GOALS
1. Support economic development efforts that attract, retain and create quality jobs resulting
in a diverse economic base and increased population.
2. Continue to support implementation of the Downtown Master Plan.
3. Facilitate and promote the development of housing options to meet the needs of current
and future Waterloo citizens.
4. Develop a customer -centered service delivery approach.
5. Seek additional opportunities to share services and resources with other government
entities.
6. Collaborate with statewide elected officials to reduce the burden on local property taxes.
7. Address the changing public workforce needs in Waterloo.
8. Enhance and protect a diverse, family-oriented community where neighborhoods are safe
and well maintained.
9. Enhance the quality of place opportunities for the citizens of our community.
General Rules for Public Participation
1. At the chair/presider's discretion, you may address an item on the current agenda by
stepping to the podium, and after recognition by the chair/presider, state your name,
address and group affiliation (if appropriate) and speak clearly into the microphone.
2. You may speak one (1) time per item for a maximum of five (5) minutes as long as you
have registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council
Meeting. If not registered with the City Clerk's office you may speak one (1) time per item
for a maximum of three (3) minutes.
3. If there is a hearing scheduled as part of an agenda item, the chair/presider will allow
everyone who wishes to address the council, using the same participation guidelines found
in these "general rules".
4. Although not required by city code of ordinances, oral presentations may be allowed at the
chair/presider's (usually the Mayor or Mayor Pro Tem) discretion. The "oral presentations"
section of the agenda is your opportunity to address items not on the agenda. You may
speak one (1) time for a maximum of five (5) minutes as long as you have registered with
the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not
registered with the City Clerk's office a speaker may speak to one (1) issue per meeting for
a maximum of three (3) minutes. Official action cannot be taken by the Council at that time,
but may be placed on a future agenda or referred to the appropriate department.
5. Keep comments germane and refrain from personal, impertinent or slanderous remarks.
6. Questions concerning these rules or any agenda item may be directed to the Clerk's Office
at 291-4323.
7. Citizens are encouraged to register with the Clerk's Office by 4:00 p.m. on Monday of the
day of the City Council meeting to appear before the City Council (may also register by
phone). Registered speakers will be given first priority.

420 Harwood westerly to Magnolia Pkwy.; Magnolia Pkwy. northerly to Bismark;
Bismark easterly to Wallgate; Wallgate southerly to Harwood. This route will also
include the 700 block of Rock Island.

COUNCIL INVOCATION GUIDELINES/APPLICATION
The City of Waterloo welcomes all people to present an invocation prior to City Council meetings on the first
meeting of each month.
Legislative prayer is deeply embedded in the history and tradition of this country and has coexisted with principles
of the separation of church and state, Under the Establishment Clause in the First Amendment of the Constitution it
is meant to lend gravity to the occasion at the opening of legislative sessions. Solemn words, respectful in tone that
invite City Council members to reflect upon shared ideals and common ends before they embark on the fractious
business of governing serves that legitimate function. Based on Constitutional interpretations rendered by the
United States Supreme Court the Invocation should be non-sectarian and offer members of the City Council a time of
reflection and encouragement. It is an opportunity to convey a common message of shared values and ideals
derived from our American heritage.
Council meetings are held in the Council Chambers, 2^" floor of City Hall, and start promptly at 5:30 p.m. Please
arrive 15 minutes early. After roll call Is taken, Mayor will call you forward. Please come forward to the podium and
state your name and address. The Invocation should be one minute or less, It is acceptable and permissible to use
the name "God" or "Holy Spirit" and other names commonly utilized by most religions. In respect to others, please
do not use names such as Jesus, Allah, Buddha, or other names that are exclusively utilized by one religious sect.
You must refrain from making references that are specific to any particular religion, denomination or sect or that
promote particular religious figures, deities, images or symbols, The use of physical symbols or props is prohibited.
The invocation should not be used to proselytize or advance any one faith, belief or non -belief, nor should it be used
to disparage any other faith, belief or non -belief. When closing your prayer, you may say "In your name" or "in your
many names" without using the name of your belief.

with AHIT for the last 9 years. AHIT home
inspector courses teach you how to conduct
a thorough examination from the moment
you pull up the driveway to writing up the
report. While studying about structure and
basements, you will learn how to detect
and report structural problems as well as
identify the different structures.
This training will entail inspecting
Structures, Roofing, and Exteriors.
Structure will cover what to look for in
foundations, basements, crawl spaces,
slabs, framing, roof structure and more
Roofing will cover what to look for in
the roof coverings, flashings, chimneys,
drainage and more.
Exteriors will cover what to look for in
siding, windows and doors, decks,
driveways, garages, grading and more
Chris is a AHIT Graduate (2001) that
has built and managed 2 home
inspection companies and who has
performed over 3500 inspections.
He is a licensed home inspector in
Wisconsin, Kentucky and Florida. He is
a licensed code inspector in WI since
2006.
Chris is also a BPI certified energy
auditor, a former REAC inspector
w/HUD, Termite/WDO Certified
Inspector through Purdue University,
Radon certified measurement/mitigation
through Kansa State University and a
certified Energy Assessor in the United
Kingdom.
AHIT's home inspection training schools
are designed to help everyone from a
beginner to top flight experienced`

