GENERAL STATEMENT OF DUTIES
Performs professional work overseeing and managing the ongoing coordination and supervision of all front desk and
marketing responsibilities. The work is performed under the general direction of the Recreation Services Manager, but
considerable leeway is granted for the exercise of independent judgment and initiative. Will assist in coordinating the
work of marketing interns and seasonal employees.

1. Develops comprehensive marketing plan for
community recreation programs and facilities;
assists with marketing efforts for all recreation
facilities including, but not limited to, the Cedar
Valley SportsPlex including managing overall
social media and web presence; creates all
program registration forms and manages
methods of distribution while continually
searching for more effective ways to
communicate offerings to our citizens.
2. Assists in controlling and maintaining inventory
of supplies and equipment utilized to efficiently
operate the front desk.
3. Responds to on-site inquiries and complaints
regarding sports activities and events and refers
major complaints to Recreation Services
Manager.
4. Responsible for overall administration of
SportsPlex child care including hiring and
supervision of staff.
5. Responsible for maintaining Department's
registration software and all facets of the
web site.
6. Provides information to the public relative to
programs; answers questions regarding
cancellations, refunds, transfers, etc; investigates
and responds to complaints.
7. Plans at least 6 special events for members and
volunteer coaches throughout the year.
8. Assists with operation and supervision of
SportsPlex registration desk and general clerical
duties during peak seasons; assists with
supervision of facilities during peak usage.
9. Compiles reports, performs data entry and
completes forms on personal computer using the
applicable software including daily deposits.
10. Operates passenger vehicle in performance of
on-site job duties.
11. Works independently and with others with
limited supervision.
12. Performs all duties and activities in accordance
with City, Leisure Services and OSHA policies,
procedures and safety rules.
13. Attends work regularly at the designated place
and time.

REQUIRED KNOWLEDGE & ABILITIES
1. Knowledge of the principles and practices of
sports management, recreation programming
and event supervision.
2. Ability to assist in coordinating the work of
seasonal employees as it relates to child care,
front desk duties and special events

and programs as developed by the Leisure
Services Department and the City.

ACCEPTABLE EXPERIENCE & TRAINING
1. Bachelor's Degree in leisure services or closely
related field with a minimum of six months
experience in administering and scheduling
sports programs and events.

four years experience administering and
scheduling sports programs and events.

Any equivalent combination of education and
experience that provides the knowledge, skills
and abilities necessary to perform the essential

2. Must obtain CPR and First Aid certifications
within period of time as determined by
Recreation Services Manager.
3. Iowa Driver's License and good driving record
based on City of Waterloo driver performance
criteria. A candidate with any of the following
will not be considered for employment: loss of
license for any reason during the period of
candidacy for employment, if the candidate
remains without a valid, current license for the
position when the City issues an offer of
employment; loss of license, plea of guilty, plea

ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or
without accommodation:
1. Sufficient speech and hearing that permits the
employee to communicate effectively with other
employees and the public in person or by
telephone.
2. Sufficient personal mobility that permits the
employee to operate a passenger vehicle safely,
visit indoor and outdoor sports and recreation
sites and events, physically move to and from
various Leisure Services venues, act as coach or

MISCELLANEOUS
1. The City of Waterloo will conduct a background
investigation including education, employment
and criminal history checks on any applicant
being considered for this position.
2. Following a conditional offer of employment,
the City of Waterloo reserves the right to require
a physical examination and a drug test by a
physician of the City's choice to determine if an
applicant is capable of performing the essential
functions of the position.
3. Must submit to and pass Civil Service
examination procedures including a panel
interview.
WORK SCHEDULE
The work schedule for this position will vary with
different sports and special events seasons. Required to
work evenings, holidays and weekends as needed for
sports activities, events and meetings. There will be a
one half or one hour unpaid meal break for full shift
days. Limited overtime.
EXAMINATION INFORMATION
Qualified applicants who apply by the deadline date will
be required to appear before an oral examination panel
consisting of a minimum of three people who have
expertise in the areas being tested. An individual must
receive a minimum average score of sixty points out of
one hundred to achieve a passing score on the oral
examination. The top applicants, as ranked by their
scores on the oral examination will be the individuals
placed on the certified list. Applicants who qualify as
outlined and are full time regular employees of the City
of Waterloo shall have one additional point per full year
of employment up to a maximum of five points added to
their final score. Honorably discharged men and women
from the military or naval forces of the United States
who qualify per provisions of Chapter 35 of the Code of
Iowa and who are citizens and residents of the United
States shall have five additional points added to their
final score upon submission of their DD214 or ten points
added if they were awarded a Purple Heart or have a
service connected disability.

