HomeMy WebLinkAbout10/03/1988CITY COUNCIL WORK SESSION October 3, 1988 5:00 p.m. Large Conference Room Members present: Angel, Budak, Brown, Fox, Wright, Buck and Mayor McKinley. The Agenda, as proposed, was approved. Jim Rodemeyer, Personnel Director, summarized changes to the Iowa Public Employees Retirement System (IPERS) for permanent City employees with the exception of sworn police officers and fire fighters. One significant change allows an IPERS employee with 30 or more years of service to retire with no penalty and full IPERS benefits if the employee's age at their last birthday plus their years of service equals or exceeds 92 and the employee is at least 55 years of age. In addition to IPERS retirement benefits, the City extends health, dental and prescription coverage at the City's expense for employees retiring at age 62, from age 62 to 65. Currently, there are five City employees who have become eligible for an early retirement under the new Ninety-two Rule. During the next four years, four additional employees will meet the criteria. Several of the eligible employees have inquired if the City will provide health insurance coverage for an employee at no cost to an employee who retires early under this program. The costs and savings to the City of this program were reviewed. Questions were raised as to whether or not other options have been reviewed by City staff in addition to those presented. It was the consensus of those present that other options be reviewed concerning early retirement and brought back to the members at a later time. Buck now present at 5:18 p.m. Jim Rodemeyer explained a proposed agreement with the Hawkeye Institute of Technology for a comprehensive defensive driving program for City employees. The City's liability insurance carrier has been a strong proponent of such a program. Cost of the proposal is $30 per participant for the basic sixteen hours of instruction. An additional $10 per participant charge will be assessed for those employees receiving the work zone safety training. Approximately 200 City employees, excluding Fire Department employees, would be required to participate in the training. Of these 200 employees, approximately 75 would be required to participate in the additional three hour training. Total cost of the package is approximately $6,750. It is hoped that this program will reduce the City's insurance premium over the long term by reducing accidents. No action was taken on this; however, this item will be referred to the full Council for review, recommendation and approval. Jon Fister presented statutory requirements of the State Code of Iowa as it pertains to zoning matters. Copies of the Zoning Ordinance, the Land Use Policy Plan, the Land Use Policy Map, and the Zoning Map were presented to each of the Council members. Questions were answered.
