Mayor Bowers in the Chair. Roll call: Klinger, Penaluna, Lichty, Seeber, Dowie, Wright. Absent: Getty. 87053 - Moved by Dowie, seconded by Wright that proof of publication of notice of public hearing on proposed Fiscal Year 1986 Budget for the City of Waterloo as published in the Waterloo Courier on February 27, 1985, be received and placed on file. Motion carried. HEARING 87054 - HOLD HEARING --This being the time and place of hearing, the Mayor called for oral and written objections and there were no written objections. Bruce Meisinger, Budget Analyst, reviewed the F.Y. 1984-85 and F.Y. 1985-86 Budget Comparison Chart by Fund, the F.Y. 1984-85 and F.Y. 1985-86 Tax Comparison Chart and proposed uses for F.Y. 1985-86 Federal Revenue Sharing Funds, and charts indicating the source and use of City monies. Mayor Bowers introduced the members of the Mayor's Citizen Budget Review Committee: Shirley Koslowski, appointed at -large from the public; Mike Atkins, representing Local #838; Sharon Juon, representing the Chamber of Commerce; Terry Jackson, representing the Junior League; Harris Caesar, representing NAACP; John Brackin, Black Hawk Labor Council. He presented each with a Certificate of Appreciation and thanked them for their many hours of dedication and work. The efforts of Dean Myhr, Director of Recreation Commission and Bev Lind, Waterloo Public Library Director were also recognized as members of the Staff Budget Team. Shirley Koslowski presented the following report of the Citizen's Budget Review Committee: 1) a. that all fees and service charges be evaluated. b. that a separate budget be developed for Economic Development Activities. c. that the City and Black Hawk County combine their dog and cat licensing process. d. that study be undertaken to reduce the cost of street lighting. 2) that a separate committee of public and private finding sources be established that would set priorities and criteria for funding of outside agencies except for MET Transit, INRODG, Civil Defence, Housing Management (Chamber of Commerce) and Clean Community Commission. The committee should be able to allocate monies in an amount not to exceed.08% of the appropriated General Fund. March 5, 1985 Page Two HEARING CONTINUED 87054 - 3) that the budget process begin in December and that the (cont) Council, staff and Citizen's Committee jointly review the budget prior to the public hearing. 4) that the Council approve funding for Cedar Valley Food Bank, Martin Luther King Center, Jesse Cosby Neighborhood Center and Integrated Crisis Services at 1/2 of their original request. Money for these programs should be taken from the Contingency Line Item. Moved by Wright, seconded by Dowie that the above recommendations be received and placed on file. Motion carried. 87055 - Each program area was reviewed and time allowed for public input and continents with the first category being "Community Protection". John Kramer indicated that salary increases given to City employees were not fair. Searles Hayden, 2611 Manor, stated that taxes keep increasing and the residents of the City cannot continue to pay. Robert Sieglaff, 914 W. 3rd Street, asked that no pay raises be granted to City employees. Don Greenway, 1405 Hackett Road, opposed any tax increase. Gerald Iash, 646 Jane Street, opposed any tax increase. Moved by Klinger, seconded by Penaluna that the "Community Protection" Program area be approved at a level of $12,067,068.00. Ayes: Five. Nays: Lichty. Absent: Getty. Motion carried. 87056 Moved by Dawie, seconded by Penaluna that the "Health" Program area be approved at a level of $395,008.00. Ayes: Five. Nays: Lichty. Absent: Getty. Motion carried. 87057 - Moved by Wright, seconded by Seeber that the "Education" program area be approved at a level of $1,048,408.00. Ayes: Five. Nays: Lichty. Absent: Getty. Motion carried. 87058 - Robert Sieglaff asked if the expenditure for McElroy Auditorium included the City's lease payment to National Cattle Congress. Moved by Penaluna, seconded by Dowie that the "Leisure Time" program area be approved at a level of $2,562,179.00. Ayes: Five. Nays: Lichty. Absent: Getty. Motion carried. March 5, 1985 Page Three HEARING CONTINUED 87059 - Don Greenway complained about the street sweeping and said too much was being spent for the service they were giving. Moved by Klinger, seconded by Penaluna that the "Physical Environment" program area be approved at a level of $5,964,787.00. Ayes: Five. Nays: Lichty. Absent: Getty. Motion carried. 87060 - Moved by Seeber, seconded by Wright that the "Economics" program area be approved at a level of $222,857.00. Ayes: Five. Nays: Lichty. Absent: Getty. Motion carried. 87061 - Robert Sieglaff stated that the Airport Manager's salary was too high. John Lichty suggested that Council cut the Airport Budget. Moved by Dowie, seconded by Klinger that the "Transportation" program area be approved at a level of $5,037,012.00. Ayes Five. Nays: Lichty. Absent: Getty. Motion carried. 87062 - Councilperson Lichty opposed the merit increases for administrative personnel. Moved by Penaluna, seconded by Seeber that the "Policy and Administration" program area be approved at a level of $12,029,530.00. Ayes: Five. Nays: Lichty. Absent: Getty. Motion carried. 87063 Mayor Bowers indicated that the 4% tax increase F.Y 1986 and 5.3% overall increase over F.Y. 1985 budget was largely due to increased debt service cost (bond retirement); $1,000,000 allocated for street repairs, and salary increases for union and non-union personnel. Councilperson Seeber explained that the City's bargaining units are subject to collective bargaining laws and that the City had proposed no increase in salaries at the beginning of the negotiations. Through negotiations, a settlement had been reached calling for a 3% increase on July 1, 1985, and 2% increase on January 1, 1986. Moved by Seeber, seconded by Wright that funding of Cedar Valley Food Bank, Martin Luther King Center, Jesse Cosby Neighborhood Center and Integrated Crisis Services be approved at 1/2 of their request for a total budget increase of $13,750.00, with said funds being deducted from the Contingency Line Item and resulting in no tax increase. March 5 , 1985 Page Four HEARING CONTINUED 87064 - Councilperson Lichty asked why a hearing was held when none of the views of the public at the hearing were incorporated into the final document. Moved by Dowie, seconded by Klinger that "Resolution approving the F.Y. 1986 Operating Budget for the City of Waterloo, Iowa", be adopted and Clerk/Auditor instructed to certify said amount to the County Auditor. Ayes: Five. Nays: Lichty. Absent: Getty. Resolution adopted and upon approval by Mayor assigned No. 1985-87. 87065 - Moved by Dowie, seconded by Lichty that the Council adjourn. Motion carried.
