This project is to reconstruct US 63 from Newell Street to Donald Street. This project involves placing temporary dewatering wells this fall (2017), which will surround the area where the highway dips down to go under the railroad. In March of 2018, the reconstruction will begin. This will involve placing a new subdrain system in the area where the highway goes under the railroad. Temporary relocation of the rail line while the existing bridge over the highway is removed. Once the old bridge is removed that area will be filled in and the rail lines will be restored to their original alignment. Then the contractor will be adding additional fill material and constructing a new highway bridge over the railroad. This work will also involve removing the existing pedestrian bridge north of the railroad and constructing a new pedestrian underpass under the new highway. Contractors operations that may create noise during nighttime or early morning hours could be pavement breakers, jackhammers, other heavy equipment used to demolish the old railroad bridge. large drilling rigs to drill the temporary dewatering wells. or drill in holes for the concrete foundations for the new bridge large trucks hauling materials. cranes operating, vibratory compaction equipment large excavation equipment. paving machines, and other large motorized construction equipment. This is a very large and complex construction project that is expected to require US 63 to be closed and detoured from March of 2018 to November of 2019. To ensure the project is completed and open to traffic on or before, November 26, 2019, the Department of Transportation feels it is necessary to allow the contractor the flexibility to work 24-hours/day, 7-days/week if necessary. On similar contracts, contractors rarely work that type of schedule but it does allow for it if some unforeseen circumstance would require the contractor to work extra hours to be completed on time. Notes — the City has previously worked with Crystal for expansion in the Rath area. The City acquired much of the current Crystal site and demolished buildings for their expansion. When the previous, now current, project was delayed before —Crystal conveyed two buildings along the riverfront for future riverfront housing. This agreement continues that trend of allowing Crystal to better expand, consolidate, and invest in the Rath area, while simultaneously allowing the City of Waterloo to acquire riverfront properties for future development and redevelopment of Downtown Waterloo stretching towards the former Rath area. Hands-on Training will again be offered on Friday and Saturday thanks to the Iowa Volunteer Firefighter Training Fund, including a new course this year presenting rope rescue skills. One of the most important tasks a fire company will perform is scene size up when responding to a fire. Dave Dodson will present The Art of Reading Smoke, information that will help you determine what is burning, where it is may be located and how developed the fire may be, key components in helping you plan your fireground tactics. Billy Goldfeder will be engaging firefighters in his popular course, Fire Ground Survival, which shares how incidents have gotten firefighters hurt or killed. This is a powerful course that will help you approach the incidents differently so that everyone goes home at the end of the tour. You may know Chief Goldfeder from his popular website, www.firefighterclosecalls.com. Closing out the fire tract this year is my friend who I met in the Executive Fire Officer Program at the National Fire Academy, Battalion Chief Dane Carley, who will be presenting a course on emergency communications on the fire ground and how you can improve and avoid common errors. The EMS tract again features two days of diverse categories that will meet formal continuing education requirements. We are excited to bring back Steve Murphy and Jason Dush. These two outstanding presenters have appeared before at the conference and truly bring their "A” game to make the seminars fun and informative. The topics will be fast and furious, covering a wide range of topics from trauma, pediatrics, managing special needs patients, domestic violence, ob patients and dealing with patients in police custody. Jason will also be addressing one topic that I want to ensure receives our attention: the mental well-being of the emergency responder. Over the last few years, there has focused recognition on emergency responders who suffer, sometimes silently with post-traumatic stress disorder. It is our responsibility to identify, provide support and ensure that we take care of each other. Departments have been facing increased suicide rates within their ranks from personnel who didn't get the help they needed until it was too late. This is a crisis that every emergency service needs to address. The exhibit hall will feature a variety of products, services and apparatus that will help your service and community. Note: Cylinders under current hydro -static test will be refilled at no cost; however, the Fire Service Training Bureau is unable to fill oxygen cylinders. Facial Hair Policy Individuals with beards, sideburns or other hairstyles that interfere with the proper seal of a breathing apparatus face piece will not be allowed to participate. Protective hoods over beards are not approved. Health Warning Certain programs offered require significant physical exertion and stamina. Persons with heart, respiratory or other physical conditions that may be aggravated by this type of exertion, or that may hinder their participation, should not participate in the program.
