Mayor Bowers in the Chair. Roll call: Wright, Dowie, Seeber, Getty, Lichty, Penaluna, Klinger. Invocation by Getty. 88150 - Moved by Wright, seconded by Lichty that the Agenda, as amended, for the Regular Session of October 7, 1985, at 7 :00 p.m., be accepted and approved. Motion carried. 88151 - Moved by Dowie, seconded by Klinger that the Minutes of the Regular Session held September 23, 1985 and the Special Session of September 30, 1985, be approved. Motion carried. HEARINGS 88152 - Moved by Klinger, seconded by Getty that proof of publication of notice of public hearing on amendments to Ordir.ance 3226, as amended, Bus Stop Bench Ordinance Regulations, as published in Lhe Waterloo Courier on September 23, 1985, be received and placed on file. ORAL PRESENTATIONS 88157 - Lydia Clements, Chairperson of the Waterloo Sister City Association, presented Mayor Bowers and members of the Council with the City of Waterloo flag. Moved by Wright, seconded by Getty that the above presentation be received, placed on file and the flag as presented be adopted as the City of Waterloo, Iowa, flag and displayed in the Council Chambers. Motion carried. 88158 - Earl Rogers, invited members of the Council to a meeting of Rath Packing Company unemployed workers. The meeting will be at 10:00 a.m. on Wednesday, October 9, 1985, at 515 Lime Street (Boys and Girls Club). Councilperson Getty congratulated Ron DeChristopher, staff writer for the Waterloo Courier, on his upcoming marriage (October 28, 1985). Councilperson Lichty asked why the meeting with Iowa Governor Terry Branstad scheduled for 5:15 p.m. on October 8, 1985, at City Hall was not open to the public. Mayor Bowers indicated that the meeting was closed to the public and that he would be representing the City's elected body. Councilperson Seeber asked why it has taken so long for the Governor to respond to the needs of Black Hawk County when the unemployment problem has existed for such a long time in our community. Resolution adopted and upon approval by Mayor assigned No. 1985-581. 88165 - Moved by Getty, seconded by Lichty that communication frau City Engineer transmitting Change Orders Nos. 9 and 10 for F.Y. 1984 East Park Avenue Area Improvements, IX -6579(1)--79-07, Contract No. 263 from Cedar Valley Corporation for increase of $553.72 together with recommendation of approval be received, placed on file and approved and Mayor and Clerk/Auditor instructed to execute same. ORDINANCES TO BE ADOPTED 88172 - Moved by Getty, seconded by Dowie that rules requiring ordinances to be considered and voted for passage at two prior meetings, be suspended, and that below ordinance be recorded as having been considered and passed for the second and third times and now placed on its final adoption. Motion carried. 88173 - Moved by Klinger, seconded by Wright that "Ordinance amending the Traffic Code by repealing Subsections (16) Bopp and LaPorte Road and (103) LaPorte Road and Grimm of Section 540, obedience to official traffic -control devices, and Subsection (54) LaPorte Road of Section 543, thru streets", be adopted. Motion carried. 88185 - Moved by Getty, seconded by Seeber that communication from Planning, Programming and Zoning Commission transmitting amendments to Ordinance No. 2447 known as the Advertising and Sign Ordinance relating to the Bus Stop Bench Ordinance be received, placed on file and "Resolution setting date of hearing as October 14, 1985, at 7:00 p.m. in the City Hall Council Chambers on above described amendments", be adopted and Clerk/Auditor instructed to publish notice accordingly.
