GOALS
1. Support economic development efforts that attract, retain and create quality jobs resulting
in a diverse economic base and increased population.
2. Continue to support implementation of the Downtown Master Plan.
3. Facilitate and promote the development of housing options to meet the needs of current
and future Waterloo citizens.
4. Develop a customer -centered service delivery approach.
5. Seek additional opportunities to share services and resources with other government
entities.
6. Collaborate with statewide elected officials to reduce the burden on local property taxes.
7. Address the changing public workforce needs in Waterloo.
8. Enhance and protect a diverse, family-oriented community where neighborhoods are safe
and well maintained.
9. Enhance the quality of place opportunities for the citizens of our community.
General Rules for Public Participation
1. At the chair/presider's discretion, you may address an item on the current agenda by
stepping to the podium, and after recognition by the chair/presider, state your name,
address and group affiliation (if appropriate) and speak clearly into the microphone.
2. You may speak one (1) time per item for a maximum of five (5) minutes as long as you
have registered with the City Clerk's office no later than 4:00 p.m. on the day of the
Council Meeting. If not registered with the City Clerk's office you may speak one (1) time
per item for a maximum of three (3) minutes.
3. If there is a hearing scheduled as part of an agenda item, the chair/presider will allow
everyone who wishes to address the council, using the same participation guidelines found
in these "general rules".
4. Although not required by city code of ordinances, oral presentations may be allowed at the
chair/presider's (usually the Mayor or Mayor Pro Tern) discretion. The "oral
presentations" section of the agenda is your opportunity to address items not on the
agenda. You may speak one (1) time per item for a maximum of five (5) minutes as long as
you have registered with the City Clerk's office no later than 4:00 p.m. on the day of the
Council Meeting. If not registered with the City Clerk's office a speaker may speak to one
(1) issue per meeting for a maximum of three (3) minutes. Official action cannot be taken
by the Council at that time, but may be placed on a future agenda or referred to the
appropriate department.
5. Keep comments germane and refrain from personal, impertinent or slanderous remarks.
6. Questions concerning these rules or any agenda item may be directed to the Clerk's Office
at 291-4323.
7. Citizens are encouraged to register with the Clerk's Office by 4:00 p.m. on Monday of the
day of the City Council meeting to appear before the City Council (may also register by
phone). Registered speakers will be given first priority.

1. Bills Payment, Finance Committee Invoice Summary Report, a copy of which is on
file in the office of the City Clerk.
2. Request to set a date of public hearing as September 8, 2015 to enter into
Development Agreement with Dolly James 2, LLC and Hi Yield, LLC to authorize
the sale and conveyance of a portion of City owned property for $1.00 commonly
known as the former Flea Market building site, at Commercial Street and West 6th
Street, for the construction of an appro)dmate 30 -unit condominium development
with an estimated actual value of $2.5 million, with 20 years at 42% tax rebates.

9. Resolution approving award of contract to Vieth Construction Corp, of Cedar Falls,
Iowa, in the amount of $205,996.70, and approving the Contract, Bonds, and Certificate

and City Clerk to execute said documents.

10. Resolution approving an amendment to the Real Estate Purchase Agreement with
Becker -Chapman Post No. 138 of the American Legion approved on April 6, 2015 to
authorize payment of the $100,000 incentive payment.

11. Resolution approving a public referendum for a Cultural & Scientific Facilities Levy to
be held on November 3, 2015 to authorize the imposition of a property tax of twenty-
seven cents ($.27) per $1,000 of assessed value for the purpose of supporting the
annual operating budget of Grout Museum, Inc. (doing business as Grout Museum
District: Grout Museum of History & Science, Rensselaer Russell House Museum,
Bluedorn Science Imaginarium, Snowden House and the Sullivan Brothers Iowa
Veterans Museum) to be effective on July 1, 2016.

PLAN, AND AUTHORIZE THE MAYOR AND CITY CLERK TO
SIGN AND EXECUTE SAID CONTRACT.
WHEREAS, The City of Waterloo (hereinafter referred to as
the City) has agreed to the Intergovernmental Cooperative
Agreement creating the Iowa Northland Regional Council of
Governments (hereinafter referred to as the Planning Agency) and
is a member in good standing;
WHEREAS, the City wishes to engage the Planning Agency to
update their Comprehensive Plan;
WHEREAS, the Intergovernmental Cooperation Agreement gives
the Planning Agency the responsibility outlined in Chapter 28E,
Code of Iowa.
NOW THEREFORE, it is hereby resolved by the City Council of
Waterloo, Iowa that the Planning Agency be retained to update its
Comprehensive Plan.

that the Contract, Bonds, and Certificate of Insurance with Vieth
Construction, Inc. of Cedar Falls, Iowa, in the amount of
$205,966.70, in conjunction with the FY 2016 Getty Lake Trail,
Contract No. 870, described in the plans specifications
heretofore adopted by this Council for said project in Resolution
No. 2015-633, after public hearing on August 10, 2015 on
published notice required by law, is hereby accepted, and the
same being the lowest bid received for said work.
The Mayor and City Clerk are hereby directed to execute
contract with the said contractor for the construction of said
improvements, said contract not to be binding on the City until
approved by this Council.

