REGULAR SESSION
December 2, 1968 - 7030 P.M.
The City Council of the City of Waterloo, Iowa, met in. Regular Session in the
Council Chambers of the City Hall in said City at 7,,30 P,M., on December 2, 1968.
Mayor Turner in the Chair.
Present: Councilmen Cavanaugh, Cohea, Dykeman, Miller and O'Connor.
Absent: Councilman Keller.
Urban Renewal Administrator, George Griebenow offered the Invocation.
55538 - Moved by Cavanaugh, seconded by Miller that the Agenda, as proposed,
for the Regular Session of December 2, 1968, at 7030 P.M., be accepted
and approved.
Motion carried.
55539 - Moved by Cohea, seconded by O'Connor that the Minutes of the Regular
Session held November 25, 1968, at 7.30 P.M., be approved.
Motion carried.
55540 Moved by Miller, seconded by O'Connor that the proof of publication
of Notice to Bidders for purchase of Umbrella Liability Insurance
for various departments of the City of Waterloo, Iowa, be received
and placed on file.
Motion carried,
55541 - Moved by Dykeman, seconded by Cohea that the City Clerk be instructed
to open the bids for purchase of Umbrella Liability Insurance for
various departments, which were as follows:

55542 Moved by O'Connor, seconded by Miller that the above bids be received,
placed on file, and referred to the Finance and Purchasing Committee
and Belt and Ricker, Inco to check and report back to the Council
on December 16, 1968.

Nay: None. Absent: Keller. Mayor declared the motion carried.
55543 - The Fire Chief and Fire Department Committee, having checked the bids
for the purchase of one (1) 1969, four -door, two seat station wagon
for use by the Fire Department (referred to them by C.R.#55509),
recommend the acceptance of the bid of Feldman Pontiac, Inco of
Waterloo, Iowa, in the amount of $2,942.34, both quality and price
taken into consideration.
Moved by Dykeman, seconded by Cohea that the above recommendation be
received, placed on file, bid of Feldman Pontiac, Inc, of Waterloo,
Iowa in the amount of $2,942.34 for one (1) 1969, four -door, two
seat station wagon for use by the Fire Department, both quality and
price taken into consideration, accepted and the Clerk directed and
authorized to issue a purchase order and warrant in payment for same.

55544 - Moved by Dykeman, seconded by Cohea that the communication from the
Cedarloo Commercial Club, Inca requesting the reduction of the speed
limit on Highway 218 between Waterloo and Cedar Falls to 35 miles per
hour until planned improvements on Highway 218 are completed, be
received, placed on file and Resolution Now 19346, authorizing the
City of Waterloo, acting through its Mayor, to refer to the Iowa
State Highway Commission the request of the Cedarloo Commercial.

of the Board of Waterloo Water Works Trustees for the quarter
ending September 30, 19681, be received and placed on file„

55546 - Moved by Miller seconded by Cohea that Permit No. 68-349-S for
506' of S.P. for South Side of West 4th Street., from Iowa State
Dept, of Health, subject to certain conditions and requirements,
be received and placed on file,

55547 - An Ordinance prohibiting the illegal use (commonly known as "Clue
,Sniffing") of model glue, hair spray, inhalers, and other solvents
oDr chemicals having the property of releasing toxic vapors, was
read by the Clerk.
Moved by Dykeman., seconded by O'Connor that the rules requiring
ordinances to be read in full on three separate days be suspended,
said Ordinance be recorded as having passed its second .and third
readings (the first having passed under C.R. #55521 of 11/25/68)
and be now placed on its final adoption,

Nay, None. Absent-- Keller. Mayor declared the motion carried.
55548 - Moved by Cohea, seconded by Dykeman that Ordinance
No. 2476. being

5.5549 An Ordinance amending Ordinance No. 1745 by changing Section 2 (a),
making the annual permit fee ten dollars; and adding a section providing
for inspection fees forbothannual licenses and temporary licenses, was
read by the Clerk,
Moved by Cohea, seconded by Miller that said Ordinance be recorded as
having passed its second reading (the first having passed under
C.R. #55522 of 11/25/68),

55550 - Moved by Miller, seconded by Cohea that the communication from the
City Engineer, transmitting four (4) copies of. the Three -Year Street
Improvement Program for 1969, 1970 and 1971, together with approval
and recommendations of the City Planning Commission, be received,
placed on file and Resolution No. 19347, a resolution approving a
Three Year Municipal Street Program for the proposed expenditure of
the Road Use Tax Funds for the Years 1969 through 1971, both inclusive,
the Official Budget Report of the City of. Waterloo, Iowa, for municipal
streets and parking for the Year 1969 covering the various proposed
expenditures for street and parking purposes in the City of Waterloo,
Iowa, and Street Systems Map for the City of Waterloo, Iowa, to
the Iowa State Highway Commission, be adopted,

Nay: None, Absent- Keller. Mayor declared the resolution. adopted.
555.51 - Moved by Dykeman, seconded by O'Connor that the communication from
the Urban Renewal Administrator, transmitting "A Resolution Authorizing
the City of Waterloo, Acting Through Its Urban Renewal Board and Its
Administrator, To File An Application For Urban, Beautification Grant",
be received, placed on file and Resolution No. 19348, authorizing
the City to file said application, be adopted.

55552 - Moved by Cavanaugh, seconded by Miller that the communication from the
City Engineer, transmitting Estimate #3 Report for Fire Sub -Station
No. 4 as prepared by Stenson & Warm,. Inc., Architects and Engineers,
Waterloo, Iowa, as to work performed and materials furnished by
E & S Electrical Contractors, Inca (Electrical Contract) in the City
of Waterloo, Iowa, and recommending approval, be received, placed
on file and Resolution No. 1.9349, approving the report and authorizing
payment accordingly, be adopted,

55553 - Moved by Miller, seconded by Cohea that the Completion Report of the
City Engineer as to work performed and materials furnished by R. Eo
(Hap) Rooff Construction. Co., Contractor, Waterloo, Iowa, for the
construction of Sanitary Sewer for Fire Station #6 on Ansborough Avenue
in the City of Waterloo, Iowa, being Minor Contract No. 42, and
recommending approval, be received, placed on file and Resolution No.
19350, approving the report, accepting the work and authorizing
payment in full accordingly, be adopted.

Nay, None. Absent: Keller. Mayor declared the resolution adopted.
55554 - Moved by Cavanaugh, seconded by O'Connor that the following applications
and bonds for permission to sell beer at the locations designated, be
received, placed on file, the bond approved, and Resolution No. 19351,
approving said applications for certain beer permits in the City of
Waterloo, Iowa, be adopted-,

55556 Moved by Miller, seconded by O'Connor that the report of the City
Attorney, advising that the bonds filed with the City Clerk up to
the close of business on December 2, 1968, as shown on the list
attached to said report, have been approved by him, be received,
placed on file, and the report and bonds approved.
