allow residential housing construction on city owned lots.

HCC agreement: a 28E agreement is a document to allow entities to achieve a goal that is mutually
beneficial to their overall needs and goals.
Hawkeve Community College
1) Will acquire lots from City for $1.00.
2) Will construct student -built homes on lots, including providing all tools, supplies,
etc.
3) Will not charge for student labor on homes, only costs for materials
4) HCC to design homes after meeting with City staff
5) A budget will be set for each project
6) HCC to provide insurance for homes while under construction, workmen's
compensation, general liability
7) Homes to be completed within 3 years
City
Overall
1) Will sell lots to HCC for homes to be built upon
2) Will acquire homes when completed for sale for cost of materials
3) City to pay for cost of construction materials for homes
4) City to pay any taxes for lot
5) City shall convey lots ready for development, including needs for demolition, for
platting, release from liens, no leases, environmental investigation, litigation, etc.
6) City to demolish any structures on lot
1) Once a lot is determined, the City shall follow sale process as required by State Code
to convey to HCC.
2) Any home on a chosen lot shall have a specific house design and yard layout as
approved for that site and its needs.