RESOLUTION CALLING FOR A PUBLIC REFERENDUM
FOR A CULTURAL & SCIENTIFIC FACILITIES LEVY
TO AUTHORIZE THE IMPOSITION OF A PROPERTY TAX
OF TWENTY-SEVEN CENTS ($.27) PER $1,000.00 OF
ASSESSED VALUE IN THE CITY OF WATERLOO, IOWA,
TO BE EFFECTIVE ON JULY 1, 2016.
WHEREAS, Chapter 384.12(4) of the Iowa Code authorizes the
imposition of certain local option taxes after an election in
which the majority of the electors vote in the affirmative, and
WHEREAS, the City Council of the City of Waterloo, Iowa is
requesting that a referendum be held on November 3, 2015, for the
imposition of a property tax of twenty-seven cents ($.27) per
$1,000.00 of assessed value in the city of Waterloo for the
purpose of supporting the annual operating budget of the Grout
Museum, Inc. (doing business as the Grout Museum District: Grout
Museum of History & Science, Rensselaer Russell House Museum,
Bluedorn Science Imaginarium, Snowden House and the Sullivan
Brothers Iowa Veterans Museum), and
WHEREAS, the City Council of the City of Waterloo, Iowa,
declares its intent to hold a special election for the purpose of
permitting the electorate to pass upon the proposition of imposing
a property tax of twenty-seven cents ($.27) per $1,000.00 of
assessed value for the city of Waterloo according to Chapter
384.12(1)(a) of the 2015 Code of Iowa.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WATERLOO, IOWA:
Section 1. That the County Commissioner of Elections of
Black Hawk County is hereby directed to give notice of submitting
to the voters of the city of Waterloo for November 3, 2015, the
following proposition:
"To authorize the imposition of a property tax of
twenty-seven cents ($.27) per $1,000.00 of assessed
value in the city of Waterloo to be effective on July
1, 2016."
Section 2. That revenues from the property tax are to be
allocated in the city of Waterloo as follows:
One hundred percent (100%) of the revenue generated in
the City of Waterloo, Iowa, be designated for
supporting the annual operating budget of the Grout
Museum, Inc. (doing business as the Grout Museum
District: Grout Museum of History & Science,

TO THE WATERLOO CITY COUNCIL
The American Legion, Becker -Chapman Post 138 of Waterloo Iowa is protesting the
decision of the Main Street Image Council telling us that we must spend more of
our funds on a roof that is needed because they like the looks of the 80 year old
tile we now have.
We have been to three monthly meeting to plead our case, but have met with
resistance every time. It does not help to hear the Image Council (IC) talk to each
other about the amount of money that we received from selling our old Post on
Franklin St., nor calling 6th street 'tin roof alley'.
We want to install a red steel roof similar to the the Wells Fargo Bank, Farmers
State Bank and other roofs around the city, not just 6th street. We wanted to
replace the tiles at the first meeting, since the highest part should be replaced first.
The IC voted to table our request since we did not know if it leaked or maybe just
the flat roof. They did OK repairing the flat roof. We did, and it is O.K. now, except
for when water runs under the edges from the tiled part. The IC have voted against
our request the other 2 times.
We need to get a new roof on the building because this one leaks every time it
rains, causing damage such to ceiling tiles, clean up and time. We have a kids
swimming pool and buckets to catch what we can.
We believe the Council wants to help by giving their opinion, but it should be just
that, and not a demand. No one should think they have all the answers and we do
not. That stated, we will put on any roof, but only if the I.C. pays the difference.

RE: Main Street Funding
Dear Mayor:
I am the past president, so no longer the voice I once was for Main Street Waterloo. I am,
however, still interested in improving our downtown.
We continue to struggle with city funding support...indeed we have not received our "usual"
$20,000 July check.
I believe the City receives all the information we create and from more than one source!
In a nutshell, last year we brought in $390,000 and spent $365,000. That seems good, but it did
not leave us enough cash flow to get through the winter!

I hope you notice the difference does not cover our overhead!
The events have brought (and continue to bring) people downtown... and I am reasonably sure
money is spent beyond our events. This also means more investment in downtown, which
should increase dollars collected within the TIF. This in turn gives the City funds to compete for
other/bigger projects!?
Our Main Street affiliation has brought $70,000 grants to fix up historical buildings in our
downtown. None of those funds stay with us; we are a conduit to move them on.
We own and manage a parking lot through a City project to better our down town. Unfortunately
we have a $212,000 loan on a property assessed at $141,000. When we tried to sell it and get we
and the City off the `hook" as borrower and guarantor, the Council voted for us to keep it!
Incidentally we are negotiating to bring the rate down, and need to stripe the lot and do
inspection work as the water retention issues are raising up!
The parking lot is part of a deal the City and HUD put together in 2000. We were newly formed
and one of the biggest concerns downtown was the "old OSCO building" We felt the store front
next to it might capsize out into it!
Fortunately, the deal was done; Main Street signed on and carried our part. The building recently
became privately owned and something Waterloo and Main Street can say "well done".
Main Street, not to mention Cedar Skyline, has owned and sold 810 properties over the years.
They weren't in good shape when we got them, but we tried to improve the situation, and I think
we did ok.
I don't look at the flowers as part of the party discussion, as they add a lot! I see a few
downtowns and we would be noticed if Main Street didn't provide them. We took in $4,000 so
far this year to support them and have spent $5,700.
A long time ago downtown really needed a plan. Main Street made one of the first investments
to bring Van Dewfall to down. We weren't the client and don't always agree with them, but we
did and do see the need for the planning.
Downtown parking has been on our plate for years. We were so happy to bring the Republic
Parking concept, and definitely can see a difference in our ramps already!
Our Design review can be a real thorn. However having those living downtown take notice of
facades, 4th Street Bridge, bike lanes, and the soon to be remodeled Legion Building have a
direct voice allows some of the politics and expediency come out of decisions. We want to
protect our existing investors as much (or more) than bringing in the next one!
The Main Street vantage is downtown, the City, WDC and Alliance have a bigger horizon to
watch. We just need enough financial support, as the TIF can spare.
Please consider moving our contract for services to $100,000 annually and pay the first
installment as soon as possible.
