 2010? Please think broadly about this question and include any
activity (small or large) that facilitated historic preservation in your community.
a. Historic preservation planning. Examples include the development or revision of
an preservation plan, development of a work plan for your commission, etc. (use
additional pages if needed)
The HPC is currently revising the ordinance and guidelines. Revisions are
expected to be completed mid 2011.
b. Provided technical assistance on historic preservation issues or projects.
Examples include working with individual homeowners, business owners,
institutions to identify appropriate treatments and find appropriate materials,
research advice, etc. (use additional pages if needed)
Yes, the HPC provided assistance and guidance to multiple property owners
within the Highland Historic District who were proposing changes to the exterior
of their homes and granting these applicants a Certificate of Appropriateness. The
dates of those meetings were April 20th, August 31st, September 2151, and October
19th. Additional information for these meetings can be found in the packet of
information that is provided. At their September 21st meeting, the HPC reviewed
the National Register Nomination for The Mater Service Station and provided
comments on the report.
c. Undertook educational programming in historic preservation. Examples include
training sessions offered to the public, walking tours, open houses, lectures,
Preservation Month activities, etc. (use additional pages if needed)
An annual awards ceremony was held on May 27 and 3 separate awards were
given out for effort and work done in preserving the historical character of
Waterloo. In October, some HPC members teamed up with the Waterloo Public
Library for their Historic Preservation event. Paula Mohr was one of the guest
speakers and gave a class on "How to research and Old Home."

additional ordinances or resolutions that impact historic properties, please attach copies
of the amendments and new ordinances or resolutions. No changes passed.
7. If new or revised design standards and/or guidelines were developed and adopted
during 2010, please attach a copy. Still in development
8. Are there any particular issues, challenges, and/or successes your preservation
commission has encountered or accomplished this year?
The year of 2010 has been a very exciting year for the Historic Preservation Commission.
On May 27th the HPC held their 6th Annual Awards Ceremony at The Elk's Club. Of the
awards, one was given to a commercial company that restored a train depot and reused
the area for a commercial office, another was given for the preservation of the Sacred
Heart Catholic Church and finally and award to the Roux Orleans Restaurant for their
reuse of a portion of the historic Black's Building. Another success of preserving the
historic fabric of Waterloo was the successful nomination of The Master Service Station.
This structure was a historic property that represents one of the few remaining examples
of the classic super service station. In addition, the Historic Preservation Commission
began the process of nominating 2 downtown parks as local historic landmarks. The
process continues, but research has indicated the possibility that Washington Park could
be among the oldest official parks in the United States. In addition, the HPC has
continued to work to finish a new Historic Preservation Ordinance and Historic
Guidelines that should be completed in 2011. Unfortunately the HPC lost one of its most
dedicated members this year. Lana Morgan passed away from cancer in July. Lana had
served on the HPC for a number of years and will be missed by all. Two other members
resigned in 2010 due to conflicts in their schedule including Brandon Brockaway and
Cheryl Newton. Judy Toepfer was added as a member of the HPC on October 18 2010.
Section III
Historic Preservation Program Administration
• The CLG will organize and maintain a historic preservation commission, which must
meet at least three times per year.
• The commission will be composed of community members with a demonstrated
positive interest in historic preservation, or closely related fields, to the extent
available in the community.
• The commission will comply with Iowa Code Chapter 21 in its operations.
• Commission members will participate in state sponsored or approved historic
preservation training activities.

Waterloo.
While serving on the Waterloo Historic Preservation Commission, I will work to insure
that the commission enforces the Historic Preservation Ordinance/Resolution; upholds
the CLG Agreement with the State of Iowa, and works in compliance with the Secretary
of the Interior's Standards for Archaeology and Historic Preservation.
