C7TY OF WATERLOO GOALS 1. Support economic development efforts that attract, retain and create quality jobs resulting in a diverse economic base and increased population 2. Continue to support implementation of the Downtown Master Plan. 3. Facilitate and promote the development of housing options to meet the needs of current and future Waterloo citizens. 4. Develop a customer -centered service delivery approach. 5. Seek additional opportunities to share services and resources with other government entities. 6. Collaborate with statewide elected officials to reduce the burden on local property taxes. 7. Address the changing public workforce needs in Waterloo. 8. Enhance and protect a diverse, family-oriented community where neighborhoods are safe and well maintained. 9. Enhance the quality of place opportunities for the citizens of our community General Rules for Public Participation 1. At the chair/presider's discretion, you may address an item on the current agenda by stepping to the podium, and after recognition by the chair/presider, state your name, address and group affiliation (if appropriate) and speak clearly into the microphone. 2. You may speak one (1) time per item for a maximum of five (5) minutes as long as you have registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not registered with the City Clerk's office you may speak one (1) time per item for a maximum of three (3) minutes. 3. If there is a hearing scheduled as part of an agenda item, the chair/presider will allow everyone who wishes to address the council, using the same participation guidelines found in these "general rules". 4. Although not required by city code of ordinances, oral presentations may be allowed at the chair/presider's (usually the Mayor or Mayor Pro Tern) discretion. The "oral presentations" section of the agenda is your opportunity to address items not on the agenda. You may speak one (1) time per item for a maximum of five (5) minutes as long as you have registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not registered with the City Clerk's office a speaker may speak to one (1) issue per meeting for a maximum of three (3) minutes. Official action cannot be taken by the Council at that time, but maybe placed on a future agenda or referred to the appropriate department. 5. Keep comments germane and refrain from personal, impertinent or slanderous remarks. 6. Questions concerning these rules or any agenda item maybe directed to the Clerk's Office at 291-4323. 7. Citizens are encouraged to register with the Clerk's Office by 4:00 p.m. on Monday of the day of the City Council meeting to appear before the City Council (may also register by phone). WHEREAS, the City wishes to engage INRCOG's grant writing services for the following project: Type of Grant: Land and Water Conservation Fund (LWCF) Outdoor Recreation Legacy Partnership (ORLP) Program Project Description: Whitewater and Habitat Improvements Project INRCOG will not charge the City in advance for grant preparation services; however, in the event that LWCF ORLP funding is awarded for this project, INRCOG will submit a grant preparation invoice in the amount of one and one-half percent of the funds awarded (maximum $2,000) to be paid by the City from local funds. Site Address: 101 E Park Ave, Waterloo, IA 50703 Total Estimated Cost: $2,607,739 Brief Description: The proposed project is for the development of a whitewater park along the Cedar River in downtown Waterloo. The total length of the project is approximately 850 feet. The project includes five "U" drop structures, provisions for fish passage, modification of the 4th Street dam, removal or modification of the 6th Street dam, bank terracing, and other accommodations. The project will be designed to ADA standards, and is intended to serve kayakers, tubers, fisherpersons, and individuals recreating along the riverfront. AND, Land and Water Conservation Fund financial assistance is being sought for the acquisition or development of said outdoor recreational facilities, NOW THEREFORE, be it resolved by the City of Waterloo that the project described above be authorized, AND, be it further resolved that said City of Waterloo make application to the Iowa Department of Natural Resources to seek Land and Water Conservation Fund financial assistance from the National Park Service in the amount of 29% of the actual cost of the project AND, be it further resolved that said the City of Waterloo certifies to the following: 1. That is will accept the terms and conditions set forth in the NPS Grants -in -Aid Manual and which will be a part of the Project Agreement for any grant awarded under the attached proposal. 2. That it is in complete accord with the attached proposal and that it will carry out the acquisition and/or development in the manner described in the proposal and any plans and specifications attached thereto unless prior approval for any change has been received from the Iowa Department of Natural Resources. 3. That is has the ability and intention to finance its share of the cost of the project and that the project will be operated and maintained at the expense of said City of Waterloo for public outdoor recreational use. 4. That no financial assistance has been given or promised under any other federal program or activity with regard to the proposed project. 5. That it will not discriminate against any person on the basis of race, color, or natural origin in the use of any property or failure acquired or developed pursuant to this proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of 1964, P.L. 88-352 (1964), and of the regulations promulgated pursuant to such Act by the Secretary of the Interior and contained in 43 CFR 17. 6. That it will maintain adequate financial records on the proposed project to substantiate claims for cost-sharing.
