Moved by Schmitt, seconded by Welper that the Agenda, Motion carried. Jones, Schmitt, Lind, Morrissey, and as proposed, be approved. Ayes: Six. Aric Schroeder, City Planner, reviewed an amendment to the Code of Ordinances of the City of Waterloo, Iowa by amending multiple sections of Chapter 2, Main Street Waterloo Redevelopment Authority, of Title 2, Boards and Commissions, including defining the Central Business District, and updating the provisions regulating the powers and duties of the Main Street Commission. The role of Cedar Skyline Corporation dba Main Street Waterloo was reviewed. Expanding the boundaries of the Central Business District was discussed. Staff requested working on the expansion as a separate issue. Noel Anderson, Community Planning and Development Director, explained the extensive amount of work that would be required to have a City wide design review. It was the consensus of the committee to place this ordinance change on next week's council agenda. With no further business before the committee, it was moved by Schmitt, seconded by Cole that the meeting be adjourned at 5:10 p.m. Ayes: Seven. Motion carried. Getty Council Chambers Members present: Mayor Pro Tem Hart, Schmitt, Lind, Morrissey, and Welper. Absent: Cole, Jones. Moved by Welper, seconded by Schmitt that the Agenda, as proposed, be approved. Ayes: Five. Motion carried. Aric Schroeder, City Planner, explained the adoption and amendments being proposed to the International Property Maintenance Code. Proposed amendments to Chapter 5, Parking in Residential Area, of Title 6, were discussed along with the proposed amendments to Chapter 4, Litter Control, of Title 4. He also reviewed an amendment to Zoning Ordinance No. 5079 pertaining to hard surfaced driveway and parking requirements, minimum garage requirements, freestanding commercial parking lots, driveway and parking requirements for multi -family dwellings, and other miscellaneous updates. Chapter 2, Main Street Waterloo Redevelopment Authority, of Title 2, is also being amended to define the Central Business District and updating the provisions regulating the powers and duties of the Main Street Commission. Mr. Schmitt questioned giving recreation vehicles seven days to park in a front driveway and expressed concern with possible abuse. Aric Schroeder, City Planner, noted that staff will look at reducing that timeframe to 3 days or put a maximum number of days per year for the exception. Mr. Morrissey expressed concern with individuals living in their vehicle being affected by the change to Chapter 4. Maria Downing, Code Enforcement Foreman, explained that this change is to address individuals utilizing vehicles for storage. It will not be used to address individuals who live in their vehicles. Mr. Morrissey expressed concern with alterations requiring a special permit if in the R-2 district. Aric Schroeder, City Planner, explained that this is only addressing properties that are converted from a single family home to a two family home. Moved by Lind, seconded by Schmitt to table the ordinance amendments until next week. Ayes: Five. Motion carried. With no further business before the committee, it was moved by Schmitt, seconded by Morrissey that the meeting be adjourned at 5:10 p.m. Ayes: Five.
