GOALS
1. Support economic development efforts that attract, retain and create quality jobs resulting
in a diverse economic base and increased population.
2. Continue to support implementation of the Downtown Master Plan.
3. Facilitate and promote the development of housing options to meet the needs of current
and future Waterloo citizens.
4. Develop a customer -centered service delivery approach.
5. Seek additional opportunities to share services and resources with other government
entities.
6. Collaborate with statewide elected officials to reduce the burden on local property taxes.
7. Address the changing public workforce needs in Waterloo.
8. Enhance and protect a diverse, family-oriented community where neighborhoods are safe
and well maintained.
9. Enhance the quality of place opportunities for the citizens of our community.
General Rules for Public Participation
1. At the chair/presider's discretion, you may address an item on the current agenda by
stepping to the podium, and after recognition by the chair/presider, state your name,
address and group affiliation (if appropriate) and speak clearly into the microphone.
2. You may speak one (1) time per item for a maximum of five (5) minutes as long as you
have registered with the City Clerk's office no later than 4:00 p.m. on the day of the Council
Meeting. If not registered with the City Clerk's office you may speak one (1) time per item
for a maximum of three (3) minutes.
3. If there is a hearing scheduled as part of an agenda item, the chair/presider will allow
everyone who wishes to address the council, using the same participation guidelines found
in these "general rules".
4. Although not required by city code of ordinances, oral presentations may be allowed at the
chair/presider's (usually the Mayor or Mayor Pro Tem) discretion. The "oral presentations"
section of the agenda is your opportunity to address items not on the agenda. You may
speak one (1) time for a maximum of five (5) minutes as long as you have registered with
the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not
registered with the City Clerk's office a speaker may speak to one (1) issue per meeting for
a maximum of three (3) minutes. Official action cannot be taken by the Council at that time,
but may be placed on a future agenda or referred to the appropriate department.
5. Keep comments germane and refrain from personal, impertinent or slanderous remarks.
6. Questions concerning these rules or any agenda item may be directed to the Clerk's Office
at 291-4323.
7. Citizens are encouraged to register with the Clerk's Office by 4:00 p.m. on Monday of the
day of the City Council meeting to appear before the City Council (may also register by
phone). Registered speakers will be given first priority.

A Resolution to approve the following:
1. Bills Payment, Finance Committee Invoice Summary Report, a copy of which is on
file in the office of the City Clerk.
2. Resolution setting the date of public hearing as October 10, 2016 for a request by
Kwik Trip, Inc to rezone approximately 3.94 acres from "C-2" Commercial District
to "M -2,P" Planned Industrial District for the purposes to allow for the construction
of biodiesel blending facility, located directly northeast of 4901 Sergeant Road,
and instruct City Clerk to publish pertinent notice.

General Rules for Public Participation

COUNCIL INVOCATION GUIDELINES/APPLICATION
The City of Waterloo welcomes all people to present an invocation prior to City Council meetings on the first
meeting of each month.
Legislative prayer is deeply embedded in the history and tradition of this country and has coexisted with principles
of the separation of church and state. Under the Establishment Clause in the First Amendment of the Constitution it
is meant to lend gravity to the occasion at the opening of legislative sessions. Solemn words, respectful in tone that
invite City Council members to reflect, upon shared ideals and common ends before they embark on the fractious
business of governing serves that legitimate function. Based on Constitutional interpretations rendered by the
United States Supreme Court the invocation should be non-sectarian and offer members of the City Council a time
of reflection and encouragement. It is an opportunity to convey a common message of shared values and ideals
derived from our American heritage.
Council meetings are held in the Council Chambers, 2"d floor of City Hall, and start promptly at 5:30 p.m. Please
arrive 15 minutes early. After roll call is taken, Mayor will call you forward. Please come forward to the podium and
state your name and address. The invocation should be one minute or less. It is acceptable and permissible to use
the name "God" or "Holy Spirit" and other names commonly utilized by most religions. In respect to others, please
do not use names such as Jesus, Allah, Buddha, or other names that are exclusively utilized by one religious sect.
You must refrain from making references that are specific to any particular religion, denomination or sect or that
promote particular religious figures, deities, images or symbols. The use of physical symbols or props is prohibited.

Seminar Title: Rough and Final Inspections of Fire Sprinkler Systems
Seminar Description: This one -day seminar provides attendees with vital information on how to
conduct the field inspections for new fire sprinkler and standpipe systems.
Fire sprinklers and standpipes are installed in stages and inspections are required before
commencing to the next stage. The codes require periodic on-site inspections as the work
progresses, to be installed according to the approved construction documents. This work is
required to be inspected and approved before being covered or before the system is
commissioned. This course points out the visual and physical inspection requirements of the
latest codes and standards.
Special Notes: Bring latest edition of NFPA 13, NFPA 14 and IBC or IFC to presentation.

