THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA, REGULAR SESSION TO BE HELD AT THE HAROLD E. GETTY COUNCIL CHAMBERS Monday, February 15, 2016 5:30 PM CITY OF WATERLOO GOALS 1. Support economic development efforts that attract, retain and create quality jobs resulting in a diverse economic base and increased population. 2. Continue to support implementation of the Downtown Master Plan. 3. Facilitate and promote the development of housing options to meet the needs of current and future Waterloo citizens. 4. Develop a customer -centered service delivery approach. 5. Seek additional opportunities to share services and resources with other government entities. 6. Collaborate with statewide elected officials to reduce the burden on local property taxes. 7. Address the changing public workforce needs in Waterloo. 8. Enhance and protect a diverse, family-oriented community where neighborhoods are safe and well maintained. 9. Enhance the quality of place opportunities for the citizens of our community. General Rules for Public Participation 1. At the chair/presider's discretion, you may address an item on the current agenda by stepping to the podium, and after recognition by the chair/presider, state your name, address and group affiliation (if appropriate) and speak clearly into the microphone. 2. You may speak one (1) time per item for a maximum of five (5) minutes as long as you have registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not registered with the City Clerk's office you may speak one (1) time per item for a maximum of three (3) minutes. 3. If there is a hearing scheduled as part of an agenda item, the chair/presider will allow everyone who wishes to address the council, using the same participation guidelines found in these "general rules". 4. Although not required by city code of ordinances, oral presentations may be allowed at the chair/presider's (usually the Mayor or Mayor Pro Tern) discretion. The "oral presentations" section of the agenda is your opportunity to address items not on the agenda. You may speak one (1) time for a maximum of five (5) minutes as long as you have registered with the City Clerk's office no later than 4:00 p.m_ on the day of the Council Meeting. If not registered with the City Clerk's office a speaker may speak to one (1) issue per meeting for a maximum of three (3) minutes. Official action cannot be taken by the Council at that time, but may be placed on a future agenda or referred to the appropriate department. 5. Keep comments germane and refrain from personal, impertinent or slanderous remarks. 6. Questions concerning these rules or any agenda item may be directed to the Clerk's Office at 291-4323. 7. RESOLUTION NO. 2016-109 RESOLUTION SETTING DATE OF HEARING AS MARCH 21, 2016 TO APPROVE AN AMENDMENT TO THE MARTIN ROAD DEVELOPMENT PLAN AND SETTING A CONSULTATION WITH TAXING ENTITIES ON MARCH 2, 2016, AND INSTRUCT CITY CLERK TO PUBLISH NOTICE. WHEREAS, this Council previously has found and determined that certain areas located within the City are eligible and should be designated as an urban renewal area under Iowa law, and has approved and adopted the Martin Road Development Plan (the "Plan") for the Martin Road Development Plan Area (the "Urban Renewal Area") described therein, which Plan is on file in the office of the City Clerk; and WHEREAS, City staff has caused there to be prepared a form of Amendment to the Plan (the "Plan Amendment"), a copy of which has been placed on file for public inspection in the office of the City Clerk and which is incorporated herein by reference, the purpose of which is to amend and otherwise update the Plan through the approval of the Plan Amendment in order to reflect current City objectives and to describe current and anticipated project activities and City actions that may be undertaken in the Urban Renewal Area; and WHEREAS, the Iowa statutes require the City Council to notify all affected taxing entities of the consideration being given to the Plan and Plan Amendment and to hold a consultation with such taxing entities with respect thereto, and the statutes further provide that the designated representative of each affected taxing entity may attend the consultation and make written recommendations for modifications to the proposed division of revenue included as a part thereof, to which the City shall submit written responses as provided in Section 403.5, as amended; and WHEREAS, the Iowa statutes further require the City Council to hold a public hearing on the Plan Amendment subsequent to notice thereof by publication in a newspaper having general circulation within the City, which notice shall describe the time, date, place and purpose of the hearing, shall generally identify the urban renewal area covered by the Plan, as amended, and shall outline the general scope of the urban renewal project activities under consideration, with a copy of the notice also being mailed to each affected taxing entity. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA: Section 1. That the consultation on the Plan Amendment required by Section 403.5(2) of the Code of Iowa, as amended, shall be held on the 2nd day of March, 2016, in the Council Chambers, City Hall, 715 Mulberry Street, Waterloo, Iowa, at two o'clock p.m., and the Community Planning and Development Director and the City Planner are hereby appointed to serve as the designated representative and the alternate designated representative, respectively, of the City, for purposes of conducting the consultation, receiving any recommendations that may be made with respect thereto, and responding to the same in accordance with Section 403.5(2).
