Mayor Hurley thanked Michelle Weidner and her staff and all the department heads. Dave Floyd, President of the Waterloo Firefighters Association, stated he lives within the established city residency policy of 20 miles and that is in Jessup. Mr. Floyd stated he certainly would not like to be in the mayor and council's position year after year to have to come up with the budget, and he applauded their efforts to do the best thing for the citizens of Waterloo. Mr. Floyd stated he would like to speak specifically about the loss of the firefighter positions at the airport and the elimination of the part-time inspectors jobs in regards to the rental and commercial inspections. Mr. Floyd explained why he was addressing the council about the budget even though he is not a resident of the city. Mr. Floyd stated just because he doesn't live here doesn't mean that he does not have loyalty to the city, to the other employees of the city or to the citizens of the city. He has family here, he went to school here, he was raised here, and just because he chooses not to live in Waterloo does not mean that he, in any way, has lessr.e.spect or any less care for the city and the citizens. March 5, 2007 Hearings continued Mr. Floyd stated he is as very concerned about the possible determent to the growth of the Cedar Valley as he is concerned about the loss of the three engineer positions at the airport. Mr. Floyd stated he spent some time with the airport maintenance folks, and he spent some time on the phone with some FAA folks. Mr. Floyd stated approximately 12 years ago, there was an attempt at having the maintenance personnel do the rescue and firefighting at the airport. This failed due to the inability to properly maintain the education levels, FAA requirements for continuing education and training that is required. Mr. Floyd asked that his comments not be taken as anything negative towards the maintenance folks at the airport. They do a fantastic job, and he has nothing but the utmost respect for those guys, but he fears that there is going to be an inability to maintain training that is required because of their other assigned duties. They have tq maintain the runways, mow, and maintain building maintenance. Mr. Floyd stated he spoke with Mike Mullan and Mr. Eggen, an FAA inspector at the airport, and he is personally against any move to create or to change professional firefighters or career firefighters at the airport and supplementation of the maintenance personnel. It is his personal feeling and its based on his past experience of not being able to maintain the training. Mr. Floyd stated he doesn't know if anybody has considered it, but who is going to train and maintain the qualifications of the personnel, the maintenance staff. There are specific things that they have to be trained on, such as live burns, different aircraft that come in because each aircraft is different. Mr. Floyd asked who is going to train, maintain, certify and fill the SCBAs and the air masks that are on those vehicles, as those guys have to be certified in the SCBAs. Those are $4,000.00, plus, apparatus that need to be properly maintained and checked daily. Mr. Floyd stated he has concerns that if there is a loss of EMS certified staff at the airport, not that those three individuals or four if an additional person is hired, will not be able to reach their certification. It takes a lot of hard work and a lot of dedication in addition to their other duties. If they are going to be working three different shifts, the logistics of getting them through that training is going to be next to impossible to provide adequate coverage. There is also a brand new vehicle at the airport that is very expensive, a very highly technical vehicle that they are going to have to train on, they are going to have to maintain, they are going to have to do daily checks on it, and there is, going to be a lot of required training on that too. Page 4 Mr. Floyd stated he would like eo correct something that was in the paper where Mayor Hurley said there was one call in the past five years. The firefighter at the airport went through the log book today and that number is actually incorrect. There were actually 352 calls just to the parking gate alone to try to fix that within the last year. As far as response calls, there were 188 calls from the last quarter of 2001 to current. And those calls include everything from getting wildlife off the runways to the tower calling and asking them to check thegate or a suspicious vehicle, or escorting the Northwest folks so they can de-ice or any number of things. It was not one call that cost a million dollars in five years. There were 188 specific calls not to mention all the other times that the firefighters spent out there with the survey crews, construction crews and assisting the maintenance crews. Mr. Floyd asked the mayor and council to look deep, scratch, dig whatever they have to do because he feels all those things are very detrimental to the growth to the Cedar Valley. Mayor Hurley commented he idea of where to get the fantastic job, and if she it out. Mr. Floyd stated a solution, but he doesn' would if he could. would be very interested to know if Mr. Floyd had an $200,000.00. Mr. Floyd responded that Michelle did a cannot figure it out, then he certainly can't figure he firmly believes to never approach a problem without t know the budget, he can't answer that question but Mr. Floyd spoke concerning the part time inspectors for the Fire Department. Mr. Floyd noted that there have not been any raises in the rental fees in a specific number of years. Mr. Floyd stated their main concern with the loss of the inspectors is they feel that they are the voice for the citizens of this community that have no voice. The people who talk to their landlord and don't get any action done. Mr. Floyd stated as unfortunately as it is not every landlord is the best landlord in the world and things don't get done. Those folks call the Fire Department with complaints and the inspectors are the ones who red tag it along with other inspection departments in the city. The inspectors are the voice for those guys and they try to get those things fixed. The current two part-time inspectors do a fantastic job. They are veterans of the Fire Department with multiple years of doing inspections, and he thinks they do a fantastic job of making things safe. Their responsibility as firefighters doing those inspections is to make those buildings safe. • • March 5, 2007 Page 5 Hearings continued Mr. Floyd stated there is going to be a loss on fuel and wear and tear on those fire trucks that are going out to do these inspections. If you figure on a cold winter day, they are out inspecting six hours, the truck is going to be running for six hours. In addition, there are hundreds of tiny