The purpose of the meeting was to discuss the non -bargaining compensation classification study. The report prepared by Waters Consulting Group on the non -bargaining compensation classification study was presented by Jeff Grady. Following his report, questions were asked by the Council on the plan implementation. No action was taken by the Council on this matter. With no further business before the Council, the meeting was adjourned. Larry P. Burger Clerk/Auditor COUNCIL WORK SESSION MINUTES May 15, 1989 4.30 p.m. Large Conference Room Members present: Mayor McKinley, Budak, Buck, Angel, Dell, Fox. The purpose of the meeting was to provide the Council with an update of the Gateway Committee activities. The Committee has been meeting on a weekly basis and expressed appreciation of the Council's extension of the moratorium along the corridor. The Gateway Committee has utilized a design class from Iowa State University which has prepared various plans for the area. The Gateway Committee has been successful in receiving a Regional Urban Design Assistance Team Task Force to come to Waterloo tentatively set for July 7, 8, 9 and 10. During this time frame, a report will be prepared and presented to the community on future ideas for the Gateway. Mr. Joe Champeaux will be in Waterloo during the next several days to plan that study. Throughout the weekend, public input will be solicited in preparing the plan. Discussion was heard on a parcel of property generally located at the northeast corner of the intersection of Mitchell Avenue and U.S. Highway 218. This property is currently owned by Mr. Virgil Wallace. Due to the critical location of this parcel, the Gateway Committee wishes to take great care in the type of use for this parcel. Mr. Wallace has been working with the Committee as he wishes to build on the property soon. The Gateway Committee recommends that this parcel be purchased by the City. The location is significant since it is the first traffic light as citizens travel through the City. Mr. Wallace has agreed for the City to conduct an appraisal of the property, after which time the City can then negotiate with Mr. Wallace.
