THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA, REGULAR SESSION TO BE HELD AT THE HAROLD E. GETTY COUNCIL CHAMBERS Monday, June 15, 2015 5:30 PM CITY OF WATERLOO GOALS I. Support economic development efforts that attract, retain and create quality jobs resulting in a diverse economic base and increased population. 2. Continue to support implementation of the Downtown Master Plan. 3. Facilitate and promote the development of housing options to meet the needs of current and future Waterloo citizens. 4. Develop a customer -centered service delivery approach. 5. Seek additional opportunities to share services and resources with other government entities. 6. Collaborate with statewide elected officials to reduce the burden on local property taxes. 7. Address the changing public workforce needs in Waterloo. 8. Enhance and protect a diverse, family-oriented community where neighborhoods are safe and well maintained 9. Enhance the quality of place opportunities for the citizens of our community. General Rules for Public Participation 1. At the chair/presider's discretion, you may address an item on the current agenda by stepping to the podium, and after recognition by the chair/presider, state your name, address and group affiliation (if appropriate) and speak clearly into the microphone. 2. You may speak one (1) time per item for a maximum of five (5) minutes as long as you have registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not registered with the City Clerk's office you may speak one (1) time per item for a maximum of three (3) minutes. 3. If there is a hearing scheduled as part of an agenda item, the chair/presider will allow everyone who wishes to address the council, using the same participation guidelines found in these "general rules". 4. Although not required by city code of ordinances, oral presentations may be allowed at the chair/presider's (usually the Mayor or Mayor Pro Tem) discretion. The "oral presentations" section of the agenda is your opportunity to address items not on the agenda. You may speak one (1) time per item for a maximum of five (5) minutes as long as you have registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not registered with the City Clerk's office a speaker may speak to one (1) issue per meeting for a maximum of three (3) minutes. Official action cannot be taken by the Council at that time, but may be placed on a future agenda or referred to the appropriate department. 5. Keep comments germane and refrain from personal, impertinent or slanderous remarks. 6. Questions concerning these rules or any agenda item may be directed to the Clerk's Office at 291-4323. 7. Citizens are encouraged to register with the Clerk's Office by 4:00 p.m. on Monday of the day of the City Council meeting to appear before the City Council (may also register by phone). This qualification promotes the safety of people and property by providing a standardized and systematic process for assessing tree risk. The results of a tree risk assessment can provide tree owners and risk managers with the information to make informed decisions to enhance tree benefits, health, and longevity. The Tree Risk Assessment Qualification Course is a two-day educational course followed by a 1/2 day assessment that includes both a written and field component. The course prepares the participant to TREE RISK ASSESSMENT QUALIFICATION INFORMATION The Tree Risk Assessment Qualification is valid for five years from the date the TRAQ exam is passed. The qualification holder is required to retake the course and pass the exam every five years in order to maintain the qualification. RESOLUTION NO. 2015-465 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA, APPROVING APPLICATION TO THE IOWA DEPARTMENT OF TRANSPORTATION FOR STATE RECREATIONAL TRAILS FUNDING AND DIRECTING EXECUTUION OF SAID APPLICATION BY THE WATERLOO CITY COUNCIL. WHEREAS, the City of Waterloo continues to develop and improve the recreational trail system within the community for pedestrians and bicyclists; and WHEREAS, U.S. 63 from Parker Street to Franklin Street represents a critical connection for pedestrians and bicyclists to move safely and efficiently through the community; and WHEREAS, the Iowa Department of Transportation provides State Recreational Trails funds on a competitive basis for the development of recreational trails; and WHEREAS, the City of Waterloo will be responsible for adequately maintaining the trail for a minimum of 20 years; and WHEREAS, the City of Waterloo will provide the 25 percent local match as required. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Waterloo, Iowa, authorize application to the Iowa Department of Transportation for State Recreational Trails funding. My current driveway at 402 Bertch ave is two lanes wide, and my garage has two doors to match. When I park a vehicle anywhere on my driveway, it blocks at least one garage door and I lose the ability to utilize my covered parking that I own. My wife has even hit my car parked on the driveway trying to sneak her car past my car (over $900 damage to her car, not even counting the door on my car). I recently had a 60 year old elm tree removed which I had hoped would make room for me to widen the driveway to park such that I am no longer blocking my garage doors, and I am afraid I may not be able to build driveway the way that I want to under a future code, and may even be limited by current code What I would like to see in Waterloo is to allow me to widen my driveway enough to park two vehicles outside without blocking my garage doors. Without this ability, I am limited to owning two (2) vehicles which are my fiance's and my work cars, and I have no where to put my truck that does not block my or my fiance's daily driver car. I am on a corner lot, so I have more than enough front yard to be visually appealing, even from both streets. I would someday like to have a nicer car stored inside for good weather only, since I am an engineer and nice cars are a hobby of mine, putting a total of two cars on the driveway. My plee is that we must allow driveways to be at least two lanes wider than the garage especially for short driveways, because I already cannot park on any driveway that is directly in front of a garage door without losing use of the garage. Alternatively, if you wish to impose limits to outdoor parking, you should simply put a limit on cars parked outdoors, rather than trying to keep driveways narrowed. Narrow driveways still allow lots to hold many cars 1 outdoors blocking each other in that will never move or even run, while it still causes problems for people like me who take care of their cars and want to keep them in garages for regular use. In summary, I would like to see any new legislature allow me to pave or gravel two more lanes to park on, next to my current two lanes that are solely used to access my garage doors.
