Mr. Schmitt arrived at 4:39 p.m. Absent: Jacobs and Lind. Moved by Welper seconded by Morrissey that the Agenda, as proposed, be approved. Voice vote -Ayes: Four. Motion carried. Objective: Consent Decree update. Steve Hoambrecker, Waste Management Services Director, provided an overview of the Consent Decree and explained that the master plan will be provided to council to adopt, which will include a facility condition assessment and a capacity assessment. Mayor Hart explained that items within the master plan are part of the consent decree and must be completed to remain compliant with the consent decree. Steve Hoambrecker provided an overview of the master plan executive summary, which will need to be approved by council by the end of December. He explained the city could petition to get out of the consent decree five to seven years early depending on the progression of and financial commitment to, projects. Mr. Morrissey questioned if the department is adequately staffed to comply with the consent decree. Steve Hoambrecker explained work is falling behind due to staffing changes and appropriate staffing is essential to maintaining the CMOM program. Mr. Amos questioned what the advantage is of not having the consent decree. John LaPointe, AECOM, explained that getting out of the consent decree early eliminates the potential of fines for non-compliance and that it would allow other work to be completed on projects at the treatment center. Mr. Powers thanked staff for their work on the consent decree. Steve Hoambrecker explained that they have been submitting reports to the government and have had no issues to date and he thanked his staff for their hard work. With no further business before the Council, it was moved by Welper seconded by Amos that the meeting be adjourned at 4:46 p.m. Voice -vote Ayes: Five. Motion carried. Kelley Fe City Clerk
