CITY OF WATERLOO
GOALS
I. Support economic development efforts that attract, retain and create quality jobs resulting in a
diverse economic base and increased population.
2. Continue to support implementation of the Downtown Master Plan.
3. Facilitate and promote the development of housing options to meet the needs of current and future
Waterloo citizens.
4. Develop a customer -centered service delivery approach.
5. Seek additional opportunities to share services and resources with other government entities.
6. Collaborate with statewide elected officials to reduce the burden on local property taxes.
7. Address the changing public workforce needs in Waterloo.
8. Enhance and protect a diverse, family-oriented community where neighborhoods are safe and well
maintained
9. Enhance the quality of place opportunities for the citizens of our community.
General Rules for Public Participation
1. At the chair/presider's discretion, you may address an item on the current agenda by stepping to
the podium, and after recognition by the chair/presider, state your name, address and group
affiliation (if appropriate) and speak clearly into the microphone.
2. You may speak one (1) time per item for a maximum of five (5) minutes as long as you have
registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting.
If not registered with the City Clerk's office you may speak one (1) time per item for a maximum
of three (3) minutes.
3. If there is a hearing scheduled as part of an agenda item, the chair/presider will allow everyone
who wishes to address the council, using the same participation guidelines found in these "general
rules".
4. Although not required by city code of ordinances, oral presentations may be allowed at the
chair/presider's (usually the Mayor or Mayor Pro Tem) discretion. The "oral presentations"
section of the agenda is your opportunity to address items not on the agenda. You may speak one
(1) time per item for a maximum of five (5) minutes as long as you have registered with the City
Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not registered with the
City Clerk's office a speaker may speak to one (1) issue per meeting for a maximum of three (3)
minutes. Official action cannot be taken by the Council at that time, but may be placed on a
future agenda or referred to the appropriate department.
5. Keep comments germane and refrain from personal, impertinent or slanderous remarks.
6. Questions concerning these rules or any agenda item may be directed to the Clerk's elffice at 291-
4323.
7. Citizens are encouraged to register with the Clerk's Office by 4:00 p.m. on Monday of the day of
the City Council meeting to appear before the City Council (may also register by phone).

2. Request of Jameson's Public House, 310 East 4th Street, to close the 300 block of
E. 4th Street for Jameson's St. Patrick's Day celebration on March 17, 2015 from
6:00 a.m. to 12:00 midnight, and for a variance to the Noise Ordinance including
bagpipers. drums and the use of a PA system.

4. Resolution setting date of public hearing as March 30, 2015 to approve the request
of BCS Properties, LLC to rezone 0.63 acres from "A-1" Agricultural District to "C-2"
Commercial District for the purpose of constructing a new multi -use commercial
building on the property, located west of 1850 W. Ridgeway Avenue; and instruct
City Clerk to publish notice.

5. Resolution setting date of public hearing as March 30. 2015 to approve the request
of Green Acres Storage, LLC for a site plan amendment to the "C -P" Planned

notice.

Mr. Mayor and Council Members:
I am contacting you concerning the Rubble Site at the SW corner of HWY
63 North and Airline HWY. Recently the contractor requested a 3 year
extension for this location. At this time I will not go into detail about how
injurious this has been to the neighborhood.
It has been indicated to me that the request to extend for three years will
come before the Council in some manner in the near future.
I am respectfully requesting that this extension request not be on the April
6th, 2015 Agenda as I will be out of town. Also I will not return until the
afternoon of April 13th so any travel delay would make that date impossible
for me also.
While we have not retained legal counsel in this matter I have been the main
spokesman concerning the zoning ordinance and how we feel it is being
violated.
Mr. Mike Swyter has researched a number of issues on this matter and the
both of us would be available on April 20th, 2015 for that Council Meeting.
One of the things he found out today from the DOT is that it would be up to
the city as to where the rubble is crushed. The contractor just can't shove it
down our throats. Other feasible options are available.
Finally if this can not wait until April 20th then please consider March 30th
as the date. But you would have a better hearing if Mr. Swyter was
available.
Thank you for considering my request. You have routinely delayed or
adjusted meetings for attorneys and other professionals. I am requesting
that you afford the same courtesy to your fellow citizens.
While I do not wish to take up your valuable time I did take the liberty of
attaching a letter from a neighbor that lives across the street from this site
and also the letter to the City Attorney.

I am requesting that you do not allow the 3year extension for a special permit to G& K
Development, LLC.
The last 2 years it has been miserable to enjoy my home during the spring, summer and
fall. I have to keep windows closed because of the noise of the dump trucks bringing in
the busted up concrete, dirt and various materials from the road construction on Hwy 63.
The dust, dirt and debris that is caused by the dumping and crushing of these materials
causes so much debris and dust in the air that it settles on my property and furnishings
that a person cannot enjoy sitting outside or plan any family functions to be outside.
I also do gardening and the dust on the plants makes such a mess when a person goes to
water. Dust stirs up as a person walks on the lawn.
I have called numerous times over the years and complained about Airline Hwy and
Logan Avenue because of the dirt and debris in the streets. I have watch many vehicles
slide as they tried to stop for traffic lights.
The watering of the debris is not maintained, as it should be to try and minimize the
debris blowing in the air. The property is not mowed.
I have seen workers using the area as a public restroom. At times there has been a
portable bathroom.
To hear this noise from 7:00 am until after 8:30 pm is not enjoyable at all. I work 3rd
shift and my sleep time is during the day. The constant noise from the dump trucks is a
nuisance. Than to have the rock crushers constantly going is even worse.
The convenience for G&K Development to save money from traveling else where to
store the debris is not an enjoyment for the homes that live in the area.

As the weather warms for all of us that means that construction season will
began in earnest. Thus I am contacting you about the Rubble Site at the SW
corner of Airline Hwy and Hwy 63.
A two year special permit for this site was granted in 2013 and a request for
a three year extension has been submitted to the city. I believe you are
aware of this.
My immediate concern is not to debate the merits of the request at this time
but specifically with Chapter 28 of the zoning ordinance and other relevant
language within the Code concerning Special Permits. I believe we have
some misinterpretation or perhaps lack of understanding in some instances.
My partial interpretation of Chapter 28 says to me that "A special permit can
not be granted until it is found that it would not be injurious to the use and
enjoyment of ones property nor that it would impair property values within
the neighborhood." Furthermore the code mandates that this is something
mandatory that must be done.
Granted it talks about safeguards etc. but for brevity sake the granting of a
permit must meet the requirements of the above paragraph.
I am respectfully requesting that you draft some guidance for any and all
relevant parties addressing Chapter 28, specifically my above assertion, and
provide such to them I would appreciate a copy being forwarded to me
also.
I believe too often that when hearings get underway on subjects that the
merits of this site versus that site, or what is true or not true, overwhelm the
proceedings to such that decisions get made that violate the covenants in the
ordinance.
I use that terminology because granting a special permit is akin to asking a
condo association for a waiver from the agreed upon rules.
