Members present: Mayor McKinley, Brown, Dell, Buck, Fox, Wright,
Angel and Budak.
The Agenda, as proposed, was approved.
The first item of discussion was an ordinance amendment to the
Waterloo Code of Ordinances, Section 33 3/4 - 18, Local Transient
Guest Tax Fund. Said ordinance would eliminate the $175,000 cap
and allow the City Council to set a maximum limit each year after
reviewing the line item budget of the Convention and Tourism
Bureau.
Jeff Shirley, Director of the Convention and Visitors Bureau,
distributed the mission statement and goals and objectives for
the year. He reported that the Hotel/Motel receipts continue to
increase and that tourism in the City has increased significantly
in the last few years. The economic impact of the Convention
Bureau during 1987 was approximately $11.5 million, representing
a 24 percent growth rate in the last three years. He asked that
the Council consider removing the cap to allow the Bureau to
continue its growth and to have incentive to continue to grow.
Mr. Shirley explained that the additional money gained from the
Hotel/Motel Tax would be used for beefing up the existing sales
and marketing effort of the Bureau. As competition grows for
conventions within the State, additional marketing efforts are
necessary. He also reported that the Convention Bureau will be
switching to a Fiscal Year budget rather than a Calendar Year
budget to coincide with the City budget process.
Larry P. Burger, Clerk/Auditor, explained that the Convention
Bureau will receive $175,000 during Fiscal Year 1988. If the
ordinance is adopted, it will be necessary to amend the City
budget to allow for the increased expenditure.
Councilperson Wright suggested that the wording in the mission
statement be changed to "involve" minority involvement rather
"encourage" minority involvement.
The second item of discussion was the proposed ordinance to
impose a 1 percent local option sales tax in the City of
Waterloo. It was suggested by Councilperson Angel that a
"renters credit" be offered since the sales tax may seem to only
benefit property owners.
Councilperson Buck now present at 5:10 p.m.
It was stated that current estimates indicate that the sales tax
will generate approximately $4 million per year. The ordinance
calls for 60 percent of said revenues to be direct property tax
relief, with an additional 25 percent to be used in the street
maintenance area and the remaining 15 percent for quality of life
items. Approximately 40 percent of the sales tax that is
anticipated to be generated will come from persons outside the
Waterloo city limits. The Quality of Life Authority was briefly
described as contained in the ordinance.
Councilperson Brown now present at 5:15 p.m.
Delays in receiving the sales tax from the State of Iowa was
discussed. Municipalities that have imposed the sales tax are
experiencing up to a six month delay in receipt of said funds
from the State. It was emphasized that any discussion on the
local option sales tax should be debated as an issue of property
tax relief.
With no further discussion before the Council, the Work Session
was adjourned.
