The Council of the City of Waterloo, Iowa, met in Organizational Council Meeting at City
Hall Council Chambers, Waterloo, Iowa at 11:00 a.m. on January 4, 1988. Mayor McKinley in
the Chair. Roll Call: Dell, Fox, Buck, Wright, Budak, Brown. Absent: Angel.
District Court Judge James C. Bauch administered the Oath of Office to Mayor Bernard L.
McKinley.
Mayor McKinley now in the Chair.
91424 - Mayor McKinley administered the Oath of Office to the following Council Members
Elect: Council Member, at Large - Robert Brown
Council Member, at Large - Sammie Dell
Council Member, First Ward - Dave Buck
Council Member, Second Ward - Josef Fox
Council Member, Third Ward - Rose Angel
Council Member, Fourth Ward - Willie Mae Wright
Council Member, Fifth Ward - Tony Budak
Moved by Wright, seconded by Buck
to receive and place on file the Oaths of Office of the Mayor and City Council
Members.
Motion carried.
91425 - Reverend Eugene Williams of Faith Temple Baptist Church -SBC stated that he would
like to commend the voters of the community for electing a Council that will go
forward with the best interest of the City in mind. Reverend Williams continued
that in his opinion, a new wind is blowing, and he would like to offer some
advice to the two Black members of the City Council. Reverend Williams stated
that the Black members are not just there to serve the Black population of the
community but to serve all people.
Councilperson Buck stated that today was the funeral of the former City Clerk of
Waterloo, Lawrence Rimmer. Mr. Rimmer served as City Clerk from 1957 to 1965.
Mr. Buck asked that there be a moment of silence in remembrance of Mr. Rimmer.
Councilperson Wright stated that she was very happy to serve the community in
the capacity of City Councilperson and appreciated the strong support shown by
the audience at today's meeting.
Mayor McKinley stated that he was very proud of the seven members of the Council
that are seated here today. He continued that it was a good sign for the voters
to elect the entire ticket and a lot of exciting things would be happening in
the next two years. Mayor McKinley stated that Bob Brown made a comment to him
regarding the new Council that this Council could disagree without being
disagreeable. He also quoted Councilperson Sammie Dell as saying that the
Council could disagree with each other, but they would never embarrass each
other. Mayor McKinley stated that the Council could disagree, but once a vote
is taken the issues should be layed aside. McKinley continued that in his
opinion, we had a good cross section represented on the Council of labor,
management and educational background.
Moved by Wright, seconded by Fox
that the above comments be received and placed on file.
Motion carried.
Mayor McKinley called Reverend Rideout to the microphone and asked for an
Invocation.
Moved by Brown, seconded by Budak
that Larry P. Burger be appointed as City Clerk/Auditor/Treasurer be received,
placed on file and approved.
Motion carried.