WHEREAS, Izet Kajtezovic for a Variance to the Noise Ordinance on Saturday, October
8, 2016 from 10:00 a.m. to 5:00 p.m. for the 8th Annual Chestnut Festival to be held at Byrnes
Park, along with live music and the use of a P.A. System, and

FRONTAGE ROAD RIGHT-OF-WAY LOCATED ADJACENT
TO 2038 LOGAN AVENUE TO NORTH CROSSING, LLC, IN
THE AMOUNT OF $1.00.
WHEREAS, the City of Waterloo, Iowa is the owner of real property in the City of
Waterloo, Iowa, as described below, and
WHEREAS, an offer to purchase said certain parcel of real property has been made by
North Crossing, LLC, in the sum of $1.00, and
WHEREAS, a public hearing was held on October 3, 2016 at 5:30 p.m. in the Council
Chambers at City Hall for the City of Waterloo, Iowa, on the proposal to sell and convey a
portion of Logan Avenue frontage road right-of-way owned by the City of Waterloo located
adjacent to 2038 Logan Avenue to North Crossing, LLC, and
WHEREAS, it is the opinion of this Council that sale and conveyance should be made as
proposed.

RESOLUTION AUTHORIZING 100 PERCENT REBATE OF
BUILDING, PLUMBING, ELECTRICAL, AND HEATING
PERMIT FEES FOR PRIMARY/OWNER-OCCUPIED
RESIDENTIAL PROPERTY DAMAGED IN THE 2016 FLOOD
FOR ONLY THAT PORTION OF DAMAGE CAUSED BY THE
FLOOD.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA,
that 100 percent rebate of building, plumbing, electrical, and heating permit fees for
primary/owner-occupied residential property damaged in the 2016 Flood Event for only that
portion of the damage caused by the flood, is hereby approved as follows:
Permitting
1. All work of rebuilding flood -damaged property shall have permits, including
building, plumbing, electrical and heating.
2. Permit fees shall be paid at the time permits are issued.
3. A licensed contractor shall perform electrical and gas repairs.
4. All inspections shall be called in following the normal inspection procedure.
Permit Fee Rebate
1. Once final inspection is made, approved and finalized, the property owner can apply for
100 percent rebate of the building, plumbing, electrical, or heating permit fees.
Rebate Application
1. The property owner shall submit a letter to the Waterloo Building Department requesting
a permit fee rebate for flood -damaged repairs.
2. A copy of the FEMA application and the insurance report (or any document with the
address of the affected property showing that it was involved in the 2016 flood) shall be
submitted with the rebate letter for proof of flood damage.
3. Records of all inspections will remain on file at the Waterloo Building Department.

Subject: Request for Byrnes Park Reservation for October 08, 2016
Dear Councilman,
We are writing to you about a request for Byrnes Park Reservation for our upcoming 8th Annual
Chestnut Festival on October 8th, 2016.
We are a small group of people from Bosnian community who come from region where
chestnuts grow. For decades it has been our tradition to hold Chestnut Festival in our homeland
country of Bosnia and Herzegovina. This same tradition we brought over with us specifically to
our hometown Waterloo. It consists of inviting people over, whom we share our traditional
values, and show them how to roast chestnuts in old traditional way. Food and drinks are
provided FREE at no cost to our guests; NO ALCOHOL will be allowed or served during this
event.
This is our 8th Annual Chestnut Festival and again we were chosen as a host on previous
Chestnut Festival that was held by people from same region, who live in our state capitol city of
Des Moines. Chestnut Festival is also being held in great city of Chicago, IL. Every year it's
either being held in Chicago, IL, Des Moines, IA, or our hometown Waterloo.
Three years ago we hosted 5th Annual Chestnut Festival that was held at Black Hawk Park in
Cedar Falls, IA. At that time weather was nice and permitting.
This year we were planning to hold Chestnut Festival at the same location, Black Hawk Park in
Cedar Falls, IA, specifically Cottonwood Shelter and Wood Duck Shelter. On August 15th, 2016
we paid $100 fee to make reservations for both places through MyCountyParks.com website.
Since then we have been in contact with Mike Hendrickson, North Unit Ranger from Blackhawk
County Conservation Board.
Recently we had a lot of rain in our area that caused rivers, lakes and small creeks to overflow its
banks causing small floods in residential and public areas such as county and state parks.
Knowing that, we contacted Mike Hendrickson, North Unit Ranger from Blackhawk County
Conservation Board and he advised us that Black Hawk Park in Cedar Falls, IA specifically
Cottonwood Shelter and Wood Duck Shelter will be closed until further notice due to site being
underwater.
Since we already have a pre-set date for our 8th Annual Chestnut Festival on October 8th,
2016 we are unable to hold this significant event at reserved location due to area being
underwater. Since we are very short with the time we are asking for your permission to allow us
hold this significant event at Byrnes Park in Waterloo?
We have paid insurance for this event through PDCM Insurance; certificate holder is Black
Hawk County (See attachment)
We have contacted local hotels/motels and informed them of this upcoming event. Some of them
offered lower rates to our guests during their stay.
Chestnut Festival consists of;
✓ We will not be selling anything during the festival.
✓ We were planning on having a live band (this can be excluded if necessary).
✓ Invitation to over 500 people.
✓ Roasting over 1000 pounds of chestnuts over open fire in specifically built roasting pans.
(Fire will be contained).
✓ Food and drinks are provided FREE at no cost to our guests; NO ALCOHOL will be
allowed or served during this event.
Some of our traditional foods will be prepared and served at this event;
✓ Foods from the grill; steaks, chicken, hot dogs
✓ Hot dogs, buns and chips (provided by: Tyson Foods and their representatives)
✓ Some of our more delicious foods such as;
✓ Beef Goulash
✓ Bean soup/stew
✓ Fish stew
We'll finish it all with some of our homemade bakery goods!
This invitation is open to public and all government associates including our councilmen and
councilwomen, Waterloo Police Department and our mayor Quentin Hart.