Lt. McClelland is requesting authorization for Sgt. Hoelscher and P.O. Bram to attend Chemistry of Explosives
Pyrotechnics, Hazardous Materials and Ordinance Identification class in Stillwater, Oklahoma on October 9th thru 14th,
2016, The topics covered in this class are highly important to the Bombs squads overall mission of identifying correctly
and disposing of hazardous explosive substances. This course also fulfills their requirement as an FBI accredited bomb
unit to attend 40 hours of additional training each year. Lodging, registration and travel from Des Moines is being paid for
by the Iowa WMD Task Force grant. The only cost to the city is the per diem for each officer and a vehicle to drive to Des
Moines. A city vehicle will be needed for this training.

Good Afternoon from Waterloo, Iowa.
The reason for my email outreach is to ascertain the availability of you both - and others of your team at AA and Envoy,
to see if you would be kind enough to allow some time in your schedule for a contingent of Waterloo officials to visit you
all at your corporate headquarters, with a date yet TBD yet possibly during the month of October of course pending
everyone's schedule.
While I do not have a final list of attendees, the list of Waterloo officials could be made up of one or more the following
City, Local Airline, Chamber and Airport Board officials:
1. Keith Kaspari, Airport Director;
2. Wendy Wilson, Station Manager, ALO;
3. Quentin Hart, Mayor for the City of Waterloo;
4. Steve Dust, CEO, Greater Cedar Valley Alliance and Chamber
5. Upwards of Two and Possibly Three Members of the Airport Board — yet TBD.
A few general talking points of the meeting may include:
1. Operational performance of Waterloo to AA Officials;
2. Assessing the overall performance of the schedule change that began on February 11th, whereby the afternoon
arrival was changed to an 11:13 arrival, with a 12:55 turnaround departure;
3. Formally thanking American Airlines for the second Saturday flight for Summer Season travelers (effective June 4
thru August 201; and, assessing its performance;
4. As an airport in the USDOT's Essential Air Service (EAS) program, gauge the financial performance of how AA is
doing in the Waterloo to Chicago market;
5. Is American pleased with the local station operations, with the recent November 10, 2015 change from Delta
Global Services to the AvFlight Corporation for Aircraft Ground Handling, Passenger Check -In and Customer
Service;
6. Airfares in contrast with regional competition with CID, DSM and MLI; Note: Many of our fares are very
attractive in contrast with some of the markets noted — yet many are still significantly more than the three
airports noted above.
7. Goal Setting: What level of performance would Waterloo need to achieve (consistent Load Factor — currently at
76% - 78%, Other) to:
A. Retain the second Saturday flight full time; and,
B. Justify a third flight to ORD to allow us to be more competitive with both CID and DSM that has frequent AA
service to both ORD and DFW — including DBQ that currently enjoys three daily flights to ORD.

8. If successful with 7-A and 7-B above, what level of performance would Waterloo need to achieve to eventually
justify service to a second hub such as DEW — to again compete head for head with CID — with a mix and hub
schedule similar to what SUX enjoys as they will see new service to DFW this week (May 5th)
9, Air Service / Airline Marketing / Branding of the new AA Logo;
10. Update of the Merger between AA and USAir; and,
11. Status of Grant as submitted to the USDOT for a Small Community Air Service Development (SCASDP) Grant for

