Members present: Morrissey, Schmitt, and Welper.
Moved by Welper seconded by Morrissey that the Agenda, as proposed, be approved. Voice -
vote Ayes: Three. Motion carried.
Moved by Welper seconded by Morrissey that the request by Rebel Saffold to purchase two
vacant parcels formerly known as 408 and 414 Fowler Street in the amount of $1.00 per lot for
the purpose of building a detached garage with development agreement be approved. Voice
vote -Ayes: Three. Motion carried.
Mr. Welper questioned why the two lots are not being combined to build a house.
Chris Western, City Planner, explained that the citizen wants to build a garage on one lot.
Mr. Welper commented that single lots are not buildable lots but if they were combined, they
would be attractive for home building.
Mr. Schmitt asked the applicants address.
Chris Western stated they lived next door at 418 Fowler.
Noel Anderson, Community Planning and Development Director, explained that on Reed Street,
the potential buyer was not willing to commit to building a garage. The garage would be an
improvement to the neighborhood and would increase the taxable value of the property.
Mr. Welper explained that years ago in former Councilman Kinkaid's ward, a citizen paid full
appraisal price for a lot, and then a few weeks later a similar lot was sold for a dollar. The
citizen who paid full price backed out of the deal to purchase. He commented that these
properties should be sold for more than $1.00 to avoid repeating the scenario.
Mr. Morrissey questioned if the property meets the sale of property policy.
Noel Anderson confirmed.
Mr. Welper commented that he would not support the item as proposed and questioned how long
it would take to get the property on the tax rolls.
Chris Western explained the development agreement.
Steve Schmitt questioned why they are making the request.
Chris Western explained the applicant wants to build a garage and fence off the property to
prevent foot traffic on the property.
Mr. Morrissey questioned if the city is providing maintenance for the property.
Chris Western explained that the city is mowing the grass and shoveling the sidewalk and
provided an estimate of those costs.
Mr. Welper explained that he mistook the property size figures for the value and is therefore in
favor of recommendation.
With no further business before the Council, it was moved by Morrissey, seconded by Welper
that the meeting be adjourned at 5:07 p.m. Voice -vote Ayes: Three. Motion carried.
