(1) What are the key job responsibilities of this position?
Performs critical repairs on mechanical equipment at the WWTP and
Lift Stations.
(2) Can the job responsibilities of this position be assigned to other employees

No, due to amount of equipment in the Deptand skill set required for
this position.

This is a recent vacancy and work is not being performed

maximum potential? yes
(5) How would filling this position meet the needs of your department or the City
on either a short-term basis (if temporary position) or a long-term basis (if a
regular position)?
Helps assure critical equipment is repaired in a timely fashion.
(6) What cost savings or revenues, if any, would your department or the City
realize if this position is filled? Being able to properly complete PM's and
required maintenance will better insure equipment is properly maintained
and reduce overall costs.
(7) If you are paying overtime or comp time within your department to
accomplish this work now, how much overtime or comp time has been paid
out or earned that is directly attributable to this position and over what period
of time?
None — some work that is not of a critical nature is not being completed
and that contributes to excessive wear.

comparison to your staffing levels over the past three fiscal years? Provide
statistics if possible.
The Satellite plant was put into operation in last 12 months. The WWTP
is aging often requiring more needed maintenance and we have added
additional storm sewer lift stations needing maintained

What work will not get done? What costs will you incur? Please be as

specific as possible. Critical equipment may not be repaired in a timely
fashion — cost would be a guess but could be extensive.

change? Only if the entire WWTP operations were to be contracted out

GENERAL STATEMENT OF DUTIES
Skilled technical position responsible for installing, repairing and general maintenance of plant equipment,
machinery and facilities at the Pollution Control Plant and City lift stations. The work is performed under the
general direction of the Maintenance Foreman and Waste Management Services Superintendent, but considerable
leeway is granted for the exercise of independent judgment. No supervisory responsibilities.

These functions are considered essential for
successful performance in this job classification:
The essential functions are performed according
to the Standard Operating Procedures. The
procedures have been developed for the local
jurisdiction based on generally accepted
standards for wastewater treatment facilities.
1. Maintains and repairs a variety of equipment,
machinery and control systems.
2. Installs and/or performs major mechanical
repair of pumps, engines, motors and other
auxiliary equipment.
3. Performs electrical, plumbing and welding to
repair equipment.
4. Performs daily field checks of all systems
operating equipment for proper operation and
needed maintenance.
5. Performs routine preventive maintenance and
repair of a variety of equipment and
machinery.
6. Performs general building and grounds
custodial tasks including painting, mowing,
shoveling snow and repairing windows.
7. Lifts, carries, pushes and pulls items
weighing up to one hundred (100) pounds
with assistance as needed.
8. Drives light and heavy-duty equipment and
vehicles as assigned.
9. Works outside in all weather conditions;
works near and around mechanical, hydraulic

might be poor and mobility limited; walking

11. Enters and works in confined spaces with
entry space being as small as twenty-two (22)
inches using permanent or portable vertical
ladders at a depth of up to forty (40) feet;
climbs and works at heights up to fifty (50)

and maintenance of a pollution control
facility.

and procedures involved in machine, pump,
motor and other equipment installation and
repair and make decisions based on standard
operating procedures.
6. Ability to understand and carry out difficult