3. Possession of the premises is the essence of this agreement and the Buyer may enter and assume full use
and enjoyment of the premises per the terms of this agreement. The Seller grants the Buyer the immediate
right to enter the premises for the purpose of gathering survey and soil data. The Seller may surrender
possession of the premises, building, improvement, or any part thereof, prior to the time that he/she has
agreed to do so, and agrees to give the Buyer 10 days notice of the Seller's intention to surrender
possession by calling the Buyer at 1-866-282-5809.
4. The Seller warrants that there are no tenants on the premises holding under lease, except: None.
5. This agreement shall apply to and bind the legal successors in interest of the Seller, and the Seller agrees
to pay all liens and assessments against the premises, including all taxes and special assessments payable
until surrender of possession, as required by the Iowa Code section 427.2 and agrees to warrant good and
sufficient title.
6. The Buyer may include mortgagees, lien holders, encumbrances, and taxing authorities as payees on
warrants issued in payment of this agreement. In addition to the total lump -sum payment amount, the Buyer
agrees to pay $0.00 for the cost of adding title documents required by this transaction to the Seller's
abstract of title. If requested to do so, the Seller will deliver to the Iowa Department of Transportation, Office
of Right of Way, 800 Lincoln Way, Ames, IA 50010, an abstract of title to the premises. The Buyer agrees to
pay the cost of abstract continuation. The Seller agrees to provide the documents as may be required by
Iowa Land Title Standards to convey merchantable title to the Buyer. The Seller also agrees to obtain court
approval of this agreement, if requested by the Buyer, in the event title to the premises becomes an asset of
any estate, trust, conservatorship or guardianship. The Buyer agrees to pay court approval costs and all
other costs necessary to transfer the premises to the Buyer, except attorney fees. Claims for such transfer
costs shall be paid in amounts supported by paid receipts or signed invoices.
7. The Buyer agrees that any agricultural drain tiles that are located within the premises that are damaged or
require relocation by highway construction shall be repaired or relocated at no expense to the Seller. Where
the Buyer specifically agrees to construct and maintain fence, the fence shall be constructed and maintained
for vehicle access control purposes at no expense to the Seller. The Buyer has the right of entry upon the
Seller's remaining property along the right-of-way line, if necessary, for the purpose of connecting the drain
tile, and constructing and maintaining the fence. The Seller may pasture against the fence at his/her own
risk. The Buyer will not be liable for fencing private property or maintaining it to restrain livestock.
8. If the Seller holds title to the premises in joint tenancy with full rights of survivorship and not as tenants in
common at the time of this agreement, the Buyer will pay any remaining proceeds to the survivor of that joint
tenancy, and will accept title solely from that survivor, provided the joint tenancy has not been destroyed by
operation of law or acts of the Seller.
9. These premises are being acquired for public purposes. This transfer is exempt from the requirements for
the filing of a "Declaration of Value" in accordance with Iowa Code section 428A.1.
10. The premises also includes all estates, rights, title, and interests, including all easements, and all advertising
devices and the right to erect such devices as are located thereon. The Seller consents to any change of
grade of the highway and accepts payment under this agreement for any and all damages arising from
those changes. The Seller acknowledges full settlement and payment from the Buyer for all claims per the

11. The Seller states and warrants that, to the best of the Seller's knowledge, there is no burial site, well, solid
waste disposal site, private sewage disposal systems, hazardous substance or underground storage tank
on the premises, except none.
12. This written agreement constitutes the entire agreement between Buyer and Seller and there is no
agreement to do or not to do any act or deed except as specifically provided for herein.
13. Buyer hereby gives notice of Seller's five-year right to renegotiate construction or maintenance damages not
apparent at the time of the signing of this agreement as required by the Code of Iowa, Section 68.52.

Attached is an Instructional Memorandum for your use in publishing notice of the public hearing that must
be held prior to the signing of the attached Purchase Agreement, Resolution, and conveyance
documents.
The State will pay the publication costs directly to the newspaper upon receipt of an original bill, or we
will reimburse you with the submittal of a paid receipt. We also require two original Proofs of
Publication from the newspaper --one for Accounting and one for recording with the conveyance
documents and Resolution.
After the public hearing has been held, please complete the Resolution, sign it before a Notary Public,
and affix the City seal. Also, both you and the Mayor should sign the Purchase Agreement and
Quitclaim Deed before a Notary Public, then affix the City seal to each document. Please return the
Purchase Agreement, Resolution, Quitclaim Deed, two Proofs of Publication, and the bill for publishing

Iowa, in accordance with the Code of Iowa, that a public hearing has been held and the following is a true and exact
transcript of certain resolutions duly adopted by the members of the City Council on the day of
, 2016, by the call of yeas and nays recorded below and these resolutions are now in full
force and effect:
RESOLVED, that this municipal corporation proposes to sell, grant and convey certain City property to the State of
Iowa for MUTUAL BENEFIT and other certain benefits, terms and conditions as set forth in a Purchase Agreement to
be signed by Quentin Hart, Mayor, and Suzy Schares, City Clerk, relating to Black Hawk County Project No. NHSX-63-
6(70)--3H-07, Parcel No. 73, regarding certain real estate in Sections 26 and 23, Township 89 North, Range 13 West,
as shown on Acquisition Plats attached to said Purchase Agreement.
RESOLVED FURTHER, that the proposed Purchase Agreement and Quitclaim Deed are hereby approved; that
Quentin Hart, Mayor, and Suzy Schares, City Clerk, are hereby empowered and directed to execute, acknowledge, and
deliver in the name of this Municipal Corporation, the Purchase Agreement, the Quitclaim Deed and any other
instruments of title required by law or which may, in the judgment of such officers, be necessary or desirable to
effectuate the sale, grant and conveyance of the property to the State of Iowa.
RESOLVED FURTHER, that the executed Purchase Agreement and Quitclaim Deed are hereby accepted and
approved by this municipal corporation, and Suzy Schares, City Clerk, is hereby directed to deliver the executed
Purchase Agreement and Quitclaim Deed to the Iowa Department of Transportation Right of Way Agent, or their duly
authorized representative, in exchange for the consideration of MUTUAL BENEFIT and other valuable considerations,
all as authorized in accordance with the Code of Iowa.

