Members present: Chairperson Welper, Morrissey, Powers, Lind, Amos, and Schmitt. Absent:
Mr. Jacobs
Moved by Schmitt seconded by Amos that the Agenda, as proposed, be approved. Voice -vote
Ayes: Six. Motion carried.
Moved by Morrissey seconded by Amos that the request from Leisure Services Director for
authorization to begin the Civil Service process for the position of Park Maintenance II Forestry
and to make an appointment from the Civil Service list, be approved. Voice -vote Ayes: Six.
Motion carried.
Mr. Schmitt requested an overview of the request.
Paul Fluting, Leisure Services Director, provided an explained the necessity for the position.
Moved by Morrissey seconded by Amos that the request from Leisure Services Director for
authorization to begin the Civil Service process for the position of Golf Maintenance II and to
make an appointment from the Civil Service list, be approved. Voice -vote Ayes: Seven.
Motion carried.
Mr. Lind questioned if golf maintenance works in the winter.
Paul Huting explained that they perform vehicle maintenance and snow removal.
Mr. Lind questioned if the position could be a combination position.
Paul Huting explained that both positions have plenty of full time work.
Mr. Schmitt questioned if the positions were held by long term employee.
Paul Huting confirmed.
Mr. Schmitt questioned if positions are replaced at a similar rate.
Paul Huting confirmed.
Mr. Schmitt questioned the financial performance of the golf courses.
JB Bolger explained the financial performance of the courses.
Mr. Lind questioned why the positions do not have salary ranges.
Lance Dunn, Human Resources Director, explained that the rate of the position is negotiated in
the union contract.
Moved by Amos seconded by Morrissey that the request from City Clerk to begin the Civil
Service process and make an appointment for one (1) Clerk II in the City Clerk's Office, be
approved. Voice -vote Ayes: Six. Motion carried.
Mr. Schmitt requested an overview of the position.
Kelley Felchle, City Clerk, explained the necessity for the position.
Mr. Lind questioned if the salary range for this position is also determined through union
contract negotiations.

Kelley confirmed this position is also a union position and the salary rate is negotiated through
the contract.
Mr. Morrissey commented on the professionalism and talented work performed by the forestry
staff in removing the trees from the Cedar River. He further commented that he will miss the
departing Clerk II in the Clerk's office.
With no further business before the committee, it was moved by Morrissey seconded by Amos
that the meeting be adjourned at 4:52 p.m. Voice -vote Ayes: Seven. Motion carried.