ACCEPTABLE EXPERIENCE & TRAINING
1. High school graduate/GED
2. Must obtain a Grade 1 Waste Water Operator
Certification from the State of Iowa within
twenty-four (24) months of employment;
Failure to obtain this certification within the
stated time will result in termination of
employment. Must maintain this certification
after employment. Failure to maintain the
appropriate certification will result in
disciplinary action up to and including layoff
or termination.
3. Minimum two years experience as machine
maintenance mechanic including plumbing,
mechanical and electrical experience.
4. Must obtain within four month probationary
period and maintain Iowa Class A or B
Commercial Driver's License. Good driving
record based on City of Waterloo driver
performance criteria. A candidate with any of
the following will not be considered for
employment: loss of license for any reason
during the period of candidacy for
employment, if the candidate remains
without a valid, current license for the
position when the City issues an offer of
employment; loss of license, plea of guilty,
plea of no contest or its equivalent or
conviction for OWI, reckless driving or
other major moving violation within the
previous five years; four or more citations
for moving violations within the previous
three-year period, excluding speeding
violations of 10 mph or less over the posted
speed limit; three or more citations for
moving violations within the previous one-
year period. After appointment to the
position, disciplinary action or continuing
employment status may be reviewed for the
following: four or more moving violations
within the previous three years, three or
more moving violations within the previous
one year or loss of license or conviction for
OWI, reckless driving or other major
moving violation within the previous five
years; two or more at -fault accidents within
a three-year period while driving on City
business; a combination of three or more at -
fault or not -at -fault accidents within a three-
year period.
5. An applicant's driving record will be
reviewed prior to an offer of employment and
at least annually after hire.
6. Must be trained regarding Permit Required
Confined Space Program as required by
department head
7. Willing to be CPR and First Aid Certified if
required by department head.
ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or
without accommodation.
I . Sufficient strength to perform assigned tasks
including but not limited to lifting and
carrying up to one hundred (100) pounds with
assistance as needed or to move barrels
weighing up to five hundred (500) pounds
with proper equipment.
2. Sufficient physical and mental stamina to
work double shifts during flood or other
weather emergencies.
3. Sufficient speech and hearing that permits the
employee to communicate effectively with
coworkers and supervisors over the telephone
and radio.
4. Sufficient personal mobility that permits the
employee to operate vehicles in all types of
weather, move from one Waste Management
Services facility to another and work in
cramped spaces or difficult to reach areas.
5. Sufficient manual dexterity and coordination
for safe operation of manual and powered
equipment; ability to grasp/grip tools,
switches and valves.
6. Sufficient depth perception, peripheral vision
and color vision to work around machinery,
operate equipment and identify indicator
lights on control panels.
7. Sufficient hearing to diagnose machinery
problems, to communicate with coworkers
and for safety purposes.
MISCELLANEOUS
1. Required to wear personal protective
equipment, such as safety shoes, safety
glasses, hardhat and hearing protection.
2. Required to wear standard uniform as
supplied by City.
3. Must comply with the City of Waterloo
Residency Policy for Critical Employees
(must live within 10 -mile radius of Waterloo
City Hall) within four months of
employment. Must maintain a local
telephone number in order to be contacted
during emergencies.
4. Required to submit to Department of
Transportation requirements for CDL driver's
including pre-employment, post -accident,
reasonable suspicion, random and return-to-
duty/follow-up alcohol and drug testing.
5. The City of Waterloo requires a physical
examination by a physician of the City's
choice, including a drug test, to determine if
an applicant is capable of performing the
essential functions of this job classification.
Failure to pass these tests will result in
withdrawal of employment offer.
6. The City of Waterloo reserve the right to
conduct a background investigation including
employment and criminal history checks on
any applicant being considered for this

7. Required to submit to Civil Service

WORK SCHEDULE
Will generally be assigned to work 7:00 a.m. - 3:00
p.m. Monday -Friday but may be called any hours or
days for maintenance related breakdowns, plant
emergency or severe weather conditions. Intermittent
overtime based on staffing needs

Instrumentation Control Foreman
The following questions are provided as guidelines to assist you in developing your
rational for the position of {insert Job Title}in the {insert name} Department. Depending

(1) What are the key job responsibilities of this position?
Supervises, assigns and oversees work of ICT techs. Schedules routine
PM and repairs on electronic and electronically powered equipment
systems, assuring full operational capacity. Performs administrative
oversight of division and trains and instructs employees on safe and
proper work practices.
(2) Can the job responsibilities of this position be assigned to other employees
within the department? If no, why not?
Not really, this is a specialty work activity and needs personnel with a
special trained skill set.
(3) How is the work of this position being accomplished now?
The person in this position is retiring from the city.
(4) Are the filled positions in your department currently being utilized to their
maximum potential?
I believe so, however, we are always evaluation ways to improve
efficiencies.
(5) How would filling this position meet the needs of your department or the City
on either a short-term basis (if temporary position) or a long-term basis (if a
regular position)?
This is a regular position and is needed to insure proper PM maintenance
is performed on ICT related equipment.
(6) What cost savings or revenues, if any, would your department or the City
realize if this position is filled?
Cost savings will result in having the manpower to insure required PM
work is completed to properly maintain the longevity of equipment.
(7) If you are paying overtime or comp time within your department to
accomplish this work now, how much overtime or comp time has been paid
out or earned that is directly attributable to this position and over what period
of time?
For the most part OT is only incurred from emergency related
operations.
(8) How has the work load or demands of your department changed in
comparison to your staffing levels over the past three fiscal years? Provide
statistics if possible.
For the most part technical aspects of our operation have increased and
we have added 4 lift stations that require maintenance.
(9) If this position is not filled, what affect will it have on your department?
What work will not get done? What costs will you incur? Please be as
specific as possible.
Having a person in a foreman's role provides assurance that work is
scheduled and that proper PM work is completed to avoid more
potential repairs at a later date. It can be like the Fram Oil
commercial, "Pay me know or Pay me Later". It will be much cheaper
to properly repair an oil filter than replace the motor later because
proper PM was not done on equipment. An exact $$ is difficult, but
could often cost extra thousands of dollars.
(10) How do you cover the responsibilities for this position whenever the
incumbent is out on vacation?
Per union contract, by seniority, the most senior is offered to cover and
act on the foreman's behalf while they are not there.
(11) Is it possible that the City could outsource this position to an outside
agency? If so, what savings, if any, would the City realize as a result of this
change?
This position individually no, the whole division yes, but it would not be
advisable. One of the advantage of having dedicated staffing is to be
familiar with the equipment and not training a different contract
person for every maintenance item.
(12) How would you rank this position in terms of its contribution to City
business in comparison with other positions reporting to you?
A very important aspect of the departments overall staffing plan.
(13) How does this position impact the Goals and Objectives for the City adopted
by the City Council?
Maintaining proper PM, saving the potential for long term and more
expensive consequences for such delays in insuring such maintenance
activities are properly completed.