1. The Seller agrees to sell and furnish to the Buyer a conveyance document, on form(s) furnished by the

3. Possession of the premises is the essence of this agreement and the Buyer may enter and assume full use
and enjoyment of the premises per the terms of this agreement. The Seller grants the Buyer the immediate
right to enter the premises for the purpose of gathering survey and soil data. The Seller may surrender
possession of the premises, building, improvement, or any part thereof, prior to the time that he/she has
agreed to do so, and agrees to give the Buyer 10 days notice of the Seller's intention to surrender
possession by calling the Buyer at 1-866-282-5809.
4. The Seller warrants that there are no tenants on the premises holding under lease, except: None.
5. This agreement shall apply to and bind the legal successors in interest of the Seller, and the Seller agrees
to pay all liens and assessments against the premises, including all taxes and special assessments payable
until surrender of possession, as required by the Iowa Code section 427.2 and agrees to warrant good and
sufficient title.
6. The Buyer may include mortgagees, lien holders, encumbrances, and taxing authorities as payees on
warrants issued in payment of this agreement. In addition to the total lump -sum payment amount, the Buyer
agrees to pay $0.00 for the cost of adding title documents required by this transaction to the Seller's
abstract of title. If requested to do so, the Seller will deliver to the Iowa Department of Transportation, Office
of Right of Way, 800 Lincoln Way, Ames, IA 50010, an abstract of title to the premises. The Buyer agrees to
pay the cost of abstract continuation. The Seller agrees to provide the documents as may be required by
Iowa Land Title Standards to convey merchantable title to the Buyer. The Seller also agrees to obtain court
approval of this agreement, if requested by the Buyer, in the event title to the premises becomes an asset of
any estate, trust, conservatorship or guardianship. The Buyer agrees to pay court approval costs and all
other costs necessary to transfer the premises to the Buyer, except attorney fees. Claims for such transfer
costs shall be paid in amounts supported by paid receipts or signed invoices.
7. The Buyer agrees that any agricultural drain tiles that are located within the premises that are damaged or
require relocation by highway construction shall be repaired or relocated at no expense to the Seller. Where
the Buyer specifically agrees to construct and maintain fence, the fence shall be constructed and maintained
for vehicle access control purposes at no expense to the Seller. The Buyer has the right of entry upon the
Seller's remaining property along the right-of-way line, if necessary, for the purpose of connecting the drain
tile, and constructing and maintaining the fence. The Seller may pasture against the fence at his/her own
risk. The Buyer will not be liable for fencing private property or maintaining it to restrain livestock.
8. If the Seller holds title to the premises in joint tenancy with full rights of survivorship and not as tenants in
common at the time of this agreement, the Buyer will pay any remaining proceeds to the survivor of that joint
tenancy, and will accept title solely from that survivor, provided the joint tenancy has not been destroyed by
operation of law or acts of the Seller.
9. These premises are being acquired for public purposes. This transfer is exempt from the requirements for
the filing of a "Declaration of Value" in accordance with Iowa Code section 428A.1.
10. The premises also includes all estates, rights, title, and interests, including all easements, and all advertising
devices and the right to erect such devices as are located thereon. The Seller consents to any change of
grade of the highway and accepts payment under this agreement for any and all damages arising from
those changes. The Seller acknowledges full settlement and payment from the Buyer for all claims per the
terms of this agreement, and discharges the Buyer from liability because of this agreement and the
construction of the public improvement project.
11. The Seller states and warrants that, to the best of the Seller's knowledge, there is no burial site, well, solid
waste disposal site, private sewage disposal systems, hazardous substance or underground storage tank
on the premises, except: None.
12. This written agreement constitutes the entire agreement between Buyer and Seller and there is no
agreement to do or not to do any act or deed except as specifically provided for herein.
13. Buyer hereby gives notice of Seller's five-year right to renegotiate construction or maintenance damages not
apparent at the time of the signing of this agreement as required by the Code of Iowa, Section 6B.52.
15. The Sellers grant to the Buyer temporary easements for the purpose of constructing 2 shooflys and 2
sidewalks. The Right -of -Way Design Plot Plan, attached as a page 4 of this agreement, graphically
illustrates the proposed temporary easement area being granted. The temporary easement shall terminate
on completion of this highway project.
