The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on March 4,
1985. Mayor Bowers in the Chair. Roll call: Klinger, Penaluna,
Lichty, Getty, Seeber, Dawie, Wright.
Invocation by Wright.
Mayor Bowers introduced Dave Bauman and Troop 117 from Washburn and
Roger Jordon and Troop 17 from Kingsley Elementary School.
87030 - Moved by Klinger, seconded by Wright
that the Agenda, as proposed for the Regular Session of March 4,
1985, at 7:00 p.m., be accepted and approved.

87031 - Moved by Wright, seconded by Seeber
that the Minutes of the Regular Session held February 25, 1985, at
7:00 p.m., be approved and accepted.

HEARING AND BID

that proof of publication of notice of public hearing for the F.Y.
1985 Lafayette Street Sanitary Sewer Extension No. 2, Contract No.
275, and taking of bids as published in the Waterloo Courier on
February 15, 1985, be received and placed on file.

87033 - HOLD HEARING --This being the time and place for public hearing, the
Mayor called for written and oral objections and there were none.

that "Resolution confirming the approval of plans, specifications,
etc., for F.Y. 1985 Lafayette Street Sanitary Sewer Extension No. 2,
Contract No. 275," be adopted . Ayes: Seven.
Resolution adopted and upon approval by Mayor assigned No. 1985-82.

that "Resolution ordering construction for the F.Y. 1985 Lafayette
Street Sanitary Sewer Extension No. 2, Contract No. 275", be adopted.
Ayes: Seven.
Resolution adopted and upon approval by Mayor assigned No. 1985-83.

to receive, file, instruct Deputy Clerk/Auditor to open and read bids

PETITIONS FROM PUBLIC CONTINUED
87041 - Robert Welter, 4012 Leversee Road, stated that the seal coat was
necessary due to additional traffic and that he did not object to an
assessment.
Moved by Lichty, seconded by Wright
that petition of area property owners requesting seal coating of
Leversee Road between Airline Highway and Dunkerton Roads be
received, placed on file, referred to City Engineer for review and
recommendation.

UNFINISHED BUSINESS
87042 - A representative of Immanuel United Presbyterian Church stated that
because the church is land -locked, on -street parking is badly needed.
Bob Stevenson, City Planner, reported that the current subdivision
ordinance requires new arterial streets (like Mitchell Avenue) to be
a minimum of 28'. Mitchell Avenue, an arterial street, is 25'.

that canmunication from Planning, Programming and Zoning Commission
and City Engineer transmitting request of Immanuel United
Presbyterian Church for parking on the 1400 block of East Mitchell
together with recommendation of denial, be received, placed on file
and request denied. (CR87O18 of February 25, 1985) Ayes: Seven.

REPORTS
87043 - Moved by Penaluna, seconded by Lichty
that the Waterloo Public Library Minutes of January 11, 1985, be
received and placed on file.

87044 - The Greenhill Road/Sager Avenue Corridor was brought to the floor for
discussion.
Bob Stevenson, City Planner, gave a chronology of the seven (7)
original alternatives which were studied by the joint citizen's
committee consisting of Waterloo and Cedar Falls residents. After
consideration, the citizen's committee recommended the "North
Alignment".
Bob Lentz, of Brice, Petrides and Assoc., Inc., gave a traffic
analysis of each of the four (4) final alternates studied by the
committee, including the effect of Greenhill Road/Sager Avenue on
Hackett Road By-pass.
Bob Greenley, 4040 Sager Road, preferred the "North Alignment" even
though it would mean that his home would be purchased as a part of
this alternate. This, he stated, was in the best interests of the
community.
Carol Eagan, 3913 Sager Avenue, Who resides on the south side of
Sager Avenue, preferred the "North Alignment".

87044 - Bob Stevenson thanked the Citizen's Group for their work and valuable
(cont) input throughout the selection process. He also reminded the
Council that the project would still undergo appropriate public
hearings, environment assessment review, etc.
Moved by Getty, seconded by Dowie
that the preferred alignment, known as the "North Alignment", be
approved and submitted for further consideration for the Greenhill
Road/Sager Avenue Corridor project. Ayes: Seven.

that all alignments excluding the "North Alignment" be eliminated
from further consideration for the Greenhill Road/Sager Avenue
Corridor project. Ayes: Seven.
Motion carried.
87046 - Councilperson Lichty stated that she did not have information on
current salaries. She questioned whether this also authorized the
"merit" plan.
Councilperson Penaluna stated that the proposed increases are
identifical to collective bargaining agreements (2% on July 1, 1985
and 3% on January 1, 1986) and that a merit plan is not in
place for management employees.
Moved by Getty, seconded by Klinger
that communication from Personnel Department transmitting
recommendation on Management Salary Increases for F.Y. 1986 be
received, placed on file and approved. Ayes: Six. Nays: Lichty.

87047 - The City Engineer recommended that the low bid of Rampart Corporation
in the amount of $46,130.00 be approved for the F.Y. 1985 Lafayette
Street Sanitary Sewer Extension No. 2, Contract No. 276.

that "Resolution awarding the F.Y. 1985 Lafayette Street Sanitary
Sewer Extension No. 2, Contract No. 276 to Rampart Corporation in the
amount of $46,130.00", be adopted. Ayes: Seven.
Resolution adopted and upon approval by Mayor assigned No. 1985-85.
