HomeMy WebLinkAbout06/26/1989CITY COUNCIL WORK SESSION June 26, 1989 6:00 p.m. Large Conference Room Members present: Brown, Angel, Buck, Fox, Dell, Wright, Budak. Moved by Fox, seconded by Wright that the Agenda, as proposed, be approved. Motion carried. The purpose of the meeting was to discuss a proposed agreement with the Black Hawk County Health Department for health services for the City. This agreement is the renewal of a three year contract that has now expired. The new agreement proposes no increase in fees paid to the County from the previous three years. Also included in the agreement is the commencement of a vehicle replacement program for vehicles used by the Health Department. At the time of the original contract with the County, two vehicles were turned over for Health Department usage with the City providing the maintenance on said vehicles. Since these vehicles are badly in need of replacement, the contract allows for commencement of a replacement program. The City will continue maintenance functions. The agreement also allows the Black Hawk County Board of Health to act as the City's Board of Health. Discussion was heard concerning the employees who were transferred to the County at the time the original agreement was signed. The 1986 agreement stipulated that the two employees would remain employed in a dual capacity, both as a City and County employee. The agreement now stated that at the end of three years, the Mayor and City Council would review the status of the employees involved. The only current tie the employees have with the City of Waterloo is their sick leave bank that they are eligible to receive payment on. Another option would be for the County to hold this money in escrow until such time that the employees leave employment with the County. Argall Jackson, one of the employees affected by the contract, has contacted several Councilmembers concerning the proposed arrangement. Discussion followed. The County Attorney is reviewing this agreement and has recommended several minor changes that do not effect the contents of the contract. These amendments will be prepared prior to Council consideration of the agreement. It was also noted that the amount of savings that the City has enjoyed with contracting health services to the County is approximately $60,000 per year. It was the consensus of the Council that the arrangement with Argall Jackson and Larry Sivensind be agreed upon prior to Council action on this agreement. Councilperson Buck asked for clarification on several complaints he has received and which department they should be referred to. It was reported that in many instances a combination of departments are involved to solve certain problems. With no further business before the Work Session, it was moved by Buck, seconded by Fox that the meeting be adjourned. Motion carried. Larry P. Burger Clerk/Auditor
