The City Council of the City of Waterloo, Iowa, met in Regular Session in the Council Chambers of the City Hall in said City at 7:30 P.M. on November 6, 1972. Mayor Turner in the Chair. Present: Councilmen Cavanaugh, Cohea, Dykeman, Keller, Mabrey, Miller and Morrissey. Absent: None. Councilman Charles Dykeman offered the invocation. 62951 - Moved by Cohea, Regular Session proved. Motion carried. seconded by Miller that the Agenda, as proposed, for the of November 6, 1972 at 7:30 P.M., be accepted and ap- 62952 - Moved by Cavanaugh, seconded by Mabrey that the Minutes of the Regular Session held October 249 1972 at 7:30 P.M., be approved. Motion carried. 62953 - Moved by Morrissey, seconded by Cohea that the proof of publication of the Notice of Hearing on the Issuance of $40,000.00 Sewer Improvement Bonds of the City of Waterloo, Iowa (Special Assessments) to be issued in anticipation of the deferred payment of assessments levied for the Beedh Street Storm Sewer, Component 1 of the 1971 Waterloo, Iowa, Storm Sewer Improvement Program, Components 1, 4 & 5, Contract No. 1629 be re- ceived and placed on file. Motion carried. 62954 - The Mayor announced that this was the time for public hearing on the matter of the issuance of $40,000.00 Sewer Improvement Bonds, and asked whether any written objections had been filed. No oral objections were offered and the Clerk advised no written objections had been filed. Moved by Miller, seconded by Dykeman that the proof of publication of the Notice of Bond Sale for the sale of $40,000.00 Sewer Improvement Bonds (Special Assessments) for the Beech Street Storm Sewer, Component 1 of the 1971 Waterloo, Iowa, Storm Sewer Improvement Program, Components 1, 4 & 5, Contract No. 162, in the City of Waterloo, Iowa, be received and placed on file Motion carried. 62955 - This also being the time and place for the opening of bids for the sale of said above described bonds, the meeting was throw:open for the re- ceipt of bids for said bonds. City Engineer, transmitting a letter and construction plans from North- western Bell Telephone Co. requesting approval to rebuild two (2) man- holes, one on West Park Avenue between Commercial Street and Jefferson Street and the other at the corner of West Fourth Street and Allen Stre- et, and recommending approval subject to the provisions of his letter, be received, placed on file, recommendaticns approved and permission granted in accordance therewith. Mayor declared the resolution adopted. 62963 - Public Works Director Culver explained the Addendum to the Agreement be- tween the C. W. Shirey Company and the City of Waterloo for continuation of snow removal and ice control and the advantages of not using the gar- bage trucks to save wear and tear en them. Councilman Dykeman asked if it would take more time to remove the snow, Public Work, Director Culver stated it would probe bly take longer in the beginning but the use of the present equipment would be carefully scrut- inized to obtain more efficiency and, thereby, have more efficient snow removal operation. Moved by Cohea, seconded by Miller that the communication from the Direc- tor of Public Works, transmitting four copies of an Addendum to an Agree- ment dated 8/1/71 between C. W. Shirey Company and the City cf Waterloo, Iowa, for the continuation of services by said Company in connection with the City's snow and ire control program for thewinter of 1972-1973, and recommending approval, be received, placed on file, approved and the Mayor authorized to execute said Addendum on behalf of the City of Waterloo, Iowa. After due consideration of the bids received, it was moved by Cavanaugh, seconded by Morrissey that Resolution No. 22245, directing the Sale cf $40,000°00 Sewer Improvement Bonds of Waterloo, Iowa, to Carleton D. Beh Co. of Des Moines, Iowa for the Beech Street Storm Sewer, Component 1 of the 1971 Waterloc, Iowa, Storm Sewer Improvement Program, Components 1, 4 & 5, Contract Nco 162, in the City of Waterloc, Iowa, be adopted. Mayor declared the resolution adopted. 62967 Moved by Cohea, seconded by Dykeman that the Completion Report of the Building Official as to work performed and materials furnished by Reich- ert -Neiman, Inc., Contractors, for the Remodeling of Police Department, Contract No. B-23, together with sub -contractors lien waivers, Contrac- tor's Affidavit of Release of Liens, Contractor's Affidavit of Payment of Debts and Claims, Consent of Surety Company to Final Payment, Sales tax forms, two-year door guarantee from Calmar Manufacturing Co,, and Certificate of Substantial Completion noting 9/18/72 as start of one year guarantee period, and recommending approval, be received, placed cn file, approved. and Resolution No. 22247, approving the report, accepting the work and authorizing payment in full accordingly, be adopted.
