Please accept this memo as Via Rail Engineering's request for a change order for the City of Waterloo, IA (Client) to provide
continued rail design consulting services by providing Nitta representatives on the project in the Northeast Industrial Site with
requested ALTA survey update for the additional 10 acres on top of the original 20 acres for the project site.

Justification:
As per email from you on September 12th, 2017, that states: "We met last week with Nitta representatives on the project in the
Northeast Industrial Site. They are now requesting a complete ALTA for the additional 10 acres on top of the original 20 acres for the
project site. The additional 10 acres are directly south of the original 20 and are now needed for future expansion and storm water
management needs. I have attached a copy of the LOU that includes a map of the entire 30 acres area in question. Let me know if
you need anything else from us at this point but feel free to send us a change order if you are able to complete the request. They are
also wondering what a timeline for the updated ALTA would be so if you may be able to give us an idea on that also."
Via Rail Engineering will subcontract surveying services as per request to SHIVEHATTERY Architects+Engineers who have provided
surveying services to date, with our oversight and management, to complete the ALTA survey as per the requested work. Survey
work will commence immediately and be complete within 16 business days of Notice to Proceed.
Client responsibilities include:
1. Access to the site
2. Title commitment
3. List of certified parties of the site
4. Identify representative with full authority to act and render timely decisions on behalf of Client for the project.
5. Legal, accounting and insurance counseling services or other consultants, including geotechnical or other vendors that may
be necessary.
6. Provide any available plans, drawings, survey plats, testing data, inspections, permits, and/or any reports germane to
completing an ALTA survey; and, any and all other documentation required by law, regulation or code including but not
limited to hazardous materials, structural, mechanical, chemical, air pollution and water pollution information.

ALTA Survey, 11x17" formatted full color PDF
No additional due diligence or design engineering services beyond additional ALTA surveying is included. Additional design engineering
services may be considered by an additional change order.
VIA RAIL WILL NOT EXCEED THIS ESTIMATE WITHOUT PRIOR WRITTEN CONSENT BY THE CITY OF WATERLOO.
