I. A PROPOSAL FOR CITY RECYCLING DROP -SITES A. Rite Environmental will provide front -load and roll -off containers necessary to maintain all current and future recycling drop -sites approved by the City of Waterloo. B. Rite Environmental will provide all front -load and roll -off trucking to maintain recycling dumpsters located at all current and future recycling drop -sites approved by the City of Waterloo. C. Rite Environmental will keep a 12 -yard roll -off container at their location in Waterloo, Iowa to collect all bulk refuse illegally dumped and then collected by Rite Environmental at drop -sites. D. Rite Environmental will keep a 30 -yard roll -off container at the recycling processing location to collect and store contaminated material discarded during the processing of recyclable material hauled from the drop -sites. E. Rite Environmental will sweep and rake recycling drop -sites as needed to keep a clean and neat appearance. F. Fees associated with services in section I. a. A rate of $68.00 per ton will be billed to the City of Waterloo for recycled material hauled from the City of Waterloo drop -sites. b. Revenue generated from the sale of recyclable material hauled from drop -sites will be paid to Rite Environmental. c. The service provided in section I.C. will be billed to the City of Waterloo at $155.00 per haul to the Black Hawk County Landfill. Landfill fees invoiced to Rite Environmental associated with this service will be billed to the City of Waterloo. d. The service provided in section I.D. will be billed to the City of Waterloo at $175.00 per haul to the Black Hawk County Landfill. Landfill fees invoiced to Rite Environmental associated with this service will be billed to the City of Waterloo. II. PROPOSAL FOR CITY SPONSORED CLEAN-UPS A. Rite Environmental will provide necessary roll -off trucking and 30 -yard dumpsters for city scheduled neighborhood clean-ups, natural disasters, annual clean-up, code enforcement clean-ups, and scrap metal generated at clean-ups. B. Rite Environmental will also provide, at the request of the city, a walking floor trailer to assist in the clean-ups listed in section II.A. C. Fees associated with services in section II. a. Rite Environmental will charge a rate of $115.00 per hour per truck for scheduled events. This rate will begin from the time driver(s) leave Rite Environmental's location in Waterloo, Iowa and returns to the same location with the last dumpster used during the clean-up. If dumpsters cannot be dumped before closure of the Black Hawk County Landfill, on the day of the clean-up, dumpsters will be brought back to Rite Environmental's location in Waterloo, Iowa. One additional hour will be charged per filled dumpster brought back to Rite Environmental's location. b. When Rite Environmental services are requested for unscheduled events, a charge of $175.00 per dumpster delivery will be incurred. c. Landfill fees invoiced to Rite Environmental associated with services provided in sections II.C.a. and II.C.b. will be billed to the City of Waterloo. d. Scrap metal revenue generated in sections II.C.a. and II.C.b. will be paid to the City of Waterloo. III. A PROPOSAL FOR CITY BROKEN GARBAGE CARTS A. Rite Environmental will provide a semi -trailer to be kept on site at the City of Waterloo Public Works building located at 625 Glenwood St. in Waterloo, Iowa. B. Rite Environmental will provide labor as needed to disassemble damaged carts on site. C. Rite Environmental will coordinate with Waterloo Sanitation to sort cart parts that can be reused. D. Rite Environmental will coordinate with Waterloo Sanitation to load disassembled carts onto the trailer with the assistance of a city owned front loader. E. Rite Environmental will haul away full trailers in a timely manner for recycling. F. Fees associated with services in section III. a. Rite Environmental will not charge any fees. b. Rite Environmental will receive any scrap value for recycled carts generated by the City of Waterloo. IV. ADDITIONAL INFORMATION A. Formal contract will follow acceptance of proposal. B. Proposal is a 3 -year contract with an option of an additional 2 years. VRite Environmental 2612 Texas St. Waterloo, IA 50702 CITY OF WATERLOO, IOWA REQUEST FOR PROPOSALS TO PROVIDE SOLID WASTE AND RECYCLING CONTAINERS TO SUPPORT THE CITY OF WATERLOO'S RECYCLING AND VARIOUS CLEAN UP PROGRAMS The City of Waterloo, Iowa is seeking proposals for providing equipment, site service, and collection/delivery, of materials from neighborhood recycling drop-offs, and the processing and ultimate marketing and disposal of materials thereby generated. Further services will include providing solid waste containers and disposal of refuse for a variety of different events lead by the City of Waterloo. I. SUBMITTING AND OPENING PROPOSALS: A. All proposals must be received in a sealed envelope in the City's Clerk's office (time and date stamped) by Thursday, Aug 17th, 2017, at 1:00 p.m. Central Time (our clock) in order to be considered. The City Clerk's office is located at 715 Mulberry St., Waterloo, Iowa, 50703. Proposals