waterlines, valves and anything else that can freeze on those trucks. Mr. Floyd stated that according to the Fire Marshall they are working on complaints 12 to 16 hours per week, and that number has gone down dramatically. Complaints from renters who have problems with their landlords who call them to say they have a water leak and somebody is not fixing it. Mr. Floyd stated that number has gone down dramatically since the implementation of the part-time inspectors to get more and more houses inspected. If you take away that ability for those guys to do those inspections, that number is going to go up to a point that the Fire Marshall and Fire Inspector cannot do anything but answer those specific problems. Mr. Floyd wished Mayor Hurley and council the best of luck and he knows they have to do what they have to do, but he just would like them to consider the things he said tonight. Mayor Hurley asked Brad Hagen, Airport Director, to address some of the things about the airport plan, if the council approves the budget, what we will end up with, including an additional maintenance person and all four of them trained in ARFF. Brad Hagen, Airport Director, stated that airports can do one of two things. A lot of airports have city firefighters and that works very well. A lot of small regional airports, like`Ma`son City.and Fort Dodge, have cross -trained operation maintenance. Its just a function of what works for us. Mr. Hagen stated right now, unfortunately, we have somewhat limited service with the four flights. So that seems to work well for small regional airports and its just a function of having the people already there doing all the duties that the airport needs everyday. Mayor Hurley inquired if these peopleneed FAA Part 139 requirements. Mr. Hagen responded yes they would for the FAA to bless this, they would have to meet the same requirements in terms of the live fire and the medical training. Mayor Hurley inquired if those requirements are focused on airports with scheduled commercial flights, and Mr. Hagen responded yes. Mayor Hurley stated it is not intended to be for private or corporate although it certainly would respond. Mayor Hurley asked what is the backbone to any emergency response at the airport. Mr. Hagen responded that Waterloo Fire Rescue always has been and he believes will always be the backbone. They have been great for every call for an emergency service at the airport. Mr. Hagen stated Waterloo Fire Rescue has been outstanding and they have been to the airport in about five, maybe six or seven minutes, and they are always very quick and they do a great job. Mr. Hagen stated whether there is a city firefighter or an airport operations' individual at the airport, they really rely on Waterloo Fire Rescue Mayor Hurley commented that the airport maintenance people are on the airfield doing brake check tests, clearing and cleaning the runways, working the airfield itself, so there is some degree of familiarity there. Mayor Hurley stated there seems to confusion on both sides as they picture a maintenance guy up on a JLG lift or way out on a lawnmower somewhere and can't understand on how they can get back to the station, get in their bunker gear, get in the truck and get to the farthest mid -point of the airfield within three minutes, and he asked how are we going to do that. Mr. Hagen responded that he doesn't think the FAA will approve our request if we did that, but our proposal would be that the person around the commercial flights be in the fire station, not the second before the flight came in but an hour or two prior to make sure that they were rested and can respond quickly. Mayor Hurley commented that Part 139 says 30 minutes before a flight is scheduled to land and 30 minutes after take off and certainly we would be there. Mayor Hurley stated they wouldn't be up in a lift or they wouldn't be at the far end. If they were out mowing in the summertime, there is nothing that welds that truck to the ground. The truck can go out with them so that its nearby. Mr. Hagen responded that could be a possibility although he thinks we would probably be posed to be on the conservative side and have them in the station well before the flight was coming in. March 5, 2007 Hearings continued Mayor Hurley commented regarding the part-time inspectors at the Fire Department. Mayor Hurley stated he is not married to losing the part-time inspectors if there is a better way between now and July. What he wants to net out is the revenue. The housing life safety inspection is budgeted for $40,000.00 revenue this year, and they have generated $8,500.00 at the end of December so we have a gap we need to fill. Mayor Hurley stated its presumed with firefighters that a $400,000.00 truck and three people are all going to go wherever for six hours, and he doesn't know if that is the only way to do things. Mayor Hurley commented that we will get our heads together, he is open to anything, it doesn't necessarily mean that part-time inspectors have to go. Motion carried. 124996 - Schmitt/Kincaid that "Resolution approving FYE 2008 budget at a levy rate of $18.77541", be adopted. Prior to a vote on the above motion, the following comments were heard. Mayor Hurley stated we have had several work sessions and some of the council worked with him in the "of fice 14it`1i the department heads. We ended up with a $900,000.00 gap just to get legal. We are focusing on the general fund. The council saw the main menu items where we struck line item requests, materials and tool and we increased revenues and then the ala carte menu presented to council a couple of weeks ago and council last week indicated at a work session where they wanted to go. Mayor Hurley stated we actually end up with a .37 percent or so reduction in the levy and the first actual tax decrease in seven years for a residential property owner. Its not big, but its like the little engine that could that we all remember from childhood, we just got over the hump and he hopes it continues on a downward slope. Mayor Hurley stated with this budget of $18.77541 levy, we are providing essentially the same services with essentially the same number of people, but we are doing it in different ways. Mayor Hurley stated he recognizes that it is a budget that sets us up to manage the many, many projects that we have underway that will very soon result in tax base growth and sharing of the tax load., so that we don't have to have these kinds of tensions and discussions. Mayor Hurley stated he appreciates the work that everyone has done that has got us this far. Councilperson Welper said that he feels that council has the easy part. Mayor Hurley, Michelle Weidner and her staff, and all the department heads have done a terrific job in reducing this number for the first time, and lets hope it continues in that same direction.
