The City Council of the City of Waterloo, Iowa met in Regular Session in the
Council Chambers of the City Hall in said City at 7:30 P.M. on January 27, 1969.
Mayor Turner in the Chair.

to open the sealed informal bids for one (1) 1969 GVW Chassis and Crew
Cab Vehicle with utility body for use by the Engineering Department,

55792 - Moved by Cavanaugh, seconded by Keller that the above bids for one (1)
1969 GVW Chassis and Crew Cab Vehicle with utility body, be received,
placed on file and referred to the City Engineer and Finance and Pur-
chasing Committee to check and to accept the low bid, provided speci-
fications are met, and the City Clerk directed and authorized to issue
a purchase order and warrant in payment of same.
On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and O'Connor
voted Aye. Nay: None. Absent: None. Mayor declared the motion
carried.
55793 - The Finance and Purchasing Conmiittee, having checked the bids for the
purchase of radios as specified in the specifications for use by vari-
ous City Departments (referred to them by C,R.#55722 of 1/13/69),
recommended all the bids be rejected, new specifications be prepared,
and new bids requested.
Moved by Keller, seconded by Miller that the above recommendations be
received, placed on file and the City Clerk directed and instructed to
proceed accordingly.

55794 - Moved by Dykeman, seconded by Miller that the communication from the
City Planning Comtuission, transmitting the request from the Waterloo
Community School District that a parcel of land in Section 7-T88N-R12W,
not now in the City of Waterloo, Iowa, be annexed to the City of
Waterloo, Iowa, together with a map showing the situtation thereof
to the existing city limits and a schedule "A" giving the legal des-
cription, and recommending approval, be received, placed on file and
action deferred until further information is available.

55795 - Moved by Keller, seconded by Dykeman that the communication from the
City Planning Couuiiission, transmitting the request of Clair H. Parker,
Jr. for the City Council to rezone on its own motion all the lots in
Prospect Circle Addition, as shown on the attached plat, from an R-1
Residence District to a R-2 Residence District, and reporting same
was approved by said Commission, be received, placed on file, and date
of hearing set as February 24, 1969 at 7:30 P,M., and the City Clerk
instructed to publish the necessary notice.

55796 - Moved by Keller, seconded by Cohea that the communication from the
Black Hawk County Engineer, transmitting an agreement defining and
clarifying the division of responsibility, action and cost in the
construction and/or maintenance of highway facilities near the outer
corporate limits, between Black Hawk County and the City of Waterloo,
Iowa, be received, placed on file, approved and the Mayor and City
Clerk authorized and directed to execute same on behalf of the City of
Waterloo.

55797 - A Zoning Ordinance to regulate and restrict the location and use of
buildings, structures, and land for trade, industry, residence, or
other purpose, in the City of Waterloo, Iowa; to regulate and restrict
the height, number of stories, and size of buildings and other structures,
the proportion of lot that may be occupied, the size of yards, courts,
and other open spaces, and the density of population; to provide a
method of enforcement and administration of the regulations hereof;
to prescribe penalties for the violation of the provisions hereof; and
repealing Ordinance No. 1734 and all amendments thereto, and all
ordinances or parts or sections of ordinances in conflict herewith,
was read by the Clerk.
After due consideration, it was moved by Cavanaugh, seconded by
O'Connor that said Ordinance be recorded as having passed its second
reading (the first having passed under C.R.#55762 of 1/20/69).
On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and O'Connor
voted Aye. Nay: None. Absent: None. Mayor declared the motion
carried.
55798 - An Ordinance vacating part of Letsch Road in the City of Waterloo,
Iowa, was read by the Clerk.
Moved by O'Connor, seconded by Dykeman that said Ordinance be recorded
as having passed its second reading (the first having passed under
C.R. #55760 of 1/20/69).
On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and O'Connor
voted Aye. Nay: None. Absent: None. Mayor declared the motion
carried.
55799 - An Ordinance renaming Highway 218 from Mullan Avenue to the Westerly
City Limits of the City of Waterloo, Iowa, and establishing a date for
such renaming of said street to be effective, was read by the City
Clerk.
Moved by Cohea, seconded by Keller that said Ordinance be recorded
as having passed its third reading (the first having passed under C.R.
#55734 of 1/13/69 and the second under C.R.#55763 of 1/20/69), and be
now placed on its final adoption.
On roll call, Cavanaugh, Cohea, Dykeman, Keller, Miller and O'Connor
voted Aye. Nay: None. Absent: None. Mayor declared motion carried.
55800 - Moved by Dykeman, seconded by Keller that Ordinance No. 2478, being An

a resolution approving the minutes of the Waterloo Urban Renewal Board
for their regular meeting held December 10, 1968, in the City of
Waterloo, Iowa, be adopted.

voted Aye. Nay: None. Absent: None. Mayor declared the resolution
adopted.
55802 - Moved by Cohea, seconded by Dykeman that Resolution No. 19450, a
resolution accepting and approving certain offers to sell real properties
to the City and accepting and approving certain deeds
be adopted.

voted Aye. Nay: None. Absent: None. Mayor declared the resolution
adopted.
55803 - Moved by O'Connor, seconded by Dykeman that the communication from the
City Engineer, transmitting Bill No. 12446 of the Illinois Central
Railroad Company for payment of $24,648.30 for expenses incurred for
construction of a concrete box culvert BR -W -276-2A for Virden Creek
enclosure (see C.R.#52566, Res. #18175 dated 6/12/67), and recommending
approval, be received, placed on file and action deferred for one
week for a corrected resolution authorizing payment.

the City Engineer as to work performed and materials furnished by
Economy Plumbing and Excavating Company, Contractor, Waterloo, Iowa,
for the construction of Storm Sewer for Fire Station #4 on Ansborough
Avenue in the City of Waterloo, Iowa, being Minor Contract No. 45,
and recommending approval, be received, placed on file and Resolution
No. 19451, approving the report, accepting the work and authorizing
payment in full accordingly, be adopted.

voted Aye. Nay: None. Absent: None. Mayor declared the resolution

City Engineer, transmitting the statement dated 1/21/69, for engineer-
ing services from Robinson Engineering Company, Waterloo, Iowa, in
connection with the 1968 Sanitary Sewer Program #3 (Country Club Sewer),
Contract No. 163, in the City of Waterloo, Iowa, and recommending
approval, be received, placed on file and Resolution No. 19452, approving
the statement of said firm and authorizing payment accordingly, be
adopted.

City of Waterloo, Iowa, and recommending approval, be received, placed

payment accordingly, be adopted.

Fire Chief, reporting a 1960 Chevrolet emergency car unit will be re-
placed about 2/15/69, a fair price would be $750.00, which would include
siren, red light and stretcher, and the City of Evansdale is awaiting
an offer to sell, be received, placed on file, and said price and
sale approved.