and Collection Systems/Maintenance Supervisor. May perform basic foreman duties in absence of Instrumentation
Control Foreman.

conviction for OWI, reckless driving or
other major moving violation within the
previous five years; four or more citations
for moving violations within the previous
three-year period, excluding speeding
violations of 10 mph or less over the posted
speed limit; three or more citations for
moving violations within the previous one-
year period. After appointment to the
position, disciplinary action or continuing
employment status may be reviewed for the
following: four or more moving violations
within the previous three years, three or
more moving violations within the previous
one year or loss of license or conviction for
OWI, reckless driving or other major
moving violation within the previous five
years; two or more at -fault accidents within
a three-year period while driving on City
business; a combination of three or more at -
fault or not -at -fault accidents within a three-
year period. An applicant's driving record
will be reviewed prior to an offer of
employment and at least annually after hire.
6. Must obtain and maintain Iowa Class A or B
Commercial Driver's License within 120
days of employment.
7. May be required to become respirator
certified and trained regarding Permit
Required Confined Space Program as
determined by supervisor.
8. Certified in CPR and First Aid as required by
department.
9. Subject to Department of Transportation CDL
drug and alcohol testing criteria including
pre-employment, post accident, random and
return-to-work/follow-up drug.. and alcohol
testing.
ESSENTIAL PHYSICAL ABH,ITIFS
The following physical abilities are required with or
without accommodation.
1. Sufficient strength to perform assigned tasks.
2. Sufficient speech and hearing that permits the
employee to communicate effectively with
coworkers, supervisors, contractors and other
City maintenance personnel in person, over
the telephone or over a radio.
3. Sufficient personal mobility that permits the
employee to operate tools and equipment
safely in all types of weather, enter and work
in confined spaces, move physically from one
facility to another with tools and equipment,
and visit Waste Management Services
facilities all over Waterloo.
4. Sufficient dexterity and coordination for
operation of manual and powered equipment
and tools, and sufficient use of hands to
perform maintenance and repair of electrical
and electronic equipment.
5. Sufficient vision and depth perception to
operate vehicles and tools; sufficient color
vision to identify indicator lights on control
panels and to differentiate electrical wiring.
6. Sufficient hearing to assist in diagnosis of
equipment malfunctions, for communications
purposes and as a safety factor.
MISCEI,LANEOUS
1. Must wear personal protective equipment
such as safety shoes, safety glasses, safety
vest, hearing protection, gloves, hardhat and
respirator as needed. (Yearly respirator
physical and certification if required by
department needs).
2. If respirator certified, no facial hair allowed
that could interfere with the proper fit of a
respirator.
3. Must comply with City of Waterloo residency
policy for critical employees (must live
within ten mile radius of Waterloo City Hall)
by end of four-month probation period. Must
maintain a local telephone number where can
be contacted quickly.
4. Following a conditional offer of employment,
the City of Waterloo requires a physical
examination and a drug test by a physician of
the City's choice to determine if an applicant
is capable of performing the essential
functions of the position. The City of
Waterloo will also conduct a background
investigation that may include employment
and criminal history checks on any applicant
being considered for this position.
5. Must submit to Civil Service examination
procedures including a panel interview.
WORK SCHEDULE
Scheduled shift is generally 7:00 a.m.-3:00 p.m.
Monday -Friday with a twenty -minute paid lunch.
May be assigned alternate work schedule to include
Saturday/Sunday. Subject to emergency call or
longer shifts during floods or other severe weather
conditions or for electrical/electronics problems.
