GETTY COUNCIL CHAMBERS Monday, September 14, 2015 5:30 PM CITY OF WATERLOO GOALS 1. Support economic development efforts that attract, retain and create quality jobs resulting in a diverse economic base and increased population. 2. Continue to support implementation of the Downtown Master Plan. 3. Facilitate and promote the development of housing options to meet the needs of current and future Waterloo citizens. 4. Develop a customer -centered service delivery approach. 5. Seek additional opportunities to share services and resources with other government entities. 6. Collaborate with statewide elected officials to reduce the burden on local property taxes. 7. Address the changing public workforce needs in Waterloo. 8. Enhance and protect a diverse, family-oriented community where neighborhoods are safe and well maintained. 9. Enhance the quality of place opportunities for the citizens of our community. ❑® 1. At the chair/presider's discretion, you may address an item on the current agenda by stepping to the podium, and after recognition by the chair/presider, state your name, address and group affiliation (if appropriate) and speak clearly into the microphone. 2. You may speak one (1) time per item for a maximum of five (5) minutes as long as you have registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not registered with the City Clerk's office you may speak one (1) time per item for a maximum of three (3) minutes. 3. If there is a hearing scheduled as part of an agenda item, the chair/presider will allow everyone who wishes to address the council, using the same participation guidelines found in these "general rules". 4. Although not required by city code of ordinances, oral presentations may be allowed at the chair/presider's (usually the Mayor or Mayor Pro Tern) discretion. The "oral presentations" section of the agenda is your opportunity to address items not on the agenda. You may speak one (1) time per item for a maximum of five (5) minutes as long as you have registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not registered with the City Clerk's office a speaker may speak to one (1) issue per meeting for a maximum of three (3) minutes. Official action cannot be taken by the Council at that time, but may be placed on a future agenda or referred to the appropriate department. 5. I was able to the visit your property this morning and review the marked panels. Attached is a copy of the sidewalk repair survey form so all included on the email can understand the discussion. For the two panels on the eastern side of the property (highlighted in yellow); I understand why the inspectors originally marked the panels as one can see faintly the tell-tale discoloration and spider -webbing cracks of panel deterioration. These two panels can be saved at this time, with the chipped edge/pop-out on the common joint line patched. Mind you, these panels are showing early signs of deterioration and will only get worse. For the five panels on the western side of the property (highlighted in orange); These panels need replaced. The panels are suffering from excessive pop -outs and cracking at the corners and joints. The condition of these panels is advanced deterioration and they will begin to turn into gravel within the next few years. 1 I spent a few minutes looking at the other sidewalk panels. Of the original panels not marked, all showed early signs of deterioration, though not as noticeable as the panels marked. What's happening here is the same issue the City has observed of other sidewalks at numerous locations within this year's sidewalk zone and that is, the concrete used when the sidewalk was originally installed was an allowed concrete mix, that was cheaper in cost than other mixes, and thus used by many developers. The City has not allowed this concrete mix for a number of years because it was found to be a weaker concrete with a shorter life -span. I will inform the record for this project to make the adjustments in our records and instruct him to send you a new repair estimate. I will also inform the project inspectors of the change and have them mark the sidewalks accordingly. In addition I tried to email the City Clerk who had their name attached to the letter as the person to contact only to have a message that she will be out of the office until Wednesday.
