PETITIONS FROM PUBLIC 93063 - Mayor McKinley presented a Certificate of Appreciation to Sharon Spears of the Animal Control Department in recognition of Ms. Spears assisting a lost child in the early morning hours of November 3, 1988. Page 3 and Orders of Section 19-23, Section 19-24, Section 19-28, , be received, Prior to the vote, the following discussion was heard. Ross Blow, 320 Oak Park Circle, stated that in his calculations this increase was approximately a 70 percent increase. Blow continued that he felt that 70 percent was excessive and that was why some of the business people of the community were moving out. He stated that the City should levy the same amount of increase on the commercial property and not just pick on the apartment owners. Fire Chief Stan Stapella stated that the Council had recently passed a fire inspection fee for commercial property ranging from a minimum of $50 to a maximum of $500. Stapella continued that this fee would only be charged on apartments upon inspection and the requirement for inspection was once every five years. Stapella stated that the request is for the City Council to bring the fees up to the 1981 levels prior to the inspection fees being decreased. Ayes: Seven. Motion carried. 93073 - Moved by Buck, seconded by Fax that "an Ordinance fixing the compensation of Mayor of the City of Waterloo, Iowa, and repealing Ordinance No. 3405", be received, placed on file, passed and considered for the first time. Prior to the vote, Mary Ann Pierce, 1410 West 4th Street, stated that the Mayor does not need a raise at this time. 816 Archer Avenue, stated that the raise for the Mayor is in the difficult times that the City is going through with the budget, maybe the timing is bad for a raise. stated she agreed with Ms. Koslowski regarding the timing Shirley Koslowski, justified, but that decisions regarding Councilperson Angel of the raise. Vonnie Jackson, 1838 Howard Avenue, stated she was not in favor of the raise, and that the people in the City making minimum wage would be happy to be the Mayor for the present salary. Jackson continued that the City is in poor condition and things are not getting better as has been stated by several community leaders. Kathy Oberle, 710 Forest Avenue, stated that the time was not right to raise the Mayor's salary. Oberle stated that if the Mayor's salary is raised, this would just give more ammunition to the naysayers of the community. L. C. Hennessey, 319 Belmont Avenue, stated that in comparison with other cities, the Mayor is grossly underpaid. Hennessey continued that the times have turned around, and if it is not time now to give the Mayor a raise, when is it time. Mac Mc Causland, 3383 West Ridge Drive, stated that any time that you vote on giving yourself a raise, its tough going. Mc Causland continued that you must pay for what you get, and he agreed with the vote for the raise. couhcilperson Wright stated that she felt that the Mayor needs to make more than the various Department Heads of the City. Wright stated that she was in favor of the raise to get the Mayor's salary up to where it should be. Doug Sharp, Cedar Valley Partnership, stated that there is a challenge in moving forward with the community. ORAL PRESENTATIONS 93078 - Shirley Koslowski, 816 Archer Avenue, asked the Council to review the handicap parking situation and to consider making them more than a metered two hour parking stall. Kathy Oberle, 710 Forest Avenue, stated that she had good news for the Council. Oberle continued that Fairmont, Minnesota has taken the lead from the City of Waterloo and is holding a celebrity auction for Fairmont's Hockey Association. Oberle identified other communities throughout the nation that have taken the lead from Waterloo on celebrity auctions. She stated that this shows a positive boost for Waterloo. Oberle also stated that on December 3, the UpDowntowners will be hosting the Holiday Opener at the Five Sullivan Brothers Convention Center and ran through some of the events that were planned.
