HomeMy WebLinkAboutMinutes-12/18/2017COUNCIL WORK SESSION December 18, 2017 4:20 p.m. Harold E. Getty Council Chambers Members present: Jacobs, Morrissey, Powers, Amos, Schmitt, and Welper. Absent: Lind. Moved by Welper seconded by Schmitt that the Agenda, as proposed, be approved. Voice vote - Ayes: Six. Motion carried. Objective: 2017-2022 Strategic Plan update. Mayor Hart provided an overview of the strategic planning process that council and staff went through in order to develop the strategic plan and explained that updates will be provided every six months. Noel Anderson, Community Planning and Development Director, provided an overview of steps taken to accomplish strategies 1.1, 3.11, and 3.9. Mayor Hart commented that the GROW Committee also looked at marketing initiatives, readopting the CLURA/CURA program, making detention ponds look like an amenity, developing infill sites, etc. Mr. Schmitt commented that the original intent of the CURA and GROW Committee were to develop housing in areas all over the committee. Mr. Morrissey questioned who is on the GROW Committee. Noel Anderson explained the composition of the committee and noted that he will provide a list of the members to council. Mr. Morrissey commented that neighborhoods such as Church Row have many rental properties and that 70-80 percent of the properties are not owned locally and are in disrepair. He commented that something needs to be done, ordinance or policy wise, to help keep up these properties. Noel Anderson explained that the 657A Policy and Rental Registration program have been revamped to help enforce property maintenance. Mayor Hart commented that the city has received grant monies to help clean up some properties but that the city needs to think outside of the box to make changes. Mr. Morrissey explained that the Historic Preservation Committee exists but does not have teeth to help preserve the historical properties in the city, which are also an attraction to people visiting the city. Mayor Hart commented that the Walnut Neighborhood partnership is a pilot for Historic Preservation in the city. Mr. Schmitt questioned if the city has implemented policies to help protect neighborhoods such as Church Row. Noel Anderson explained that Habitat for Humanity has rehabilitated some homes in Church Row and that a work session could be held to discuss some of the issues. Mr. Jacobs questioned if the African American Historical walking trail is included in the plan as well. Noel Anderson explained that the city is continuing to work on funding sources. Wendy Bowman, Communications Director, provided an overview of strategy 4.1.
