GOALS
1. Support economic development efforts that attract, retain and create quality jobs resulting in a
diverse economic base and increased population.
2. Continue to support implementation of the Downtown Master Plan.
3. Facilitate and promote the development of housing options to meet the needs of current and future
Waterloo citizens.
4. Develop a customer -centered service delivery approach.
5. Seek additional opportunities to share services and resources with other government entities.
6. Collaborate with statewide elected officials to reduce the burden on local property taxes.
7. Address the changing public workforce needs in Waterloo.
8. Enhance and protect a diverse, family-oriented community where neighborhoods are safe and well
maintained
9. Enhance the quality of place opportunities for the citizens of our community.
General Rules for Public Participation
1. At the chair/presider's discretion, you may address an item on the current agenda by stepping
to the podium, and after recognition by the chair/presider, state your name, address and group
affiliation (if appropriate) and speak clearly into the microphone.
2. You may speak one (1) time per item for a maximum of five (5) minutes as long as you have
registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council
Meeting. If not registered with the City Clerk's office you may speak one (1) time per item for a
maximum of three (3) minutes.
3. If there is a hearing scheduled as part of an agenda item, the chair/presider will allow everyone
who wishes to address the council, using the same participation guidelines found in these
"general rules".
4. Although not required by city code of ordinances, oral presentations may be allowed at the
chair/presider's (usually the Mayor or Mayor Pro Tem) discretion. The "oral presentations"
section of the agenda is your opportunity to address items not on the agenda. You may speak
one (1) time per item for a maximum of five (5) minutes as long as you have registered with the
City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not registered
with the City Clerk's office a speaker may speak to one (1) issue per meeting for a maximum of
three (3) minutes. Official action cannot be taken by the Council at that time, but may be
placed on a future agenda or referred to the appropriate department.
5. Keep comments germane and refrain from personal, impertinent or slanderous remarks.
6. Questions concerning these rules or any agenda item may be directed to the Clerk's Office at
291-4323.
7. Citizens are encouraged to register with the Clerk's Office by 4:00 p.m. on Monday off the day
of the City Council meeting to appear before the City Council (may also register by phone).

RESOLUTION APPROVING REQUEST OF CEDAR VALLEY
IRISH CULTURAL ASSOCIATION TO HOLD THE 9TH
ANNUAL IOWA IRISH FEST FROM JULY 31 THROUGH
AUGUST 2, 2015.
WHEREAS, the Cedar Valley Irish Cultural Association has
made written application to the City Council asking that they be
authorized and permitted to hold the 9th Annual Iowa Irish Fest
event on July 31 through August 2, 2015, together with the
approval of the Director of Safety Services, and
WHEREAS, said event will be held at Lincoln Park to include
the set up and tear down on July 29th through August 4th,
including closing the following streets: Park Avenue closed from
Mulberry Street to Franklin Street on July 30th at 7:00 a.m.
through August 4th at 2:00 p.m.; 4th Street from Mulberry Street
to Franklin Street (Franklin not closed) on July 31st from 7:00
a.m. through August 2nd; 4th Street from Mulberry Street to
Lafayette Street on July 31St at 7:00 a.m. through August 2nd; and
Mulberry Street from Park Avenue to 5th Street on July 31st at
7:00 a.m. through August 2nd.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA, that the request of the Cedar Valley Irish

Section 1. That said Request for Proposals document,
specifications, form of contract, etc., in conjunction with the
Rehabilitation of Taxiway A, and Crack -Sealing of Runway 12-30 at
the Waterloo Regional Airport, be, and the same are hereby,
preliminarily approved as filed.
Section 2. That the Council of the City of Waterloo, Iowa,
shall meet in the Harold E. Getty Council Chambers, City Hall, in
the City of Waterloo, Iowa, at 5:30 p.m. on the 29th day of June,
2015, for the purpose of holding a public hearing on proposed
Request for Proposals document, specifications, form of contract,
etc., in conjunction with the Rehabilitation of Taxiway A, and
Crack -Sealing of Runway 12-30 at the Waterloo Regional Airport,
with the taking of bids therefore.
Section 3. That the City Clerk is hereby directed to publish
notice of the time and place of said hearing in the Waterloo

RE: Update on the following proposed Code amendments: 1) New Chapter 5, Parking in
Residential Areas, of Title 6, Motor Vehicles and Traffic, 2) Chapter 4, Litter
Control, of Title 4, Public Health and Safety, and 3) Zoning Ordinance No. 5079
Staff is proposing multiple amendments to several different sections of the Code of
Ordinances and to the City of Waterloo Zoning Ordinance No. 5079, and previously
provided an overview memo on the amendments and presented the proposed changes at
Ordinance Committee meetings of the Council on 5/18 and 5/26. This memo is designed to
provide an update of additional changes that have been made since the initial Ordinance
Committee meeting on 5/18 based on comments that were received.
New Chapter 5, Parking in Residential Areas
Section 6-5-3(A)(2) and 6-5-3(A)(3) both have wording that requires that existing gravel
driveway extensions (the area beyond the driveway) to be brought into compliance
within a specified time period. The original time period specified was December 31,
2016. Based on Council comment received, the proposed ordinance has been changed
to reflect a compliance date of December 31, 2017, giving an additional year of time.
Section 6-5-3(B) and 6-5-3(D)(2) both have wording that add an exception to allow
recreational vehicles to park in a front yard if parked for temporary periods. The
original temporary period was seven (7) days. Based on Council comment received, the
proposed ordinance has been changed to allow a temporary period not exceeding three
(3) days within any seven (7) day period.
Chapter 4, Litter Control, of Title 4, Public Health and Safety
Section 4-4-7(G)(4) provides an exception for antique and special interest vehicles from
meeting the definition of a junk vehicle. The original wording listed an antique as a
1972 or older. The proposed ordinance has been changed to insert "model year" after
the year 1972 to make the intent of the provision more clear.

Zoning Ordinance No. 5079
Section 10-25-2(B)(19) has wording about parking availability. Based on comments
received, the proposed ordinance has been changed to add the following wording at the
end of the section: "however the City Planner or representative shall have the authority
to consider isle parking in front of such sales or repair vehicles, seasonal or permanent
displays or equipment if there is sufficient space without blocking traffic flow.
Please let Planning staff now if you have any questions or need any additional information
regarding any of the proposed amendments.
