REGULAR SESSION
May 5, 1969 - 7:30 P.M.
The City Council of the City of Waterloo, Iowa met in Regular Session in the
Council Chambers of the City Hall in said City at 7:30 P.M. on May 5, 1969.
Mayor Turner in the Chair.
Present: Councilmen Cavanaugh, Cohea, Dykeman, Keller, Miller and O'Connor.
Absent: None.
City Attorney, Ed Gallagher, Jr. offered the Invocation°
56284 - Moved by Keller, seconded by Miller that the Agenda, as proposed, for
the Regular Session of May 5, 1969 at 7:30 PoMa, be accepted and approved.

56285 - Moved by Cavanaugh, seconded by Cohea that the Minutes of the Regular
Session held April 28, 1969 at 7:30 P.M., be approved.

56286 - Moved by Cohea, seconded by O'Connor that the proof of publication of
the notice of public hearing to vacate, sell and convey to Kenneth
McAhren all the unopened alley lying East of Lots 39 thru 43, Block
111, Riverview Addition, in the City of Waterloo, Iowa, as more fully
described in the publication in the Waterloo Daily Courier on April 10
and 17, 1969, be received and placed on file.
Motion carried.

and asked if any one present wished to be heard or make objections, or
if any written objections had been filed with the Clerk.
No one appeared to object orally, and thr Clerk reported no written
objections had been, filed.
Thereupon, it was moved by O'Connor, seconded by Cavanaugh that an
Ordinance be drawn and submitted vacating the unopened alley lying
East of Lots 39 thru 43, Block 111, Riverview Addition, in the City
of Waterloo,, Iowa, as fully described in the published notice in the
Waterloo Daily Courier on April 10 and 17, 19690

of the notice of public hearing to vacate, sell and convey to the
Waterloo Corrugated Box Company part of Ashland Avenue and Edison
Street, in the City of Waterloo, Iowa, as more fully described in the
publication in the Waterloo Daily Courier on April 10 and 17, 1969,
be received and placed on file.

the notice of public hearing to vacate and convey to the Board of Park
Commissioners a part of Campbell Avenue, lying west of Orange Grove
Avenue and east of relocated U.S. Highway #63, as described in the pub-
lication in the Waterloo Daily Courier on April 10 and 17, 1969, be
received and placed on file.
Motion carried.

the notice of public hearing to vacate and convey to Richard H. Young
a tract of land along the west side of Kimball Avenue, south of Park
Lane, in exchange for certain land in Section 4 -88N -13W, as published
in the Waterloo Daily Courier on April 10 and 17, 1969, be received
and placed on file.
Motion carried.

of the Notice to Bidders on tires, tubes, oils, gasoline, transmission
fluids, diesel fuel, fuel oil, kerosene, batteries, electrolite,
anti -freeze, grader blades, etc., for the various departments of the
City of Waterloo, Iowa, be received and placed on file.

56298 - Moved by Miller, seconded by O'Connor that the report of the City Clerk
and Finance and Purchasing Committee, together with the bids submitted
by various suppliers for tires, tubes, oils, gasoline, transmission
fluids, diesel fuel, kerosene, batteries, electrolite, anti -freeze,
grader blades, etc., be received, placed on file, the report approved
and referred to the City Clerk and Finance and Purchasing Committee
for further study and report back to the Council on May 12, 19690

56301 Moved by Keller, seconded by Miller that the communication from the
City Engineer, transmitting the request of Sam Annis and Company for
permission to construct a temporary asphalt driveway without regard
to sidewalk grade at 807 Rainbow Drive, Waterloo, Iowa, together
with $3000 check for recording a waiver, and recommending approval
subject to the provisions of his letter, be received, placed on file,
request approved and Resolution Noo 19637, granting permission and
authorizing construction irrespective of a later official grade, be
adopted.

City Engineer, transmitting the request from Sam Annis and Company for
permission to blacktop the area between the curb and property line
at 807 Rainbow Drive, and recommending approval with stipulation this
area will not be used for parking purposes and subject to the provisions
of his letter, be received, placed on file, recommendations approved
and permission granted inaccordance therewith at no cost to the City.

56303 - Moved by Cohea, seconded by Cavanaugh that the communication from the
City Engineer, transmitting the request from the Concordia Lutheran
Church for permission to construct one 22' concrete approach to serve
parking lot on West Parker Street, as shown on the attached print,
and recommending approval subject to the provisions of his letter,
concurred by the Police Department, be received, placed on file,
recommendations approved and permission granted in accordance there-
with and at no cost to the City.

Urban Renewal Administrator, submitting for Council consideration
the offer of James A. and Naomi Sisk, to purchase Disposal Parcel
No. 21(P) in the Logan Avenue Urban Renewal Area, Project No. Iowa
R-2,, in. the City of Waterloo, Iowa, for the sum of $900000, together
with Map, and reporting the Urban Renewal Board approved said disposal,
be received, placed on file, Resolution No. 19638, authorizing the
sale of said Disposal Parcel No. 21(P) be adopted, and date of
hearing set as June 9, 1969,.at 730 P.M.

56307 Moved by Miller, seconded by Cohea that the communication from Mrs.
Berniece Foster offering to sell to the City of Waterloo, Iowa, Lots
23, 30, 31 and 32, Block 2, Riverview Addition, for the sum of $2,000,
together with reports of Director of Public Works, Property Adminis-
trator, Street Commissioner and Supt. of Water Pollution Control
Plant, be received, placed on file and the Mayor instructed to contact
an appraisal firm with a report back to the Council.

59 west of Lots 2 and 3, Riverview Addition for the period of May 1,
1969 to May 1, 1970, non-renewable, for the sum of $300.00, be received,
placed on file and Resolution No. 19640, approving said lease agreement,
be adopted.

Avenue Project, and recommending approval, be received, placed on
file and Resolution No. 19641, approving and accepting said Deed

file and Resolution No. 19642, approving and accepting said deed and
directing the City Clerk to have same recorded, be adopted.

by striking therefrom Section 4 requiring the filing of a bond with
complaints of discrimination in housing as defined in the Ordinance,
and repealing Section 5 and enacting in lieu thereof Section 5, was
read by the City Clerk.

with designstudy for Highway #412 and #218, in the City of Waterloo,
Iowa, and recommending approval, be received, placed on file and
Resolution Noo 19647, approving the statement of said firm and
authorizing payment accordingly, be adopted.

be placed on part of E 1/2 of Lot 1, Block 5, Gates Park Place, as
part of rechannelization of Virden Creek, and recommending approval,
be received, placed on file and Resolution No. 19648, fixing the time
and place of hearing for vacation and conveyance of said real property
as June 2, 1969.at 7:30 P.M. in the Council Chambers in City Hall,
Waterloo, Iowa, and instructing the Clerk to publish the Notice of
Hearing as provided by law, be adopted.

approval of the Chief of Police.
