Getty Council Chambers Members present: Chairperson Welper, Morrissey, Powers, Lind, Amos, and Schmitt. Absent: Mr. Jacobs. Moved by Morrissey seconded by Amos that the Agenda, as proposed, be approved. Voice -vote Ayes: Six. Motion carried. Moved by Amos seconded by Powers that request from Waste Management Services Director for authorization to begin Civil Service process to create a list and make appointment for a CMOM Coordinator, be approved. Roll call -vote Ayes: Five. Nays: One (Lind). Motion carried. Mr. Schmitt requested an overview of the request. Steve Hoambrecker explained that the CMOM Specialist position is being restructured to a CMOM Coordinator position. Mr. Schmitt questioned if this would have an effect on the consent decree. Steve Hoambrecker, Waste Management Services Director, explained the consent decree requires appropriate staffing and this would be restructuring that staffing to a certain extent. Moved by Morrissey seconded by Amos that request from Waste Management Services Director to initiate the Civil Service process to fill a position of Instrument Control Technician (ICT), be approved. Roll call vote Ayes: Six. Motion carried. Mr. Schmitt requested an overview of the request. Steve Hoambrecker explained there are four ICT positions, that three technicians applied for the open foreman position, one of those technicians would be appointed to the foreman position and this request would fill that vacant ICT position. Mr. Schmitt questioned how long the foreman position had been vacant. Steve Hoambrecker stated the position has been vacant since July. Mr. Schmitt questioned if the foreman position was necessary or if the three ICT technicians could report to someone else. Steve Hoambrecker explained this was discussed before with the maintenance position, but that these are definitely two different positions and separate foreman are needed. Mr. Schmitt questioned if the position will be advertised outside the city. Steve Hoambrecker explained that the position would start with internal Civil Service postings. Mr. Morrissey questioned if this position will be easily filled or if a delay is expected. Steve Hoambrecker explained that he expects to have qualified applicants but that it will take time to fill. Moved by Morrissey seconded by Amos that request from Waste Management Services Director to initiate the process to fill a position and make an appointment for Assistant Director, Collection Systems/Maintenance, be approved. Roll call -vote Ayes: Five. Nays: One (Lind). Motion carried. Mr. Schmitt requested an overview of the position. October 5, 2009 Page 2 Steve Hoambrecker explained the position and that it would be used for succession planning within the department. Mr. Schmitt questioned the number of applicants that were interviewed for this position when it was previously open. Steve Hoambrecker explained the hiring process for the previous candidate. Mr. Schmitt questioned the efforts to downsize within the departments. Steve Hoambrecker commented on the necessity of the position. Mr. Lind questioned who made the decision to fire the previous candidate. Mr. Morrissey stated that discussing the termination of the previous candidate is not germane to the item. Mr. Welper concurred with Mr. Morrissey. With no further business before the committee, it was moved by Powers, seconded by Morrissey that the meeting be adjourned at 5:12 p.m. Voice -vote Ayes: Six.
