DOCUMENTS
94658 - The Mayor announced that the time had arrived for discussion on a proposed
maintenance agreement for property owners requesting a building permit for
property located within the Relocated Highway 218 Corridor.
Bob Maledy, 111 South Street, asked for clarification on the urban design
agreement.
Bob Stevenson, City Planner, stated that the agreement will provide specific
emphasis to the detention areas, viaducts, and adjacent land and develop more
detailed plans which may be applied to areas throughout the 218 Corridor.
Mr. Maledy also questioned if this proposal would further delay the receipt of
building permits as has been the case with his permit.
Planning and Development Director Don Temeyer stated that Mr. Maledy and his
next door neighbor had been engaged in a law suit concerning the garage Mr.
Maledy was building. Mr. Maledy has since withdrawn his request from the
Gateway Committee, and therefore no permit for the construction has been
issued.
Mayor McKinley stated that the 218 Corridor is a significant opportunity to
beautify our City and that other cities have indicated to us that they wish
that they had taken this opportunity to do likewise.
Kathy Oberle, 710 Forest Avenue, questioned the cost of the design. Mayor
McKinley stated that the project will be paid for from the Interstate
Substitution Project accounts and that the contract amount will be in a sum
not to exceed $50,000, plus reimbursable expenses not to exceed $12,000.
Craig Ritland, Chairperson of the Gateway Committee, reported that the U.S.
218 Corridor will provide travelers through our community much visibility of
our City. He urged the Council's passage of the proposed maintenance
agreement and urban design agreement.

RESOLUTIONS TO BE ADOPTED
94662 - The Mayor announced that the time had arrived for discussion on the Resolution
amending Resolution No. 1989-49 establishing parking regulations in the CBD.
Pat Kneeland, owner and operator of Le Sous -Sol located at 621 1/2 Sycamore
Street, questioned the need to change two hour parking meters to 4 hour
parking meters in the downtown area.
Public Works Director John Meyer responded that this is a result of requests
from property owners requesting longer term parking in areas that are
currently not easily accessible to longer term meters or ramps.
Pat Kneeland stated that the City has not met its commitment to patrolling the
downtown area for violations of the parking meter ordinance. She stated that
there are particular problems in the 600 block of Sycamore Street where meters
have been removed. Parkers are allowed two free hours of parking, but with
little or no enforcement from the City, workers in the downtown area are
abusing the privilege by parking all day.
Councilperson Brown stated that most of the abusers are located in the
First National building and that attempts have been made to inform the state
offices of the problem they are creating.
Harry Lehman, owner and operator of Grandpa Harry's located at 623 Sycamore
Street, stated that he is against the installation of any 4 hour meters in the
downtown area. He also stated that the City has not been enforcing the two
hour courtesy parking in the 600 block of Sycamore Street and asked for
stepped-up enforcement at this location.
Councilperson Budak suggested that if stepped-up enforcement in the courtesy
parking area does not work, the City should consider reinstallation of the
parking meters.

94702 - Jim Breckunitch, Chairperson of the Plumbing Code Committee and Examining
Board, stated that the Ordinance has received the review of the Committee and
its subsequent approval.
Rick Young stated that the proposed Ordinance changes may eliminate some
problems but may create riew circumstances for the Plumbing Inspector. He also
indicated that this would allow plumbers to charge more for their services.
Harold Waschkat, Chief Plumbing Inspector for the City, stated that the
Ordinance provides consistency in the inspection and will provide for the
health, safety and betterment of the community.
Al Manning, 919 Fairview Avenue, questioned the need for the Ordinance
changes.

ORAL PRESENTATIONS
94711 - L. C. Hennessey, 319 Belmont, stated that the new Wal-Mart Store being
constructed near Crossroads Shopping Center should also include items made
from Black Hawk County in addition to the items they regularly sell.
Mayor McKinley reported that a Youth Night is scheduled for October 21, 1989
at 6:00 p.m. at the Antioch Baptist Church Main Auditorium. The event is
designed to allow discussion on the many issues that face the black community,
including drug use, crime and teenage pregnancy.
Ernie Boykin, 530 Hope Avenue, questioned why the traffic lights on West llth
Street between U.S. Highway 218 and the river are not synchronized.
Don Temeyer, Planning and Development Director, responded by indicating that
this situation would be reviewed.
Councilperson Wright thanked everyone for the caring attitude shown during the
recent illness of her husband. She also indicated that she has been very
impressed with the hospital staff at the University of Iowa and Iowa City.
