Compensation
Compensation for services for this project shall be on a cost plus fixed fee basis not -to -exceed
Thirty -One Thousand Seven Hundred Dollars ($31,700.00) without authorization of the Client. See
attached Exhibit B, Consultant Cost Summary.
General Conditions
Except as specifically amended by this Individual Project Agreement, Services shall be provided in
accordance with the Consultant Services Agreement for the Waterloo Regional Airport, entered
between AECOM Technical Services, Inc. ("ATS") and the City of Waterloo ("Client") dated April 15,
2014.

Project Description
The project is described as additional work elements related to the preparation of
documentation for a CATEX for tree removal in the approach surfaces to Runway 12 and
Runway 18 and the transitional surface to Runway 18-36 at the Waterloo Regional Airport.
The CATEX will be prepared in accordance with the requirements of the Federal Aviation
Administration (FAA) ARP SOP 5.0, Standard Operation Procedure for CATEX
Determinations. AECOM originally prepared the CATEX document in accordance with
these documented procedures, but it was determined that additional services would be
required related to cultural resources and wetlands that were not anticipated.
II. Scope of Services
The work to be performed by the Consultant includes the following tasks:
1. Wetland Boundary Delineation. This task includes field verifying the boundaries
of wetlands within the treed areas at the Waterloo Regional Airport and includes a
small amount of time to coordinate with the subconsultant performing this work
(Stantec).
The project wetland scientist, using methods defined in the 1987 Corps of
Engineers Wetland Delineation Manual and the Midwest Regional Supplement to
the Corps of Engineers Wetland Delineation Manual, will conduct one site visit to
determine existing wetland boundaries within the 25 -acre study area north of West
Dunkerton Road. This work will include a field assessment of surface hydrology,
observations of soil redoximorphic features, and a plant community
characterization. Wetland boundaries identified in the field will be mapped using a
Global Positioning System (GPS). The GPS data will be transferred to aerial
photography. The presence of any other Waters of the U.S. (i.e., streams) located
within the survey areas will also be determined.
A report of the wetland and waterway findings will be prepared and will be suitable
for submittal to the USACE. The report will include data and documentation
required by the USACE, including aerial photographs showing wetland boundaries,
data sheets for sampling locations and a description of methods used. Final
delineation of wetland boundaries will be indicated on aerial photography. This
task also includes drafting and clerical staff efforts in preparing the report.
2. Wetland Coordination. This task includes ongoing communication and
coordination with the Corps of Engineers (COE) and the Iowa DNR as it relates to
wetland delineation and mitigation. It also includes distributing the wetland report
to agencies and the Waterloo Regional Airport.
3. Wetland Permit Application. This task includes the preparation and submittal of
the Joint Section 401/404 Permit application to Iowa DNR and COE, if required by
the COE. The permit application would be submitted jointly to Iowa DNR and COE.
It is assumed, based on information gathered previously, that mitigation for wetland
impacts will not likely be needed. However if the impacts exceed 0.10 acre,
mitigation will be required.
4. Wetland Mitigation Concept. This task would only be needed if wetland impacts
exceed 0.10 acre. It would include identifying a mitigation site location and
designing the mitigation wetland to be suitable as replacement per COE guidelines
and requirements. Plan sheets, planting list, mitigation commitments and future
monitoring must be developed as part of the mitigation package. Final design of
the mitigation site is not included in this Scope of Services but can be added by
supplemental agreement if required.
5. Cultural Resources Survey. A field survey would be conducted prior to tree
removal to determine the potential for cultural resources to be present in the treed
areas. Such a survey may detect some resources, but there could be a potential
for other resources to be caught up in the tree roots and only revealed as the trees
are removed. Should artifacts be uncovered during tree removal, an archaeologist
would need to be called in to assess the findings (can be added by supplemental
agreement, if required).
6. Project Administration. This task consists of the quality review of work elements
on the project. During the course of this project, quality reviews will be conducted
by senior technical personnel not directly involved in the project.
