This discussion will revolve on Summary Statement: the potential swap of city land and school land near Central School and the former Edison School site. This item was previously discussed by the Leisure Services Commission in June 2016. Adrienne Miller Planner II Economic Development Specialist City of Waterloo 1 MINUTES WATERLOO LEISURE SERVICES COMMISSION TUESDAY, JUNE 14, 2016 CEDAR VALLEY SPORTSPLEX 300 JEFFERSON STREET Chairman Julie Koch-Hoth called the meeting to order at 7:30 AM. Present: Julie Koch-Hoth, Don Huff, Megan Hannam, Nancy Bamsey, Marvin Spencer, Sharon Samec. City Council Liaisons: Jerome Amos, Ward 4. Staff: Paul Huting, Chris Dolan, Todd Derifield, Mark Gallagher, Travis Nichols and JB Bolger. Also Present: Marty Metcalf of Waterloo Community School District and Noel Anderson, Planning and Programming Director, City of Waterloo. Koch -Hath called for approval of the agenda. Motion by Samec, seconded Bamsey by to approve the agenda. Ayes: All. Nays: None. Koch-Hoth called for approval of 5/10/16 meeting minutes. Motion by Bamsey, seconded by Huff to approve the minutes. Ayes: All, Nays: None Request from the Waterloo Community School District requesting transfer ownership of a portion of Miriam's Park: Marty Metcalf explained the request to transfer ownership of a portion of Miriam's Park adjacent to Central Middle School. The property in question would be used for expanded outdoor athletic fields and facilities. Noel Anderson explained that in return for property at Miriam's Park, the school district would transfer ownership of the entire Edison School site for a new park and potential future residential/commercial development. A small portion of the Edison site is currently to be transferred for park use based on an earlier City transfer of property from the former BIack Hawk Park for construction of Becker School. Koch-Hoth called for the approval of the transfer request to move forward. Motion by Spencer, seconded by Bamsey. Ayes: All. Nays: None, Standing Committee Reports No standing committee reports. Staff Updates Golf and Downtown Area — JB Bober My Waterloo Days was overall a success. Got rained out on Friday and dealt with extreme heat on Saturday. There was a good crowd on Saturday night at Byrnes Park. Due to calm winds, the hot air balloons weren't able to take off. Downtown Mark's Park is being very well utilized. Bid are being sent out soon to install cable railing in the two openings along the river at Mark's Park and the Amphitheater. A new DekHockey program is moving forward. The rink will be delivered on June 23rd and set up at the Expo Plaza by July 1st. League will begin in early August. Golf rounds have been on the increase in May. Young Arena — Chris Dolan Working on maintenance outside the arena. Hockey camps are going on in August. Two futures camps, a goalie camp and team orientation camp will be put on the by the Blackhawks. The futures camp will be for kids age 13 and up, allowing the kids to be seen by the USHL. Working with Ron Brietbach, from Dubuque, to create the new Iowa Ice Arena Association. The intent is to invite anyone working in the ice arena business and bring in keynote speakers and educational sessions. Hope to have it up and running by September. Televisions will be placed at each concession stand to replace current menu boards. This will allow digital menus and graphics. The project is being funded with MidAmerican energy rebate funds. SportsPlex- Mark Gallagher The Cedar Valley Court Kings have had a few games at the SportsPlex. Primetime will be here three Sundays in July. This late spring we had a few schools come in for their year end fun day. Membership wise we are still over 2400 units. We had a great weekend for opening day for pools. Baseball and softball is up and running. We hosted the boys and girls state tennis. Forestry/Turf -- Todd Derifield Busy trimming trees, removing trees and mowing grass. May 26th had a storm come through. Took about a week and a half to clean up. Had to use a crane to get a tree that had fallen on a house. Continuing to remove ash trees. Have recently removed around 40 ash trees. Facilities/Projects - Travis Nichols Running normal garbage route. Cleaning shelters and restrooms. Completing general maintenance. Helped out with some general maintenance at the pools. Sheerwood Park the permitting came in. The contractors have been given the go ahead to continue with the project. The framing is up for the chemical storage building. Looking like it should be completed within the next month. fluting 5 -Year Potential BHCGA Funding Requests. Included is a photo showing the approximate location of the property, adjacent to Central Intermediate School. The school district would in turn transfer ownership of the entire Edison School site to the City for potential park and residential development.