PERSONNEL REQUISITION
Customer Service Specialist
The following questions are provided as guidelines to assist you in developing your
rational for the position of Customer Service Specialist in the Leisure Services
Department. Depending upon your situation, some questions may or may not apply.
Please provide written responses to these questions as part of your preparation for
meeting with the Mayor.
(1) What are the key job responsibilities of this position?
This position has crucial responsibilities in both the Sports/Youth Services
and SportsPlex budgets. This position completes all daily deposits (these 2
departments have over $1.5 million in receipts on a yearly basis). This
position also manages all facets of our marketing and public relations efforts
for both operations, which in turn helps drive revenue to both budgets. It also
serves as the central contact for our membership, registration and facility
reservation software. Interviews, hires, trains and manages a front desk staff
of 12 seasonal employees. Interviews, hires, trains and manages a child care
staff of 10 seasonal employees while ensuring that safety requirements are
met for all children. Plans, implements and manages at least 6 special events
per year for membership and volunteer coaches.
(2) Can the job responsibilities of this position be assigned to other employees
within the department? If no, why not?
No. This position is being filled in lieu of filling a vacated Administrative
Secretary position that was housed at the Cedar Valley SportsPlex since the
building opened. This new job title is a more accurate description of the role
that is being filled. With the increase in membership and increase in youth
and adult recreation programming, not filling this position could be viewed as
penny wise and pound foolish. We critically need this positon to fill the roles
listed in the previous answer to ensure that we are generating sufficient
revenue and, in turn, managing those receipts well.
(3) How is the work of this position being accomplished now?
We have accomplished the work of this position with a qualified individual
that has had to alternate between being a seasonal employee for
approximately 6 months and then being managed through a temp employment
service for 6 months; and then again rotating back to seasonal status. The
person noted is currently being paid $15/hour as a seasonal employee. That
increases to upwards of $20/hour when the person starts to be paid through
the temp service.
(4) Are the filled positions in your department currently being utilized to their
maximum potential?
Yes.

How would filling this position meet the needs of your department or the City
on either a short-term basis (if temporary position) or a long-term basis (if a
regular position)?
As listed in question one, this position would fill a number of vital roles
within our operations. This position is a front line person in our dealings with
a wide range of the public, and also sets the tone for the bulk of our seasonal
staff that works with our citizens.
(6) What cost savings or revenues, if any, would your department or the City
realize if this position is filled?
We would no longer need to pay the seasonal wages and, more importantly,
the fee to the temp service. A person in this role full time, would also allow
us to schedule less seasonal staff at our front desk during off peak registration
seasons. By switching some attention to increasing marketing efforts, we
plan to see an increase in revenues in both budgets by better informing the
public of our offerings and options.