sent electronically or via facsimile will not be accepted. The mailing container or envelope shall be plainly marked on the outside with the notation "SEALED FRP FOR SANITATION RECYCLING AND CONTAINER SERVICES", and the name of the company submitting the proposal. B. The City is not responsible for delays occasioned by the U.S. Postal Service, the internal mail delivery system of the City, or any other means of delivery employed by the Proposer. Similarly, the City is not responsible for, and will not open, any proposal response that are received later that the date and time stated above. Late proposals will be retained in the RFP file, unopened. No responsibility will be attached to any person for premature opening of a proposal not properly identified. C. Proposals will be opened on Thursday, August 176' , 2017 at 1:00 p.m. Central Time in the City Clerk's office at City Hall, 715 Mulberry St, Waterloo. The main purpose of this opening is to reveal the name(s) or the Proposer(s), not to serve as the forum for determining the awarded proposal(s). II. SCOPE OF SERVICES: Introduction A. This contract is to provide for the equipment, site signage, site maintenance, site collection, and delivery of materials to the Contractors processing facility that will process the collected materials listed in this Scope of Service. B. It is not the intent of this Scope of Services to specify methods, means and /or materials to be supplied by the Contractor in the aforementioned process; but rather, a general Scope of Services and minimum level of 1 CITY OF WATERLOO, IOWA REQUEST FOR PROPOSALS TO PROVIDE SOLID WASTE AND RECYCLING CONTAINERS TO SUPPORT THE CITY OF WATERLOO'S RECYCLING AND VARIOUS CLEAN UP PROGRAMS service to be offered by the Contractor. Any service established by means, methods, or materials supplied by the Contractor in the original contract or addendum shall not be changed without the specific written approval of the City. This is to assure continuity of service level and type. C. The recyclable materials collected and delivered to the transfer/processing facility as listed in this Scope of Services shall not be disposed of by land filling without the specific approval of the City. This implies that the Contractor will sort/process these materials to render the marketable status of the commodity. The removal of some contaminants and/or improper materials is expected. The cull materials, if process sorting is done locally in the metro -area, shall be tracked, reported monthly, and properly land filled at the Black Hawk County Landfill as per this agreement. The City agrees to coordinate any public education/relations efforts to minimize this problem; however, absolute product quality of the material delivered by the City cannot be assured, nor expected. III. SATALITE RECYCLING DROP -SITES A. Materials accepted at the recycle sites include the following: 1. Tin and Bi -metal cans 2. Cardboard (occ)/chipboard 3. Newspaper 4. Magazines 5. Grades 1 through 7 plastic containers 6. Office paper, white and colored 7. Glass containers B. Recycling Drop -Off Sites: B & B East Gas Station (Bishop Ave.) Carpetland (Flammang Dr.) W. 11th Street (city's gas pumps) Fire Station (main station on E. 3`1 Street) 2 C. CITY OF WATERLOO, IOWA REQUEST FOR PROPOSALS TO PROVIDE SOLID WASTE AND RECYCLING CONTAINERS TO SUPPORT THE CITY OF WATERLOO'S RECYCLING AND VARIOUS CLEAN UP PROGRAMS Contractor shall make arrangements with owner/agent/proprietor of these sites to install required equipment and continue operations at the locations. Additional locations or alternate sites may be established by Contractor after review and approval by the City. D. The Contractor shall develop and maintain a billing and accounting system that will provide for'an itemized and summarized statement of services provided by the Contractor that will include the itemized total amounts of materials processed on a monthly basis. E. Contractor will provide site maintenance insuring that all garbage or litter generated from the recycle containers are collected and properly disposed of It is imperative that these sites are kept in constant state of cleanliness. IV. CITY SPONSORED CLEAN-UPS A. The Contractor must be able to supply 30 yard solid waste containers for use during the following events: 1. Annual City wide clean-up which takes place on a Saturday in the fall 2. Natural disaster relief 3. Neighborhood clean-ups that take place on Saturday's April - September 4. Code Enforcement clean-ups 5. Scrap metal generated from all of the above listed clean-ups V. PROVIDE EQUIPMENT TO STORE AND TRANFER BROKEN GARBAGE CARTS A. The contractor shall provide a means to disassemble, store, and recycle the City of waterloo's broken garbage carts. VI. COMPENSATION A. A monthly statement and report of all materials processed or landfilled shall be submitted on/or before the 15th of the following month. Payments by the City shall be made within thirty (30) days of receiving said statement and report. The City shall set all fees that are to be charged to residential users should they ever be required. B. The contractor will notify the Director of Public Works, in writing, of any rate change (30) days in advanced of the effective date of change. 