Moved by Welper seconded by Morrissey that the Agenda, as proposed, be approved. Voice - vote Ayes: Three. Motion carried. Discussion: Sale of lots on Chalmers Avenue per 657A lot development policy. Noel Anderson, Community Planning and Development Director, provided an overview of the proposed sale and conveyance and stated that it meets the 657A Sale of Property policy. Mr. Schmitt questioned the assessed value of the Huff Construction building. Noel Anderson stated that he believes the value was $140,000 with 3,250 square feet. He further commented that the alley would be excluded from the transaction. Mr. Morrissey questioned the use of the commercial building. Noel Anderson explained that the design would have to come back to council for approval but that plans are not set at this time. Mr. Morrissey questioned the entry and egress points for a commercial property in this location. Noel Anderson explained that an access point could be allowed on the south side of Upton and others would be reviewed in the site plan review process, which is also a stipulation included in the Development Agreement. Mr. Morrissey commented that Jeff and Allyson Armstrong are in the audience and they have concerns about the transaction. Jeff Armstrong, 720 Upton Avenue, commented that he and his neighbors have concerns about the transaction and do not want to see a car sales lot in the neighborhood and that they want to ensure that access to the alley is maintained. Moved by Morrissey seconded by Welper that the item move to full council. Voice vote -Ayes: Three. Motion carried. With no further business before the Council, it was moved by Morrissey seconded by Welper that the meeting be adjourned at 5:02 p.m. Voice -vote Ayes: Three. Motion carried. Kelley Fe City Clerk
