The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on June
17, 1985. Mayor Bowers in the Chair. Roll call: Getty, Lichty,
Penaluna, Klinger, Dawie, Wright, Seeber.
Invocation by Getty.
87575 - Moved by Klinger, seconded by Lichty
that the Agenda, as amended for the Regular Session of June 17, 1985,
at 7:00 p.m., be accepted and approved.

87576 - Moved by Wright, seconded by Lichty
that the Minutes of the Regular Session held June 10, 1985, at
7:00 p.m., be approved.
Motion carried.
The Mayor Pro -Tem called for oral comments and there were none.
PETITIONS FROM PUBLIC
87577 - Moved by Wright, seconded by Penaluna
that communication from Planning, Programming and Zoning Commission
transmitting the special permit request of Kenneth E. DeVries to
operate an Automotive Recycling Business at 808 Dearborn Avenue
together with recommendation of approval and restrictions be
received, placed an file and "Resolution setting date of hearing as
June 24, 1985 at 7:00 p.m. in the City Hall Council Chambers on above
described request", be adopted and Deputy Clerk/Auditor instructed to
publish notice of hearing accordingly. Ayes: Seven.

87578 - Mike Mrzlak, Sign and Traffic Departrmec.t indicated that he was
recommending that "No Truck" signs be installed on East Airline
Highway to discourage the use of truck traffic. Councilperson Getty
did not agree with the posting of signs without an ordinance in
affect. Councilperson Penaluna recommended that an embargo sign be
placed on the highway with the imposition of the appropriate
ordinances and not deceive the users of the street.
Moved by Penaluna, seconded by Klinger
that communication from the Sign and Traffic Department transmitting
the recommendation on installation of "No Truck" signs on Airline
Highway without an ordinance to discourage trucks from using this
highway be received, placed on file and denied and that a temporary
embargo be placed on East Airline Highway. (see CR87518 of June 3,
1985) Ayes: Six. Nays: Getty

transmitting guidelines for use of the Waterloo Police Training
Center and Outdoor Fire Arms Range (General Order, Operations, No.

report and recanmendation of acceptance for the F.Y. 1985 Maywood

5% of the total construction cost be received, placed on file, and
"Resolution approving said completion report and recanmendation of
acceptance", be adopted. Ayes: Seven.

documents", be adopted and Deputy Clerk/Auditor and Mayor Pro -Tem

adopted and Mayor Pro -Tem and Deputy Clerk/Auditor instructed to

87597 - Jim Martin of the National Bank of Waterloo indicated that the
signing of this trust indenture was for the purposes of substituting
hospital funds for the funds from the proceeds of the bonds which
were originally deposited in the debt service reserve fund. Under
the trust indenture, St. Francis Hospital will be allowed by Medicare
to include the interest expense now being incurred by the hospital
for that portion of the bonds which are allocated to the amount
deposited in the debt service reserve fund in determining its cost
reimbursement dlarges and increasing the revenues of the hospital by
approximately $100,000. The Firm of Belin, Harris, Helmick, Heartney
and Tesdell have supplied the City with an opinion indicating that
the City does have the power to authorize, execute and deliver this
indenture without the consent of the holders of the bonds and that
the authorization, execution and delivery of the indenture will not
affect the tax exempt status of the bonds.

Supplemental Trust Indenture with the National Bank for Hospital
Facility Revenue Bonds, Series 1979 ($10,250,000.00) (St. Francis

thru streets, and enacting in lieu thereof a new Subsection (90b)
Sixth Street to Section 543, thru streets; and by adding
Subsection (256), Sixth Street Bridge, to Section 551, Parking
Prohibited at all times on certain streets", be received, placed on