If you are paying overtime or comp time within your department to
accomplish this work now, how much overtime or comp time has been paid
out or earned that is directly attributable to this position and over what period
of time?
Our Recreation Specialist has earned well over 100 hours of comp time since
this position has been vacated due to additional responsibilities. Both the
Recreation Services Manager and the Recreation Supervisor (both exempt
employees) have logged a number of additional hours due to this vacancy.
How has the work load or demands of your department changed in
comparison to your staffing levels over the past three fiscal years? Provide
statistics if possible.
Our departmental work load has changed drastically over the past 3 years.
Participation in a number of our youth sports programs has increased
dramatically. Three years ago, our office (on Campbell Ave) was open from
7:00 am -5:00 pm. Our new front desk operation is open over 100 hours per
week. We are now dealing with over 5,000 members within the Cedar Valley
SportsPlex, increasing recreation programming participation, along with
dozens of rental by outside user groups.
(9) How do you cover the responsibilities for this position whenever the
incumbent is out on vacation?
The daily responsibilities are covered by existing full time and seasonal
staff. This is sustainable for a few days, but with the volume of complex
banking tasks, that cannot be done for a prolonged period of time. The same
can be said for management of the Customer Service Desk and the Child
Care.
(10) Is it possible that the City could outsource this position to an outside
agency? If so, what savings, if any, would the City realize as a result of this
change?
Any potential savings would likely be negated by fees a temp service would
charge. Also, it may not be best practice to routinely have a temp service
employee handle large scale banking duties on a regular basis. The lack of
continuity with a temp service employee would be troubling in regards to
the level of customer service we expect to offer our customers. There is a
fairly steep learning curve for this position due to the wide range of
activities, memberships and event we offer. Our registration, membership
and reservation software is also very challenging to utilize with staff that is
not consistently utilizing and staying up to date on the product. The last
thing we want is to have financial errors with customer's transactions.
(11) How would you rank this position in terms of its contribution to City
business in comparison with other positions reporting to you?
This position is equally as important as every existing position within our
Department. This position is crucial in developing and accounting for
revenue streams to our department.
(12) How does this position impact the Goals and Objectives for the City adopted
by the City Council?
Filling this position will help the City of Waterloo provide the best possible
recreational activities for our citizenry as well as presenting a good image
for visitors to our community. A large investment has been made into
recreational facilities over the past 5-6 years (from youth ball diamonds, to
Byrnes Tennis Center and Cedar Valley SportsPlex) and we want to be sure
to promote and market these venues (and offerings at these venues) to
improve the image of our City, while also growing revenue through usage of
these.

Performs duties relating to care and maintenance for the landscape and hardscape of the Waterloo River Renaissance area,
downtown parks and public places. Under the general direction of the Golf Manager, but often working independently and

WORK SCHEDULE
Work schedule is based on an 8 -hour day/40 hour week.
Actual shift start time and days worked may vary
depending on event schedule and season. Half-hour
unpaid lunch break. Minimal overtime.
EXAMINATION INFORMATION
Qualified applicants who apply by the deadline date will
be required to appear before an oral examination panel
consisting of a minimum of three people who have
expertise in the areas being tested. An individual must
receive a minimum average score of sixty points out of
one hundred to achieve a passing score on the oral
examination. The top applicants, as ranked by their scores
on the oral examination will be the individuals placed on
the certified list. Applicants who qualify as outlined and
are full time regular employees of the City of Waterloo
shall have one additional point per full year of
employment up to a maximum of five points added to their
final score. Honorably discharged men and women from
the military or naval forces of the United States who
qualify per provisions of Chapter 35 of the Code of Iowa
and who are citizens and residents of the United States
shall have five additional points added to their final score
upon submission of their DD214 or ten points added if
they were awarded a Purple Heart or have a service
connected disability.

