Getty Council Chambers Members present: Morrissey, Cole, Schmitt Absent: Jones Moved by Schmitt, seconded by Cole that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Schmitt, seconded by Cole to authorize request by House of Hope and JSA Development for interest in 519 E. 3rd Street for future projects. Noel Anderson, Community Planning and Development Director, distributed and reviewed the proposals from House of Hope and JSA Development. Barbara Dee, House of Hope Program Manager, wishes to further their mission and assist additional individuals. The location is ideal because it is adjacent to open space to allow the children to play and would provide a campus for the families to live. It is a convenient location and provides access to the downtown amenities. Kim Kantrell, Christian Community Development, explained that the other vacant lots have been explored but they separate the staff from the women and children. Mr. Schmitt questioned if the conversations with JSA Development have gone any further regarding the permissions for House of Hope programs to use this property. Ms. Dee stated that it is not conducive to the non-profit mission to lease and not own the property. It also does not serve enough individuals. Mr. Morrissey addressed the issue of the historic district location of this site and also questioned this program's concern for the preservation of it. Ms. Dee stated that House of Hope only responded to an offer from the city after the city had, as they understood it, decided to demolish this property. Mr. Schmitt questioned the size and capacity of their current home and the proposal to build a new 12 or 14-plex to accommodate more families. David Deeds, JSA Development, commented that their proposal will be used as a test pilot for future economic development. Ms. Cole supports House of Hope and wants to move forward with the House of Hope proposal. Mr. Morrissey suggested tabling the item for two additional weeks. Mr. Schmitt stated that the council's desire is to do everything they can for the House of Hope program. Kim Kantrell expressed concern with the length of time and the additional criteria being given. They withdrew their proposal. Moved by Morrissey to recommend authorize request by JSA Development for interest in 519 E. 3rd Street for future projects. Motion died for a lack of a second. Mr. Schmitt questioned the definition of "for interest". David Deeds stated that they would stand by their original proposal as presented. Jim Walsh, JSA Development, expressed a willingness buy the building and to work with House of Hope. Noel Anderson suggested that staff to continue to work on the proposed JSA Development agreement as there were still some items that need to be addressed. Moved by Morrissey to recommend that staff is allowed to continue to work on the proposed JSA Development. Motion died for a lack of a second. Mayor Clark stated that the council has always acted in good faith with regards to this property. John Sherban, 1715 Robin Road, expressed concern with the process and not moving forward with the House of Hope proposal. With no further business before the Council, it was moved by Schmitt, seconded by Cole that the meeting be adjourned at 4:59 p.m. Ayes: Three. Motion carried.