3 CITY OF WATERLOO, IOWA REQUEST FOR PROPOSALS TO PROVIDE SOLID WASTE AND RECYCLING CONTAINERS TO SUPPORT THE CITY OF WATERLOO'S RECYCLING AND VARIOUS CLEAN UP PROGRAMS VII. The Contractor will provide a 24-hour recycling "Hot Line" that will be available to all citizens describing the recycling opportunities made available under this contract. C. Contractor agrees to comply with and obey all ordinances of City, and agrees to assume all liability for any and all claims and/or causes of action at law or equity or otherwise which may arise from this Agreement. Contractor further agrees to release City, including its employees and agents, from any and all claims and/or causes of action, which may arise from this Agreement. Contractor has been informed of the ramifications involved with this Agreement, and knowing and acknowledging them. Contractor voluntarily agrees to assume and accept these ramifications. D. To the fidlest extent permitted by law, Contractor shall indemnify and hold harmless City, it's consultants, agents, and/or employees from and against all claims, damages, losses and expenses, including but not limited to, attorney fees whether incurred prior to or during litigation, administrative hearings, arbitration, or bankruptcy proceedings, including trial and appellate levels, which may in any way arise out of or result from this Agreement, provided that any such claim, damage, loss, or expense is caused in whole or in part by any negligent act or omission or other fault of Contractor or anyone directly or indirectly employed by Contractor or anyone for whose acts Contractor may be liable, regardless of whether or not it was caused in part by a party indemnified hereunder. E. The Contractor shall maintain a local telephone listing for their office in the Waterloo telephone book. The Contractor shall maintain at their local office an attendant to answer phone calls during all hours of operation. The attendant shall review all calls and complaints from customer in a courteous and polite manner. F. The City's agent shall be the Director of Public Works or designee. All notices and correspondence by the Contractor shall be directed to him/her through this office at: 625 Glenwood Street, Waterloo, Iowa, 50703. CITY OF WATERLOO, IOWA REQUEST FOR PROPOSALS TO PROVIDE SOLID WASTE AND RECYCLING CONTAINERS TO SUPPORT THE CITY OF WATERLOO'S RECYCLING AND VARIOUS CLEAN UP PROGRAMS VIII. INSURANCE A. Contractor shall at all times during this contract maintain full force and effected Employer's Liability, Worker's Compensation, Public Liability, and Property Damage Insurance, including contractual liability coverage for the indemnity and hold harmless the provision of the contract. All insurance shall be by insurer acceptable to the City and for policy limits acceptable to the City. The City of Waterloo shall be specifically named as an additional insured on all insurance. Before commencement of work hereunder, Contractor agrees to furnish the City certificates of insurance or other evidence satisfactory to the City to the effect that such insurance has been procured and is current. B. Contractor shall be required to submit to the City, at least 90 days prior to the expiration date of any such bond, either a statement from its surety that they intend to replace or renew the bond, or a replacement bond in the same amount, said replacement bond to take effect on or before the expiration date of the prior bond. Should the Contractor'fail to provide the statement required or replace an expiring bond at least 90 days prior to the expiration date; the City shall have the right, in addition to any other lawful remedy, to terminate the contract with the Contractor and re -bid the contract. C. The surety on all initial, renewal, and replacement Perfonhance, Payment and Guarantee Bonds (1) shall be a duly authorized surety company, licensed to do business in the State of Iowa, (2) must have and maintain a permanent agent or representative in the City of Waterloo, Iowa, and (3) must have an AM Best Company rating of "A" and must be on the Federal Treasury list of approved bonding companies, and/or must be satisfactory to the City. IX. PRESS AND PUBLICITY The city of Waterloo shall be responsible for all press and publicity related to recycling within the City of Waterloo. Any and all efforts made by the Contractor that will affect the operation under this contract shall be reviewed by the City prior to initiation. This City shall not unreasonably restrict the normal business advertising of the Contractor. X. XI. AWARD OF CONTRACT Final selection of a Contractor will be selected from the responsive and responsible firm or firms whom the responsive and responsible firm or firms whom Proposal, conforming to the documents, is most advantageous to the City of Waterloo; price and other factors considered. The intention is to award the contract within a reasonable time, not exceeding thirty (30) days.
