HomeMy WebLinkAboutNutri-ject Systems, Inc. - Bio-solids disposal-11/13/2017November 7, 2017 CITY OF WATERLOO, IOWA WASTE MANAGEMENT SERVICES DEPARTMENT 3505 Easton Ave. • Waterloo, IA 50702 • (319) 291-4553 Steve Hoambrecker, Director_ Memo to Waterloo Mayor and City Council: RE: Satellite Bio -solids disposal contract with Nutri-ject Background Information This city of Waterloo's waste treatment plant has two treatment trains, Easton designed to treat domestically generated waste and all industries other than Tyson's after treatment via the anaerobic lagoon and Waterloo Processing (tannery). The Tyson -tannery waste streams are received at the plant are designed to be treated at the Satellite plant or can be diverted into the Easton plant waste stream. In 2012, it was decided to treat both waste streams thru the Easton facility only and the Satellite facility has essentially been mothballed since then. As part of the last IDNR inspection, (August 2017) and issues related with facility compliance, while not required, but highly recommended, utilization of the Satellite plant under certain conditions was noted. Consequently, a decision has been made to prepare one treatment train of the satellite plant "operationally ready" for the winter months. Staff has been performing numerous maintenance tasks to insure that the plant is operational. One aspect of that task is an accumulation of bio -solids that should have been removed when the treatment facility was taken out of service. Project Discussion To accomplish this task, we obtained a quote from Nutri-ject to clean accumulated bio -solids from the west aeration basin of the Satellite facility. We have collected and had the accumulated solids tested to insure compliance regarding 503 bio -solids disposal requirements would be met. It is important that all bio -solids removed be properly disposed and documented for our required annual report. We have Nutri-ject under contract for our bio -solids disposal and are recommending that these bio -solids be included in this year's solids reporting. Funding 520-14-5200-1341 It is proposed that we utilize the sewer fund -contract services, 5200-14-5200-1341, same as the current bio -solids disposal contract. Recommendation We are recommending that the accumulated bio -solids contract with Nutri-ject be approved. Phone: 319-291-4553 WE ARE PLEASED TO SUBMIT A QUOTATION FOR THE FOLLOWING: West satellite plant aeration basin cleaning and land application of biosolids We propose to provide all material and labor to clean the (5) five basins 55.0' X 16.0 with an average of 1.0 to 1.5' of solids to be removed at the City of Waterloo, IA WWTP. Our services to include pumping and liquefying the contents of the basins and transferring into our semi tankers for transportation and fmal application on suitable farmland located by the Nutri -Jett Systems, Inc. All cleaning and land application will be completed in strict accordance to all the rules and regulations of the IDNR set forth in Chapter 67 pertaining to the land application of stabilized biosolids. Our cost is as follows. $36,140.00 Lump sum. City to provide a current analysis. This proposal is based upon our being provided free access to the tank, electrical power 480v/240v 3 phase power and your electrician wiring our disconnect panel to your source of power and a source of water for mixing of heavy solids for fire hosing clean up work. All access hatches to be open upon our arrival on site to allow for ventilation. This quote is also inclusive of all confined space procedures. Within (10) days of completion of the project reports will be forwarded detailing actual gallons applied, total dry ton, dry ton per acre, agronomic, trace metals, and certification detailing that pathogen/vector attraction methods have been met. This quote is good for 30 days. Please let us know of your intentions so that we may schedule accordingly.