Park Maintenance II — Crew Leader
The following questions are provided as guidelines to assist you in developing your
rational for the position of Park Maintenance iI -- Crew Leader in the Leisure Services
Department. Depending upon your situation, some questions may or may not apply.
Please provide written responses to these questions as part of your preparation for
meeting with the Mayor.
(1) What are the key job responsibilities of this position?
This position is required to maintain turf and landscape areas in parks, rights-of-way, and
public properties. It is also critical in snow removal operations, recreational trail
sweeping, equipment maintenance, and supervising temporary seasonal employees.
(2) Can the job responsibilities of this position be assigned to other employees
within the department? If no, why not?
No; Other employees within the department are already overloaded with required duties.
(3) How is the work of this position being accomplished now?
Retirement date is May 31st. Mark Cutsforth is currently accomplishing the required
tasks of this position.
(4) Are the filled positions in your department currently being utilized to their
maximum potential?
Yes
(5) How would filling this position meet the needs of your department or the City
on either a short-term basis (if temporary position) or a long-term basis (if a
regular position)?
Filling this position on a long-term basis maximizes the work needed in City of Waterloo
turf and landscape areas in parks, rights-of-way, and public properties. It is also critical
in snow removal operations, recreational trail sweeping, equipment maintenance, and
supervising temporary seasonal employees.
(6) What cost savings or revenues, if any, would your department or the City
realize if this position is filled?
Cost savings of filling this position as a Park Maintenance II -Crew Leader instead of a
Turf Crew Leader is $3,120/year. There will also be savings/revenues in nontraditional
forms. Insurance premiums would be saved as sidewalks would be cleared of snow in a
timely manner & recreational trails would be swept resulting in less chance of personal
injury/law suit. Turf & grounds in parks, rights-of-way, and many city properties would
be efficiently maintained resulting in a more aesthetically pleasing environment that is
inviting to people spending money in Waterloo.
(7) If you are paying overtime or comp time within your department to
accomplish this work now, how much overtime or comp time has been paid
out or earned that is directly attributable to this position and over what period
of time?
We are not currently paying any OT or Comp time for this position as May 31S` is day of
vacancy, but as spring is quickly approaching there is a large likelihood that OT or Comp
time will be needed to keep the City of Waterloo compliant with the City's Vegetation
Code.
(8) How has the work load or demands of your department changed in
comparison to your staffing levels over the past three fiscal years? Provide
statistics if possible,
Over the last 3 years the workload has increased with the staffing level staying the same.
For example, paved bike trails have been added requiring increased maintenance needs,
levee maintenance has increased due to Core of Engineers becoming more strict in
requirements, 63 north improvements & property acquisitions have increased the City's
amount of turf maintenanee, and other odd maintenance increases in areas like the
railroad right of way off Newell St. near Red Carpet Golf Course and the drainage ditch
just north of 2672 Logan Ave.
(9) If this position is not filled, what affect will it have on your department?
What work will not get done? What costs will you incur? Please be as
speeifie as possible.
The City of Waterloo's Leisure Services dept., the mayor's office, and council members
will have increased complaints of work not getting done in a timely manner. There will
be delays in turf maintenance cycle in public areas resulting in grass becoming longer and
violating vegetation code. Sidewalks adjacent to public properties will not be cleared of
snow on a timely basis resulting in complaints and possible law suits. There will be some
seasonal personnel that will not be closely supervised resulting in inefficient operations
and probable complaints.
(10) How do you cover the responsibilities for this position whenever the
incumbent is out on vacation?
The backlog of work orders increases.
(11) Is it possible that the City could outsource this position to an outside
agency? if so, what savings, if any, would the City realize as a result of this
change?
No. We do outsource some of the duties of this position now some mowing. Leisure
Services does need a skeleton crew to take care of many of the departmental
responsibilities — Mowing of Parks & city properties, chemical treatment of weeds,
removal of snow from park sidewalks and parking lots, sweeping of recreational trails,
etc.. ,This position is part of that skeleton crew and critical to Leisure Services, There
would not be any monetary savings to outsourcing when all duties are considered.
(12) How would you rank this position in terns of its contribution to City
business in comparison with other positions repotting to you?
This position ranks high. It is important that the City of Waterloo is an aesthetically
pleasing and safe place to visit and live, This turf and overall landscape maintenance
position assures that Waterloo's parks and public areas are safe, inviting, and places that
people want to be and come back to. It is a critical position to our operation.
(13) How sloes this position impact the Goals and Objectives for the City adopted
by the City Council?
The quality of life in Waterloo would be impacted if this position is not filled as Waterloo
would have unsafe & uninviting parks, city owned rights-of-way, and public areas,
